Background: Updated:7/16/2013 by Susanna Sandoval _ — —_ t 2597 In July 2010, Animal Control was transferred to the Police Department. Following realignment and implementation of the Pre-Pendency Plan, Animal Control experienced a reduction in staff (Animal Shelter Office Supervisor and Senior Customer Service Representative/Dispatcher). Animal Control receives approximately 17,000 animals annually and manages service contracts for four cities. There have been no increases to the Table of Organization for Animal Control for years yet workloads remain constant. In December 2012, Code Enforcement was transferred to the Police Department; this transition was facilitated under the assignment of a Police Lieutenant. Months later, the Code Enforcement Division Manager resigned and the Police Lieutenant assumed operational control of the division. Because of operational efficiencies, Code Enforcement personnel work better and are more accountable; it is anticipated that the Code Enforcement Division Manager position will not be filled. Elimination of the Code Enforcement Division Manager (U) position will afford the funding to hire one full-time Animal Shelter Office Supervisor and at least two part-time Shelter Attendants. The additional projected savings can fund a third part-time Animal Shelter employee in the future (See Table 1 for complete breakdown of costs and savings). This movement will not increase the City's Table of Organization. Code Enforcement and Animal Control are both under the Community Services Division of the Police Department. The Organizational Chart for the Community Services Division is attached(Exhibit A). As such, it is recommended the Animal Shelter Office Supervisor position be re-established. The class specification for the Animal Shelter Office Supervisor position will not be changed. This position will continue to manage the customer service counter, assist with customer service, coordinate with our rescue partners to increase adoption rates, manage current contracts, and provide operational support for the shelter. Part-time staff will primarily assist with shelter operations in the morning, when workload demands are most critical, and will work no more than 999 hours per year. Staff Recommendations: 1. Eliminate the position of Code Enforcement Division Manager(U), Range 4540, $6,561 - $7,975/month. 2. Transfer the salary savings due to the elimination of the Code Enforcement Division Manager (U) position to Animal Control to fund one (1), full-time position and two (2), part-time positions. 4. Re-establish the position of Animal Shelter Office Supervisor, Range 2410, $3,431 - $4,170/month. 5. Increase the Table of Organization for Animal Control to reflect the addition of one (1) Animal Shelter Office Supervisor position. 6. Apply the remaining savings balance (approximately $21,467) toward future part-time animal shelter salaries.
