Justification/Reason for Request
Lifeguards are needed to staff the City swimming pools for the 2013 summer season.
Many qualified candidates are currently available to be hired. Delaying the hiring
process will result in the loss of qualified candidates and will have an adverse effect on
the quality of program we can offer to our community. As a part of the Department's
mission to improve the quality of life of its residents through physical activity in water
play, it is responsible service provision and a duty to hire qualified lifesaving resources
for our aquatics facilities in a timely manner, respectful of competition with our
neighboring employers.
Not hiring lifeguards will result in the closing of our City pools or not having the proper
ratio of lifesaving staff to even open the pool facility due to lack of available certified
staff to meet mandated health and safety regulations. Four of the candidates are being
hired in at the second wage step of their classification because they have work experience
of two or more years of lifeguarding service and have excellent references. This
recruitment group should allow the Department to keep open all four of its public pools a
through the entire 2013 Swim Season, especially when current college-age part-time r
employees begin returning to school in the first two weeks of August. Ln

The above listed part-time Dispatcher I employees were formerly full-time Police
Dispatcher 11 employees at Step 21 (Jennifer Ryder and James Bare) and a
Police Communications Manager (Pat I Guillen). When they separated from full
time employment with the city anc re-designated at part-time they were
mistakenly started at Step 1 with an hourly rate of $20.8038. All previous

Ms. Croteau was a part-time fire dispatcher prior to her separation from the City as a Fire
Prevention Officer. She would like to continue/reinstate her part-time employment as a
Fire Department Dispatcher.
The City Fire Dispatch Center operates 24/7/365 and is a critical function of the
emergency operations delivered by the City to its residents. There are currently two (2)
full time vacancies which are being covered with overtime. We currently have one(1)
part-time dispatcher who will retire Friday, July 12,2003. This will leave the Fire
Department with limited options for filling vacant shifts. Part-time employees can offer

Justification/Reason for Request
Lifeguards are needed to staff the City swimming pools for the 2013 summer season.
Many qualified candidates are currently available to be hired. Delaying the hiring
process will result in the loss of qualified candidates and will have an adverse effect on
the quality of program we can offer to our community. As a part of the Department's
mission to improve the quality of life of its residents through physical activity in water
play, it is responsible service provision and a duty to hire qualified lifesaving resources
for our aquatics facilities in a timely manner, respectful of competition with our
neighboring employers.
Not hiring lifeguards will result in the closing of our City pools or not having the proper
ratio of lifesaving staff to even open the pool facility due to lack of available certified
staff to meet mandated health and safety regulations. Four of the candidates are being N
hired in at the second wage step of their classification because they have work experience J
a
of two or more years of lifeguarding service and have excellent references. This a.
recruitment group should allow the Department to keep open all four of its public pools T_
through the entire 2013 Swim Season, especially when current college-age part-time ti
employees begin returning to school in the first two weeks of August.

Lorena brings fifteen years of accounting experience including eight years of government
accounting with increasing responsibilities and skills. She has been involved in three N
successful complex financial accounting software system implementations and 0
supervised accounting staff. In addition to Lorena's governmental experience, she has 0
college level courses in governmental and non-profit accounting. She has also received
annual GAAP training and has a certificate in computerized accounting. She previously =
worked for the City of Chino and most recently for Moulton Niguel Water District's as a
senior accounting professional with experience in both GAAP& GAFFR. Q
Lorena will bring to San Bernardino much needed hands on experience in government
financial accounting,daily banking and cash reconciliations,journal entry,payroll,
accounts payable, interest allocations, investment tracking,purchasing, accounts
receivable, fiscal agent activity, fixed assets,capital improvement project tracking,
complex finance software implementation,audit&year-end processing,and internal
audits and controls reviews.
With Lorena's years of governmental fund accounting expertise she will be able to"hit
the ground running"and help the City complete essential projects including grant
accounting, completion of the software conversion of fixed assets, monthly interest
allocations, capital improvement project tracking, and other critical complex accounting
analysis and process improvements. She will assist with helping put together written

for helping complete the implementation of the new finance software implementation,
including the yet to be completed New World Payroll module.

Justification/Reason for Request
1. The Finance Department has been faced with several significant challenges over
the last two years. The first is the loss of key finance staff resulting in the vacancy of
nine positions including the top four positions in the department along with several key
accountants. In April,the MCC authorized the contracting out of the top four positions in
the department and the authorization to add two additional accountant positions. Yolanda y
will help fill one of the key Accountant positions and bring critical complex government
accounting experience to the City on a go forward basis as a City employee. a

A recruitment to fill the Accountant I positions was completed by the City several months LO
ago,that resulted in not identifying any qualified applicants that met the direct needs of c
the City of San Bernardino. These needs include people who had extensive complex
government fund accounting experience.

2.---T-he-second-5ignif cant issue that impacted the accounting staff two years ago was
a new complex finance software system that was to be implemented within a very short o
time period and without the support of additional staff or outside technical support. This
project along with the filing of the bankruptcy has put the staff and the City behind on d
many essential accounting functions and reports. Lorena has experience successfully c
implementing three different complex finance software system including the City of
Chino and MNWD.
3. Third the City g rant accountant will be retiring in August. The City processes �
over$12M each year in various federal and state grants. Lorena will be an asset to the
City in helping maintain the regular grants report requirements,regular day-to-day a
accounting and essential draw requests.
4. Fourth, due to the City's current financial situation and staffing challenges the
City must bring in experienced accounting personnel that can help follow through on
seeking timely reimbursements for various joint public works projects with CalTrans and
SANBag. A insuring the timely receipts of cash from all sources and other City revenues
and receivables. She will also help support existing finance personnel without those staff
members having to help"train"less experienced personnel.
5. A Finance Department re-organization plan is being completed in the next week
that will include updated job descriptions,reallocation of department resources and re-

Justification/Reason for Request
Lifeguards are needed to staff the City swimming pools for the 2013 summer season.
Many qualified candidates are currently available to be hired. Delaying the hiring
process will result in the loss of qualified candidates and will have an adverse effect on
the quality of program we can offer to our community. As a part of the Department's
mission to improve the quality of life of its residents through physical activity in water
play, it is responsible service provision and a duty to hire qualified lifesaving resources
for our aquatics facilities in a timely manner, respectful of competition with our
neighboring employers.
Not hiring lifeguards will result u-i the closing of our City pools or not having the proper
ratio of lifesaving staff to even open the pool facility due to lack of available certified
staff to meet mandated health and safety regulations. Four of the candidates are being
hired in at the second wage step of their classification because they have work experience
of two or more years of lifeguarding service and have excellent references. This N
recruitment group should allow the Department to keep open. all four of its public pools -'
through the entire 2013 Swim Season, especially when current college-age part-time a
employees begin returning to school in the first two weeks of August.

Many qualified candidates are currently available to be hired. Delaying the hiring
process will result in the loss of qualified candidates and will have an adverse effect on
the quality of program we can offer to our community. As a part of the Department's
mission to improve the quality of life of its residents through physical activity in water
play, it is responsible service provision and a duty to hire qualified lifesaving resources
for our aquatics facilities in a timely manner, respectful of competition with our
neighboring employers.
Not hiring lifeguards will result in the closing of our City pools or not having the proper
ratio of lifesaving staff to even open the pool facility due to lack of available certified
staff to meet mandated health and safety regulations. Four of the candidates are being
hired in at the second wage step of their classification because they have work experience

How long has the position been vacant?
On May 2, 2013, Mike Hansen, Building Inspector H for the Community Development
Department retired from service with the City. As a result, on May 20, 2013, the Council
approved filling this vacant position with Fernando Nievas, who had also previously been a
Building Inspector Il, but was bumped to the position of Community Development (CD)
Technician due to the Pendency Plan. As a result of Mr. Nievas resuming responsibility as a
Building Inspector II, the CD Technician position he formerly held is now vacant, although Ms.
Powers has been provisionally filling it since June. This is a budgeted position.

Why is it critical to fill this position? What options were considered?
The Department has three full-time CD Technician positions. Prior to the Pendency Plan, the
Department had four full-time CD Technicians and two part-time Planning Aides. The primary
function of these positions is to assist walk-in customers at the public counter. These
Technicians assist customers with inquiries regarding Planning, Building & Safety, Land
Development and Public Works. Typical duties include researching building and land use
permits, issuing building and land use permits, zoning verifications, taking in development
applications, etc. In between customers, the Technicians respond to inquiries received via email
and phone, issue minor permits for Public Works,perform more detailed research, etc.
It is critical that this position be filled, as the public counter is currently understaffed. In the
month of March, 2013, there was an average of 73 customers daily, and the average wait time
was 25 minutes. As a result of the recent vacancy, there are currently only two CD Technicians
working at the public counter. Due to the high number of customers and long waiting times, the
Senior Plans Examiner, Assistant and Senior Planners, and Land Development engineers, along ,
with volunteer interns are frequently called out to the counter to provide back-up assistance to J
the Technicians. As a result, there are delays in the interns being able to return phone calls and a
emails to those customers, plans for building permit issuance are now sent out to consultants for M
checking, and there is the potential for delaying the processing of development applications since

the case planners are spending their time assisting the public at the counter.

Staff contacted the former staff member who was laid off from this position due to the Pendency ti

Plan; however, this former staff member has been re-employed at a different city and therefore,
did not express interest in being re-hired by the City of San Bernardino. As a result, staff
initiated a formal recruitment to fill this position. Additionally, Ms. Power was a part-time
volunteer intern with the City of San Bernardino's Community Development Department for
approximately a year, and for the past month, has been provisionally filling the DST position to
enable staff to maintain an acceptable level of customer service. Therefore, she now has 3
experience with the duties she would be assuming as a permanent DST. C

What is the potential impact of keeping the position vacant in terms of City/Community
services?
As noted above, there is a potential for a serious negative impact if the position is left vacant in a
that staff will not be able to either: assist the public in a reasonable amount of time at the
counter/over the phone/via email; or assist applicants with development applications. Most
likely, the impact would be felt more by the customers assisted at the counter/over the phone/via
intereet, since the state's Permit Streamlining Act requires that development applications be
processed in a certain amount of time. However, in either instance, unnecessary delays would
result in more complaints about customer service and could result in a reduction in development
in the City, and thus, a loss in revenues.

Justification/Reason for Request
1. The Finance Department has been faced with several significant challenges over
the last two years. The first is the loss of key finance staff resulting in the vacancy of
nine positions including the top four positions in the department along with several key
accountants. In April,the MCC authorized the contracting out of the top four positions in
the department and the authorization to add two additional accountant positions. Yolanda
will help fill one of the key Accountant positions and bring critical complex government
accounting experience to the City on a go forward basis as a City employee.
A recruitment to fill the Accountant I positions was completed by the City several months N
ago,that resulted in not identifying any qualified applicants that met the direct needs of Q
the City of San Bernardino. These needs included people who had extensive complex a

government fund accounting experience. ,

2. The second significant issue that impacted the accounting staff two years ago was
a new complex finance software system that was to be implemented within a very short

time period and without the support of additional staff or outside technical support. This
project along with the filing of the bankruptcy has put the staff and the City behind on
many essential accounting functions and reports. Yolanda has experience successfully
implementing a complex finance software system in the City of Chino.

3. Third,the City is now responsible for the day-to-day accounting for the
Redevelopment Successor Agency due to the States elimination of RDA's in California,
which in the past has been handled by a separate legal EDA entity. Yolanda has RDA �°
accounting experience and will be an asset to the City helping complete the semi-annual
ROPPS filing and new successor agency related accounting requirements.
4. Due to the City's current financial situation and staffing challenges the City must
bring in experienced accounting personnel that can help catch up with completing the a
annual CAFR and help support existing finance personnel without those staff members
having to help "train"inexperienced personnel.
5. A Finance Department re-organization plan is being completed in the next week
that will include updated job descriptions,reallocation of department resources and re-
assignment of job duties that will be presented to the Personnel Committee for review
and placed on the August City Council Agenda for final approval.

Lifeguards are needed to staff the City swimming pools for the 2013 summer season.
Many qualified candidates are currently available to be hired. Delaying the hiring
process will result in the loss of qualified candidates and will have an adverse effect on
the quality of program we can offer to our community. As a part of the Department's
mission to improve the quality of life of its residents through physical activity in water
play, it is responsible service provision and a duty to hire qualified lifesaving resources
for our aquatics facilities in a timely manner, respectful of competition with our
neighboring employers.
Not hiring lifeguards will result in the closing of our City pools or not having the proper
ratio of lifesaving staff to even open the pool facility due to lack of available certified
staff to meet mandated health and safety regulations. Four of the candidates are being
hired in at the second wage step of their classification because they have work experience
of two or more years of lifeguarding service and have excellent references. This N
recruitment group should allow the Department to keep open all four of its public pools a
through the entire 2013 Swim Season, especially when current college-age part-time
employees begin returning to school in the first two weeks of August.
