The California Office of Traffic Safety(OTS) is awarding grant funds for their Selective Traffic
Enforcement Program (STEP) grant,using best-practice strategies shown to reduce traffic
collisions and gain favorable media coverage. OTS funding is based on the federal fiscal year
starting October 1, 2013. The grant application requesting overtime reimbursement will become
operational on October 1, 2013, and end September 30, 2014.

This item was presented to the Grants Ad Hoc Committee then forwarded on to council for
consideration. On January 7, 2013, the Mayor and Common Council approved Resolution
#2013-3, ratifying the submittal of the application, as well as authorizing the police department
to accept and administer the grant in the amount of$211,169.59 provided grant funding is
awarded. In the interim, additional traffic enforcement details were identified as being available
and the requested funding was increased. OTS notified the police department they have
tentatively approved our funding request for the proposal titled"Selective Traffic Enforcement
Program" in the amount of approximately$256,942,which is an increase of$45,772.41 from the
amount approved under this Resolution.
Staff recommends an increase to the original STEP Grant budgeted amount, as approved by
OTS. These funds will be used to reimburse overtime expenses used to conduct a variety of
traffic enforcement details such as saturation patrols targeting impaired drivers,motorcycle
safety enforcement programs, distracted driver programs, and other traffic related details as will
be outlined by the grant agreement. These programs are intended to reduce traffic collisions
within the city,reducing the number of people killed or injured as the result of a traffic collision.
