(#2618) Current Business Registration Certificate: Not Applicable Financial Impact: Account Budgeted Amount: $130,007 Account No. 123-210-0084-5011-0848 Account Description: Police Dispatch Salaries -JAG grant Balance as of. 7/1/13 $0.00 Balance after approval of this item: $130,007 Please note this balance does not indicate available funding. It does not include non-encumbered reoccurring expenses or expenses incurred, but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: FY 2013-14 JAG grant funds will be used to offset the personnel costs of three existing and filled civilian police dispatchers. Grant funds will provide 60% of the total salary and benefits with the General Fund covering $83,314 or 40% of remaining costs, including any overtime expenditures. Background: At President Bush's request, Congress consolidated the Byrne Grants and LLEBG into a single program known as the Edward Byrne Memorial Justice Assistance Grant (JAG) in order to streamline funding and grant administration. Grant funding is allocated based on a formula that includes population and a three-year average of reported violent crime for each jurisdiction. This grant does not require matching funds. For 2013, the City of San Bernardino's allocation is $130,007. This amount is $6,161 less than the 2012 JAG allocation of $136,168. The San Bernardino Police Department has used the JAG appropriation to pay for four civilian positions over the past 9 years. The City of San Bernardino has been designated as a disparate jurisdiction, which is defined as a city receiving one-and-one-half times the County allocation, and is required to file a single joint CWapplication with the County of San Bernardino. The County Law & Justice Group has served as E Updated:7/23/2013 by Linda Sutherland B ____ i 2618 the grant administrator and fiscal agent for JAG program funds and charges each recipient a 5% administrative fee. The 2013 administrative fee of$6,843 was deducted from the total award of $136,850 reducing the City's funding to $130,007. The County Law & Justice Group has prepared an Interlocal Agreement between the City of Sari Bernardino and County of San Bernardino, identifying the County Law & Justice Group as the grant administrator and fiscal agent and detailing JAG grant administration and billing procedures. In FY 2012-13, the Police department used JAG funds to cover 64% of the salary and benefit costs of three Dispatcher IIs'. In previous years the 4t'position was the Property Supervisor but this position has been vacant since November 2012. In FY 2013-14, the department will utilize grant funds to pay for 60%of the full salary and benefits of the three Dispatch positions with the General Fund covering $83,314 or 40% of the full salary and benefits totaling $213,321. These are the same positions that have been funded in previous years.
