Synopsis of Previous Council Action:
On June 27, 2013, the Personnel Committee meeting was cancelled; however, the Chairman
recommended that this item be forward to Mayor and Common Council for approval/adoption.
On August 5, 2013, Mayor and Common Council approved the job description,but the position
was not officially established.
On September 3, 2013, Mayor and Common Council tabled this item at the request of the City
Manager.
Background:
On August 5, 2013, Mayor and Common Council approved the job description for the position of
Background Investigator, Part-time; however,the request to establish the position was
inadvertently omitted from the formal motion. Therefore, this item is, again,brought before the
Mayor and Common Council for formal acceptance to complete the process.

The San Bernardino Police Department has undergone an extensive reorganization. The
Police Department is experiencing a significant reduction in both sworn and civilian staff. w
Many employees have retired and/or sought employment elsewhere. In marry positions,
staffing is now or will soon be critically low. Several employees are currently tasked 0
with completing background investigations in addition to other duties. These employees
will not be able to keep up with the number of backgrounds that need to be processed to
efficiently fill vacant positions. In order to complete background checks in a timely and
efficient manner, there is a need to create a number-of part-time background investigator a
positions. >
The position would be an extension of the "Training Officer Personnel & Training" unit

under the Investigations Division.within the Police Department's organizational structure. a,

The part-time Background Invesitigator position will fall. under the Personnel and y
Training Unit. The individual(s) filling that position will work closely with the Officers
already working as a part of that Unit. Collectively, their efforts will speed up the . a
background investigation process. This, in turn, will result in sworn and civilian
employees being hired in a timely manner, allowing the Police Department to continue
providing a sufficient level of police service to the community it serves.

The hourly suggested pay rate for this part time position is $3Q.00-$35.00 per hour.

DISTINGUISHING CHARACTERISTICS
Background Investigator is a part-time position responsible for reviewing candidate's 2
background forms, credit reports, and other records/reports. The incumbent must possess o
knowledge applicable to the job such as state/federal laws, as well as City policies and a
procedures. �

The incumbent is also responsible for interviewing a candidate's past or present employers, co- N
workers, neighbors, and/or obtaining references from those individuals. The incumbent may B
develop information that could disqualify candidates per Peace Officer Standards and Training w
(POST) guidelines. The incumbent will maintain organized records on the candidates and be
able to objectively present the information to Police Department executive staff. co

ESSENTIAL DUTIES AND RESPONSIBILITIES

2. Reviews completed background interview forms and checks for completeness, accuracy,
inconsistencies, errors, omissions, and falsifications. a
3. Screens candidates to ensure they meet the Peace Officer Standards and Training o
(POST) guidelines. a,
4. Follows local, state, and federal laws, as well as Equal Employment Opportunity laws. U)
5. Obtains and reviews records and reports from other agencies (such as the FBI, 'c
Department of Justice, and state and municipal agencies) to determine if the candidate .�
was a witness, victim, suspect, involved party, or perpetrator of any crime.
6. Obtains and reviews arrest reports, witness statements, and other documents to 0
determine if the candidate has the appropriate background to work in the Police
Department. m
7. Obtains and reviews credit reports and evaluates financial responsibility.
8. Interviews employers, co-workers, neighbors, law enforcement officials, military
personnel, members of the candidate's family, and personal references. E
9. Develops second- and third-level references and makes additional inquiries to assist in
