Discussion and Public Comments on the City's Process of Preparing a Long Term
Adjustment Plan
Michael Busch, Urban Futures, presented a report via PowerPoint regarding the City's
financial situation. The public was invited to provide input on the City's long-term plan
of adjustment.

RES. 2013-271 - Resolution of the Successor Agency to the Redevelopment Agency of
the City of San Bernardino Accepting the Transfer of Certain Assets, Along with Any
Outstanding Related Liabilities, from San Bernardino Economic Development
Corporation in Accordance with the Asset Transfer Review Report Published by the
Controller of the State of California, Dated March 2013, and Approving Certain Related
Actions.
Council Member McCammack indicated that she would abstain from voting because
0 there is a lack of information provided about the assets; in particular, the Carousel Mall
property.

3. Public Comments on Items Not on the Agenda
Paul Sanborn, San Bernardino, stated that what is wrong with the town is too much
negativity. He further explained his idea about citizens donating their credit card points
for the city to use for prepaid cards to cover items such as toilet paper.
Matt Owen, San Bernardino, said people forget that society is judged by how it treats the
least of its citizens. He advocated for a public bank to give the city flexibility; and stated
that transferring the city's debt to a public bank would keep the interest the city pays on
its debt in the community.
Deanna Adams, San Bernardino, said the city should focus on the issue of prostitutes,
pimps and panhandlers, especially near Midway Market. She said outsourcing the Fire
Department is out of the question, as is selling city water.
William Castro, San Bernardino, spoke about the need for a noise library for children in
San Bernardino, for them to learn musicology, and asked the council for input on where
to find partners. Mayor Morris told him to engage council members individually away
from the dais, and Council Member Jenkins gave him several ideas of people to approach
in the education world.
Scott Olson, San Bernardino, said citizens are tired of the battles. If we want to have
better service in the city, we have to generate revenue; and if we want to generate
revenue, the city has to have a positive image. He said the residents behind the recall
have been responsible for the negative image. He said he supports the incumbents.
Jose Olivar, San Bernardino, spoke about the "No Parking" signs on the 800 block of K
Street. He said people wanted them to be removed, and Councilman Valdivia had said
they would be removed, but that has not yet happened.
Karmel Roe, San Bernardino, asked if the numbers presented earlier in the meeting were
audited. Mayor Morris said they were proje ted, and that the audits are in the process.

Sam Gabriel, San Bernardino, said expenditures cannot exceed cash flow and if eo le
ran their households p
seholds in that manner, they would lose everything. He said the city needs
to do something about living within its budget.

0 Sandra Olivas, San Bernardino, announced that the Neighborhood Cluster Association
will be meeting and discussing the Mills Act. She said she would like the Council's
thoughts on the questions put before them during Mr. Busch's presentation.
Juan Figueroa, San Bernardino, spoke regarding the "No Parking" signs on K street. He
clarified that residents are allowed to park in the area, with a permit. He also said it was
an agenda item that was passed several months ago after residents petitioned the Council,
and the residents are happy with the signs.
4. Adjournment
The meeting adjourned at 8:20 p.m. The next joint regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:30 p.m., Monday, October 7, 2013.
