On October 4, 2012, Melissa Thurman, who formerly held the position of Executive Assistant resigned from service from the City for a new position with SANBAG, leaving the subject position vacant. This is a budgeted position. Why is it critical to fill this position? What options were considered? The Department is currently only being served by the following Administrative staff an Executive Assistant to the Director and a part-time volunteer receptionist. Prior to the Pendency Plan, the Department had the following Administrative staff: The Executive Assistant to the Packet Pg. 1 58 Director, two Executive Assistants (one each for the City Planner and the Building Official), an Account Technician. and an Administrative Assistant. The Executive Assistant is a critical position, in that this position provides direct clerical support to the Deputy Director/City Planner and Building Official, acts as Recording Secretary for the Planning Commission and Board of Building Commissioners, coordinates building inspections, provides back-up assistance at the receptionist's desk, and other matters, which relieve the City Planner, Building Official and Executive Assistant to the Director of certain administrative dutiee No other options were considered. What is the potential impact of keeping the position vacant in terms of City/Community services? r N The impact of this position being kept vacant will result in one full-time Administrative employee essentially functioning as the Community Development Department's receptionist, a back-up Recording Secretary for the Planning Commission and Board of Building Commissioners, coordinator of the Department's MCC agenda items,personnel matters,building o inspections, etc., and as the Director's Executive Assistant. Since it will not be physically o possible for this one person to successfully manage all of these tasks due to the sheer size of the N workload, along with physical constraints (i.e.,the receptionist's desk is far removed from many LO of the other Department areas), many of the current tasks that were handled by the Executive Assistant to the Director will need to be handled by other staff. This in turn will require training, impact their existing workload, which is already heavy due to the shortage of staffing a Department-wide.
