The exodus of full-time staff toward early retirement as a result of the City's filing for bankruptcy has initiated the need for upper- CO level part-time employees to under-fill these vacated responsibilities, especially the expanded role of the%Recreation Coordinator. s The Recreation Aide is the lowest waged position in the department, responsible for w leading recreational activities with children, kitchen helpers for senior meal programs, a and routine ball field preparation, as some examples. The Recreation Leader and Senior Recreation Leader each have increasingly more responsibility for the planning and supervision of programs, events, and facility management (open/close and enforce rules of use to the public at community centers, supervise paid private rentals, etc.). Delaying the hiring process will result in the elimination of many community center and recreational outdoor activities (sports programs, classes, special events) provided by the Department as part of routine service delivery,with the resultant loss of user fee revenue. As a part of the Department's mission to improve the quality of life of its residents through physical activity, it is responsible service provision and a duty to hire enough qualified personnel to perform these much-needed community services. The exodus of full-time staff toward early �° retirement as a result of the City's filing for bankruptcy has initiated the need for upper- level part-time employees to under-fill these vacated responsibilities, especially the expanded role of the 3/4 Recreation Coordinator. The Recreation Aide is the lowest waged position in the department, responsible for a leading recreational activities with children, kitchen helpers for senior meal programs, and routine ball field preparation, as some examples. The Recreation Leader and Senior Recreation Leader each have increasingly more responsibility for the planning and supervision of programs, events, and facility management (open/close and enforce rules of use to the public at community centers, supervise paid private rentals, etc.). Delaying the hiring process will result in the elimination of many community center and recreational outdoor activities (sports programs, classes, special events) provided by the Department as part of routine service delivery,with the resultant loss of user fee revenue. The Recreation Aide is the lowest waged position in the department, responsible for a leading recreational activities with children, kitchen helpers for senior meal programs, and routine ball field preparation, as some examples. The Recreation Leader and Senior Recreation Leader each have increasingly more responsibility for the planning and supervision of programs, events, and facility management (open/close and enforce rules of use to the public at community centers, supervise paid private rentals, etc.). Delaying the hiring process will result in the elimination of many community center and recreational outdoor activities (sports programs, classes, special events) provided by the Department as part of routine service delivery, with the resultant loss of user fee revenue. On July 10, 2013,Robert Whitlock,NPDES Coordinator,resigned from the City to take a position with the City of Riverside. This is a budgeted position. Why is it critical to fill this position? What options were considered? It is critical to fill this position to ensure that the City, and developments within.the City, comply with the City's NPDES (National Pollution Discharge Elimination Systems) Packet Pg. 151 • 5.G.r Permit. This position inspects development projects for compliance with the NPDES Permit, responds to complaints, represents the City at Countywide meetings regarding new NPDES regulations,reviews plans for compliance with the NPDES Permit, educates staff and the public about NPDES requirements, and performs other related duties as assigned. Since this position has become vacant, these duties have fallen onto the Senior Civil Engineer in the Land Development Division. The Land Development Division is tasked with plan checking and inspecting all development applications' on-site improvements (i.e., grading, utility and infrastructure locations, etc.) as well as processing all subdivisions. However,this Division is short-handed and is only currently staffed by this single person. This engineer formerly was assisted by two additional engineers;however, one of the positions was cut due to the Pendency Plan and the other position will not be re-filled until the newly hired Assistant Planner begins work with the City and the engineer who was bumped to the position of Assistant Planner is able to resume her former duties in the Land Development Division. As a result one Senior Engineer is 2 currently handling all Land Development and NPDES duties and regularly works late a into the evening and on weekends to keep up with the heavy caseload. No in-house candidates applied. o What is the potential impact of keeping the position vacant in terms of City/Community services? 1� CD As noted above, there is one staff member handling all Land Development and NPDES duties. Keeping this position vacant has a great potential to extend the waiting period for o development applications to be processed and for NPDES-related duties to not be completed. This in turn could result more complaints about customer service and could result in a reduction in development in the City, and thus, a loss in revenues, as well as non-compliance with the City's NPDES Permit. The exodus of full-time staff toward early E retirement as a result of the City's filing for bankruptcy has initiated the need for upper- level part-time employees to under-fill these vacated responsibilities, especially the expanded role of the%Recreation Coordinator. d E The Recreation Aide is the lowest waged position in the department, responsible for w leading recreational activities with children, kitchen helpers for senior meal programs, and routine ball field preparation, as some examples. The Recreation Leader and Senior Recreation Leader each have increasingly more responsibility for the planning and supervision of programs, events, and facility management (open/close and enforce rules of use to the public at community centers, supervise paid private rentals, etc.). Delaying the hiring process will result in the elimination of many community center and recreational outdoor activities (sports programs, classes, special events) provided by the Department as part of routine service delivery, with the resultant loss of user fee revenue. As a part of the Department's mission to improve the quality of life of its residents through physical activity, it is responsible service provision and a duty to hire enough qualified personnel to perform these much-needed community services. Yolanda Rodriguez has been working with !� the City since August 5, 2013. She has already started work on Housing&Urban >_ Development(HUD)/Community Development Block Grant(CDBG) compliance issues, developed a written policy and procedure guideline for CDBG,evaluated the as current grant programs and made recommendations to improve the tracking over of$12 c million dollars of annual grants. She will be instrumental in working with contract Economic Development Agency (EDA)staff to integrate their finance information into the City's Successor Agency accounting program and is helping with completing the E current audit. t r a Yolanda brings twenty-three years of supervisory, complex professional accounting and office management experience from both the private and public sectors. The last thirteen years with the City of Chino as a senior accounting professional. Yolanda has brought to San Bernardino much needed experience in financial reporting, Comprehensive Annual Financial Report(CAFR)preparation, fixed assets, capital improvement project tracking, bank reconciliations,cash&investment management,redevelopment activity, complex finance software implementation, audit&year-end processing, complex journal entries, debt service, and internal audits and controls. In addition to Yolanda's governmental experience, she has an MPA from CSUN,a BS with an Accounting concentration from CSUSB, and possesses a Governmental Accounting Certificate from CSU Riverside. Packet Pg. 182, With Yolanda's years of governmental fund accounting expertise she has been able to "hit the ground running"and will be helping the City complete essential projects including both the 2011-12 and 2012-13 audits, grant accounting reconciliation, completion of the software conversion of fixed assets,capital improvement project tracking, and other critical complex accounting analysis and implementation. She will also be an important resource for helping complete the implementation of the new finance software implementation,including the yet to be completed New World Payroll module. The Finance Department has been faced with several significant challenges over -' the last two years. The first is the loss of key finance staff resulting in the vacancy of a. nine positions including the top four positions in the department along with several key accountants. In April,the MCC authorized the contracting out of the top four positions in o the department and the authorization to add two additional accountant positions. Yolanda o will help fill one of the key Accountant positions and bring critical complex government accounting experience to the City on a go forward basis as a City employee. N A recruitment to fill the Accountant I positions was completed by the City several months ago,that resulted in not identifying any qualified applicants that met the direct needs of c the City of San Bernardino. These needs included people who had extensive complex >_ government fund accounting experience. 2. The second significant issue that impacted the accounting staff two years ago was 0 a new complex finance software system that was to be implemented within a very short r time period and without the support of additional staff or outside technical support. This project along with the filing of the bankruptcy has put the staff and the City behind on E many essential accounting functions and reports. Yolanda has experience successfully M implementing a complex finance software system in the City of Chino. Q 3. Third,the City is now responsible for the day-to-day accounting for the Redevelopment Successor Agency due to the States elimination of RDA's in California, which in the past has been handled by a separate legal EDA(aka RDA)entity. Yolanda has RDA accounting experience and will be an asset to the City helping complete the semi-annual ROPPS filing and new successor agency related accounting requirements. 4. Due to the City's current financial situation and staffing challenges the City must bring in experienced accounting personnel that can help catch up with completing the annual CAFR and help support existing finance personnel without those staff members having to help"train"inexperienced personnel.
