Lorena is currently working as a Provisional employee in the finance department where =
she has started to review the current accounting practices for various City grants, c
reviewing the accounts payable and purchase processes utilized by the New World
finance software.

Lorena brings fifteen years of accounting experience including eight years of government 0
accounting with increasing responsibilities and skills. She has been involved in three
successful complex financial accounting software system implementations and
supervised accounting staff. In addition to Lorena's governmental experience, she has s
college level courses in governmental and non-profit accounting. She has also received
annual Generally Accepted Accounting Principles(GAAP)training and has a certificate a
in computerized accounting. She previously worked for the City of Chino and most
recently for Moulton Niguel Water District's as a senior accounting professional.
Lorena will bring to San Bernardino much needed hands on experience in government
financial accounting,daily banking and cash reconciliations,journal entry,payroll,
accounts payable,interest allocations, investment tracking,purchasing,accounts
receivable,fiscal agent activity, fixed assets, capital improvement project tracking,
complex finance software implementation, audit&year-end processing, and internal
Iaudits and controls reviews.
With Lorena's years of governmental fund accounting expertise she will be able to "hit
the ground running"and help the City complete essential projects including grant
accounting,completion of the software conversion of fixed assets,monthly interest

allocations,capital improvement project tracking, and other critical complex accounting
analysis and process improvements. She will assist with helping put together written
documentation of internal process and procedures. She will also be an important resource
for helping complete the implementation of the new finance software implementation,
including the yet to be completed New World Payroll module.

Justification/Reason for Request
1. The Finance Department has been faced with several significant challenges over
the last two years. The first is the loss of key finance staff resulting in the vacancy of
nine positions including the top four positions in the department along with several key y
accountants. In April,the MCC authorized the contracting out of the top four positions in
the department and the authorization to add two additional accountant positions. Yolanda a
will help fill one of the key Accountant positions and bring critical complex government
accounting experience to the City on a go forward basis as a City employee.

A recruitment to fill the Accountant I positions was completed by the City several months LO
ago,that resulted in not identifying any qualified applicants that met the direct needs of N
the City of San Bernardino. These needs include people who had extensive complex �-
government fund accounting experience.

2. The second significant issue that impacted the accounting staff two years ago was
a new complex finance software system that was to be implemented within a very short
time period and without the support of additional staff or outside technical support. This
project along with the filing of the bankruptcy has put the staff and the City behind on 0
many essential accounting functions and reports. Lorena has experience successfully
implementing three different complex finance software system including the City of
Chino and MNWD.
3. Third, the City grant accountant will be retiring in August. The City processes a
over$12M each year in various federal and state grants. Lorena will be an asset to the
City in helping maintain the regular grants report requirements,regular day-to-day
accounting and essential draw requests.
4. Fourth,due to the City's current financial situation and staffing challenges the
City must bring in experienced accounting personnel that can help follow through on
seeking timely reimbursements for various joint public works projects with CalTrans and
SANBag. A insuring the timely receipts of cash from all sources and other City revenues
and receivables. She will also help support existing finance personnel without those staff
members having to help"train" less experienced personnel.

Justification/Reason for Request
The Human Resources Analyst position has been vacant since July 1, 2013. The request
to fill the position on a provisional basis is essential as the City continues to reorganize
and revitalize functional and operational objectives in moving forward from bankruptcy.
The functions of this position will focus on conducting surveys and studies regarding
classification, compensation and other human resources management issues; assist in
administering the City's labor relations programs; evaluate and recommend any
necessary changes to human resources policies and procedures; prepare staff reports and
resolutions for City Council approval; participate in administering City benefit plans and
programs and any other related duties as assigned by the Human Resources Division
Manager.

After review,HR will confirm with the Finance Department that the position is vacant,

Since the departure of the Deputy Director/Budget Manager and Financial Analyst last a
August,most of the budget duties and responsibilities fell to Dixon.He has been and will
continue performing tasks that are normally done by the former Financial Analyst. In
addition to routine budget duties,Dixon has been responsible for;
• FY 12-13 & 13-14 Preliminary Budget Preparation—Dixon worked with
departments to prepare the personnel, discretionary and internal service budgets.
• New World Budget Module Setup and Training—Dixon worked with the New
World representatives and the city's IT department to setup the budget module.
He also conducted New World budget training sessions for departments.He is
also responsible for entering the expenditure and revenue budgets in the New
World system.

• Pre-Pendency and Pendency Plans—Dixon worked with the previous Finance
Director in providing and preparing analysis and supporting documents for the
Pre-Pendency and Pendency PIans.
• Bankruptcy Documents and Analysis—Dixon has been working with the current
Finance Director and Urban Future's staff to prepare documents and analysis
critical to the City's bankruptcy petition.
• Special Reports—Dixon has also conducted surveys and special studies for the
Director and City Manager. Recently,he conducted a research project for the City
Manager comparing the city's public safety costs to the city of Moreno Valley.
• Position Control—Dixon is responsible for maintaining the city's position control
and making sure it abides to what they city council adopted. This task also
involves calculating savings obtained from vacancies. This report is used by the
City Manager, Finance Director and is critical to the bankruptcy petition.
• Detailed analysis on budget implications and personal costs associated with the
various scenarios that will be required under the bankruptcy"Plan of Adjustment'

Since June 1,2013 Dixon has been working in the higher acting capacity of M
Administrative Analyst II, which is a flex position. Under the City's policy a move into 0
the next flex position can only be done at the end of 24 months. Dixon's salary in June
was moved to the Administrative Analyst II step 6 ($5,107)which is closest to the

Financial Analyst step I($5,113). Dixon has reached the 24 month period. This action
will permanently move him into the Administrative Analyst II position. N

The opportunity for Flex promotion from Administrative Analyst I to Administrative
Analyst It was identified in the 2007 Class/Compensation study. Administrative Analyst I
is an entry-level position. Administrative Analyst II is the journeyman level and
generally has more experience and/or education than the Administrative Analyst I.
With the adoption of the Classification and Compensation study,the Flex promotion

Upon approval of the reorganization of the Finance Department the position of Principal
Accountant will be an authorized position. Yolanda Rodriguez has been working with
the City since August 5, 2013. She has already started work on Housing &Urban >_
Development(HUD)/Community Development Block Grant(CDBG)compliance
issues, developed a written policy and procedure guideline for CDBG,evaluated the
current grant programs and made recommendations to improve the tracking over of$12 0
million dollars of annual grants. She will be instrumental in working with contract
Economic Development Agency (EDA)staff to integrate their finance information into c
the City's Successor Agency accounting program and is helping with completing the E
current audit.

Yolanda brings twenty-three years of supervisory, complex professional accounting and Q
office management experience from both the private and public sectors. The last thirteen
years with the City of Chino as a senior accounting professional. Yolanda has brought to
San Bernardino much needed experience in financial reporting, Comprehensive Annual
Financial Report(CAFR)preparation, fixed assets, capital improvement project tracking,
bank reconciliations,cash&investment management,redevelopment activity, complex
finance software implementation, audit&year-end processing, complex journal entries,
debt service, and internal audits and controls.
In addition to Yolanda's governmental experience, she has an MPA from CSUN,a BS
with an Accounting concentration from CSUSB, and possesses a Governmental
Accounting Certificate from CSU Riverside.

3. Third,the City is now responsible for the day-to-day accounting for the
Redevelopment Successor Agency due to the States elimination of RDA's in California,
which in the past has been handled by a separate legal EDA(aka RDA)entity. Yolanda
has RDA accounting experience and will be an asset to the City helping complete the
semi-annual ROPPS filing and new successor agency related accounting requirements.
4. Due to the City's current financial situation and staffing challenges the City must
bring in experienced accounting personnel that can help catch up with completing the
annual CAFR and help support existing finance personnel without those staff members
having to help "train"inexperienced personnel.

control services. This position is budgeted for this fiscal year. This is the primary position for
animal licensing throughout the city.

- Personnel Action Form (PAF)
- Current organization chart showing where the position fits into the department
- Copy of conditional offer letter for new hires
After review, HR will confirm with the Finance Department that the position is vacant,
funded, and approved to fill. Once Finance provides verification, HR will submit all
documents to the City Manager for approval. Once approved by the City Manager, Human
Resources and Civil Service will process for MCC approval.
