Synopsis of Previous Council Action: On June 13, 2013, the Personnel Committee recommended that the proposed job description revisions be forwarded to the Mayor and Common Council for adoption. Background: HAZMAT Technician The City's Public Works Department, Operations & Maintenance Division, is responsible for the management, clean up and disposal of hazardous materials generated by the City or illegally dumped on public rights of way. In reviewing the job description, it is requested that the Associate's degree be changed from required to desirable. This item was reviewed and approved by the International Union of Operating Engineers (IUOE), General Unit Bargaining representative, on June 6, 2013. Integrated Waste Operator(Flex)/Senior Integrated Waste Operator The City's Public Works Department is requesting the proposed revisions to the overall job description to reflect the duties of the position, to require a copy of the employee's DMV driving record(1-16) at the time he/she applies for the position, and to require a Class B license at the time of application. The current job description does not require a Class B license at the time of hire and, actually, afforded an employee six (6) months during which to obtain the license, resulting in a delay to operations. This item was reviewed and approved by the International Union of Operating Engineers (IUOE), General Unit Bargaining representative, on June 5,2013. The Senior Code Enforcement Officer item was reviewed and approved by the San Bernardino Public Employees' Association (SBPEA), Middle Management Bargaining Unit representative, on May 15,2013. Property Evidence and Supply Supervisor On February 1, 2011, this position was reclassified from the position of Forensics & Property Manager. The position was recently vacated due to retirement. In anticipation of establishing a recruitment to fill this position, the job description was reviewed. The department would like to eliminate the requirement of an Associate's degree as the position does not require a college education, and it is felt that this requirement could severely limit the internal candidate pool of employees that have experience in this discipline. This request is also being made to maintain consistency within other civilian"supervisor positions in the department. The incumbent acts as first-responder to hazardous waste spills and reports of illegally dumped hazardous waste along public rights-of-way and either performs clean up or arranges for clean up through an outside company in the event of larger or more significant situations. The incumbent is N responsible for storage and disposal of hazardous waste in accordance with established legal and regulatory requirements and procedures. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may = be performed. Oversees and is responsible for safe handling and storage of hazardous waste materials r_ at the City's Hazardous Materials Storage Facility, including collecting, segregating, 20 storing, monitoring and tracking hazardous materials, such as oil, grease, anti-freeze, chemicals, combustibles and other materials, pending use or disposal; performs or F coordinates the preparation, transport and storage of hazardous materials generated by City operations from the originating location to the Storage Facility at the City Yard; coordinates the periodic pick up and disposal of hazardous materials by a licensed N hazardous waste management company; prepares and maintains documentation of = manifests as required by state and federal law and regulations; tracks manifests and submits required documents to authorize payments. 0 2.
