Synopsis of Previous Council Action:

Background:
The City received a request to evaluate the intersection of Scenic Drive and Valley View Drive
for possible installation of stop controls on Valley View Drive. This intersection is currently
uncontrolled and located adjacent to a curve in the road with dense trees and other landscaping
surrounding the intersection.
Traffic Engineering Staff evaluated the intersection including collision history, traffic volumes
and road conditions in accordance with the California Manual on Uniform Traffic Control
Devices (CA MUTCD). Based upon this evaluation, staff has determined that the operation and
safety of the intersection would be improved with the installation of stop controls on Valley
View Drive at Scenic Drive. This action will help mitigate the limited visibility caused by the
geometry of the intersection and surrounding vegetation.
Staff therefore recommends that the attached Resolution be approved authorizing the installation
of one-way stop controls (signs and markings) at the intersection of Scenic Drive and Valley
View Drive.
