RESOLUTION OF THE MAYOR AND COMMON COUNCIL HONORING
FRANK GUZMAN
NEIGHBORHOOD WATCH PRESIDENT
OF
SAN BERNARDINO BLOCK CAPTAINS ASSOCIATION
WHEREAS, Frank Guzman is the 71h Ward Police Commissioner and Chairman. He is also President
and originator of the 24th 1251h Street Neighborhood Watch. Frank Guzman has been a Neighborhood Watch
Block Captain for over five (5) years. Frank was the first president of the San Bernardino Block Captains
Association when it started in March of 2012;and
WHEREAS, in 2011, there were only 60 Neighborhood Watch Groups. From Frank Guzman's dedication
and strong leadership efforts, there has been a 67% increase resulting in over 100 Neighborhood Watch Groups
in San. Bernardino. Frank's consistent efforts, vigilance, love, concern and dedication to the safety of his
community have created a neighborhood environment envied citywide;and
WHEREAS, Frank Guzman is extremely passionate about what he does. As President of the Block
Captains Association, Frank's efforts are above and beyond what is expected from any neighbor for which our
community is richer. Sometimes putting himself at personal risk in the name of long-term neighborhood peace,
Frank makes himself available to personally immediately respond to reports of crime in his neighborhood. He is
an exceptional leader and member of his community who unselfishly gives of himself so that others may have a
better and more meaningful life. Frank is someone who is the foundation,future and pillar of our community;
and
WHEREAS, since being elected as president, Frank has had the privilege of making some great friends
who possess great skills, endurance and ideas. He has mentored and developed these members of his
community as Core Captains partnering them with Community Affairs in our City of San Bernardino Police
Department; and
WHEREAS, Frank Guzman is one of the first people to submit an application for the new City of
San Bernadino Police Department's "Neighbors Patrolling Neighborhoods Program". Frank Guzman is a positive
role ,model and a staunch advocate for City of San Bernardino Neighborhood Watch Associations. He is a
concerned leader who has unselfishly volunteers thousands of hours to neighborhood community concerns of
crime, blight and safety; and
WHEREAS, over the years, Frank has been instrumental in assisting and providing the needed support
that have made our neighborhood block parties a huge success. Frank Guzman hosts neighborhood block parties
in his community to honor the men and women of the Department of Forestry and Fire Protection, the
San Bernadino County Sheriffs Explorers and the City of San Bernardino Explorers. Frank goes above and
beyond the call of duty to serve his community without any hesitation.
NOW, THEREFORE, on this occasion, and in appreciation of his leadership, dedication and impressive
contribution to the City of San Bernardino and its citizens, we, on behalf of the Mayor and Common Council of the
City of San Bernardino, do enjoin, commend and thank
