Betty Jean Long, San Bernardino, stated that she wished people at the Fifth Street Senior
Center would stop picking on her and talking about her. c

Paul Sanborn, San Bernardino, stated that he had a vision that people will not vote "yes"
on the recall and hopes it is a "no" vote straight across the board; and stated that people d
need to investigate the candidates prior to voting for them.

Sandra Olivas, San Bernardino, stated that a Mills Act workshop would be held N
Saturday at 4 p.m. in the Harris Room at the Historical and Pioneer Society; said the Act
applies to businesses as well as homes; said a lot of homes in the City will qualify and
that the program does not require income qualifiers; and announced that they are starting
to plan for the next Pioneer Days.

Scott Olson, San Bernardino, said it will be interesting to see who among the recall
proponents will use the recall as a way to run for office; stated that there were no =i
legitimate reasons for putting the council members up for recall; and stated that now is
the time for healing to make the City better, not fighting over the old stuff.

Juan Figueroa, San Bernardino, stated that he wanted to publicly thank Rebekah cc
Kramer, her staff and the City crews who helped clean up after the recent storm. °

Barbara Babcock, San Bernardino, read recent press accounts following the bankruptcy
hearing wherein City officials said there would be little time before the election to work
on bankruptcy matters; read a press account about the court hearing regarding whether to 0
compel the Clerk to count voter withdrawal affidavits; and urged voters to look at each of M
the recall candidates and consider the choices carefully. °

James Smith, Highland, commended City officials for attending the recent bankruptcy a
hearing and stated that he was upset that one of the candidates who is being recalled is s
running for mayor; announced that Save Our San Bernardino would be hosting two
candidate forums—one for recall candidates and another for the council seats that are up; Q
and asked the Council to give the people an opportunity to change the City's charter.
David McCammack, San Bernardino, representative for the Disabled American
Veterans, announced that they are putting on a POW event on September 27, 2013,
honoring those missing in action; and stated that he was sure several petition circulators
obtained signatures falsely.
Tom Oquendo, San Bernardino, stated that people need to pay attention and scrutinize
the candidates running for office; and stated that if the Mayor leaves office with a legacy
of failure, then the voters need to know that each and every council member is tainted.

6. Public Comments on Items Not on the Agenda
The following individuals spoke about eviction notices they had received from the
management at the Meadowbrook Towers apartments. It appeared that the notices to
vacate had been selectively given to tenants of the studio and one-bedroom apartments.
All of the speakers were on very limited budgets and many suffered from a variety of
disabilities. They appealed to the Mayor and Council for help, or at the very least to take
a stand in their behalf.

Mayor Morris noted that Meadowbrook Towers is privately owned and there is not
a lot the City can do in this matter. He directed some of the speakers to the local _i
Legal Aid Society.

Council Member Marquez announced that on Tuesday, September 17, there would

be a workshop from 2-4 p.m. in the Towers lobby; and there would be individuals
present who may be able to help the tenants with their problems. She stated she
would be talking to Mr. James Carmichael from Affordable Housing Management

based in Memphis, Tennessee. She pointed out that this is a private matter between M
Meadowbrook Park Towers and the gentleman who took over a couple of weeks N
ago. m
Tim Prince, spoke about the comments made by City Attorney Penman earlier in the
meeting regarding the Flesh Club. He said the city attorney's job is not to comment on all
policy items or to be a ringleader for council members. He announced his candidacy for s
city attorney.

Matt Owen, San Bernardino, stated that San Bernardino should follow Rialto's example
in accountability—that they now have cameras on their police uniforms. He encouraged
people to continue to make demands on their government, no matter who prevails in the
November election.
Betty Jean Long spoke about how she hates liars in government. She encouraged the
citizens to stand up for their rights and get rid of dishonest politicians.
Ashley Jones of Assemblywoman Cheryl Brown's office, gave announcements regarding
upcoming events sponsored by the assemblywoman's office.

Barbara Babcock, San Bernardino, said that the meeting was citizenship and democracy
at its finest, referring to the Meadowbrook residents visiting the Council. She said her
life was changed after meeting the mother of a boy shot in San Bernardino; and expressed
support for the upcoming recall election, stating that it is time for a change in this city.
Paul Sanborn, San Bernardino, spoke about the economy and how it affected the city.
He stated that this Council was not responsible for the bankruptcy, and asked people to
vote"no" on the recall because it is the wrong tool to fix San Bernardino at this time.

Controller of the State of California, Dated March 2013, and Approving Certain Related
Actions.
Council Member McCammack indicated that she would abstain from voting because
there is a lack of information provided about the assets; in particular, the Carousel Mall
property.

Paul Sanborn, San Bernardino, stated that what is wrong with the town is too much
negativity. He further explained his idea about citizens donating their credit card points
for the city to use for prepaid cards to cover items such as toilet paper. E

Matt Owen, San Bernardino, said people forget that society is judged by how it treats the in
least of its citizens. He advocated for a public bank to give the city flexibility; and stated N
that transferring the city's debt to a public bank would keep the interest the city pays on
its debt in the community.
Deanna Adams, San Bernardino, said the city should focus on the issue of prostitutes,
pimps and panhandlers, especially near Midway Market. She said outsourcing the Fire
Department is out of the question, as is selling city water.

William Castro, San Bernardino, spoke about the need for a noise library for children in
San Bernardino, for them to learn musicology, and asked the council for input on where
to find partners. Mayor Morris told him to engage council members individually away a
from the dais, and Council Member Jenkins gave him several ideas of people to approach

in the education world.

Scott Olson, San Bernardino, said citizens are tired of the battles. If we want to have N
better service in the city, we have to generate revenue; and if we want to generate a,
revenue, the city has to have a positive image. He said the residents behind the recall
have been responsible for the negative image. He said he supports the incumbents.

Jose Olivar, San Bernardino, spoke about the "No Parking" signs on the 800 block of K r
Street. He said people wanted them to be removed, and Councilman Valdivia had said a
they would be removed, but that has not yet happened.
Karmel Roe, San Bernardino, asked if the numbers presented earlier in the meeting were
audited. Mayor Morris said they were projected, and that the audits are in the process.
She suggested the city partner with the county to update the Charter and the Municipal
Code.
Sam Gabriel, San Bernardino, said expenditures cannot exceed cash flow and if people
ran their households in that manner, they would lose everything. He said the city needs
to do something about living within its budget.

Sandra Otivas, San Bernardino, announced that the Neighborhood Cluster Association
will be meeting and discussing the Mills Act. She said she would like the Council's
thoughts on the questions put before them during Mr. Busch's presentation.
Juan Figueroa, San Bernardino, spoke regarding the "No Parking" signs on K street. He
clarified that residents are allowed to park in the area, with a permit. He also said it was
an agenda item that was passed several months ago after residents petitioned the Council,
and the residents are happy with the signs.
