Motion: Delete the Assistant to the City Manager position, Range 4560, $7,249 - $8,811/month; Establish one (1) IEMG Broadcast Engineering Coordinator position, Range 2470, $4,627 to $5,625 per month; Approve the job description for IEMG Broadcast Engineering Coordinator; Authorize the Human Resources Division Manager to update Resolution No. 2011-218 to reflect these actions; and Authorize the Director of Finance to amend the FY 2013/14 budget to reflect these actions. Synopsis of Previous Council Action: On August 8, 2013, the Personnel Committee recommended that the proposed item be forwarded to the Mayor and Common Council for adoption. Background: In 1988 the City of San Bernardino created the San Bernardino TV Channel, commonly referred to as CATV, to provide local public, educational and government content on cable television. In 2009, the City of San Bernardino transferred the CATV Division and its assets from the City's Information Technology Department to the former Redevelopment Agency of the City of San Bernardino ("RDA"). It was during this time that CATV was rebranded and given the name Inland Empire Media Group ("IEMG"). With a new regional focus, the goal was to make IEMG self-reliant and financially stable. IEMG expanded its programming to include lifestyle programming, local prep sports, public service announcements, and the marketing of local businesses. IEMG also added revenue-generating activities, such as advertising, and re-launched its Public Access Training Program focusing more on a Community Media model. Updated: 8/14/2013 by Roger Galli A I Packet Pg. 148 2646 In December 2011, the California Supreme Court upheld AB1X 26 calling for the dissolution of all redevelopment agencies throughout the State of California. Knowing that the RDA would be dissolved on February 1, 2012, in January of 2012, the Mayor and Common Council took action to serve as the Successor Agency to the former Redevelopment Agency. As of February 1, 2012, the RDA was dissolved and the Successor Agency began the process of"winding down" the operations of the former RDA, including significant staff reductions. On August 5, 2013, the Mayor and Common Council, acting as the Successor Agency to the RDA, transferred the IEMG assets, service contracts and Public, Educational and Government (PEG) fund balances to the City of San Bernardino. In a concurrent Resolution, the Mayor and Common Council accepted the transfer of the IEMG assets, service contracts and PEG Fund balances to the City,to be placed under the Office of the City Manager. Since the CATV Broadcast Engineering Coordinator position was deleted when the division was transferred to the RDA in 2009, and the position responsibilities will remain the same, the City's acceptance of the IEMG program requires the position to be established as a full-time position to provide program oversight and management, and to fill a critical role managing the operations of local cable programing for the City. This will be the only position to handle customer cable complaints as required by DIVCA statute AB2987; manage Public, Educational and Government (PEG) channels; collect franchise and PEG fees from cable service providers; and oversee studio use and production (coverage of council meetings for various cities, election debates, emergency operations, public service announcements, community programming and public access training). Without this position, there will be no one on staff with the technical skills and operational knowledge required to support cable programing. The incumbent is responsible for N monitoring the station's equipment and broadcast signal to ensure uninterrupted and on-time CU broadcast of pre-programmed and live programming, including live broadcast of City Council w meetings, and making prompt repairs and work-arounds to provide continuous, high quality broadcasting of planned programming. Work requires a thorough understanding of the v operations of broadcast equipment, as well as FCC laws and regulations regarding cable television broadcasting. Duties and responsibilities are carried out with considerable o independence within the framework of established policies, procedures and guidelines. c IEMG Broadcast Engineering Coordinator is distinguished from IEMG Production Coordinator o by the former's specialization in the technical aspects of broadcast engineering. Oversees and monitors operations of the cable TV station and its two broadcast channels; receives traffic sheets and schedules programming on station broadcast servers to run materials from video and other servers, satellite feeds and several other sources; checks instruments, equipment, patch bays and traffic logs to ensure o operational status of all equipment and software and that programs ran as scheduled; m troubleshoots and resolves software glitches, hardware problems and system crashes; o restarts all systems after power failures to resume broadcasting as quickly as possible; CL maintains redundancy to ensure operations in the event of system failure. Monitors and evaluates on-air signal for audio and video quality using test equipment and measuring devices to ensure high broadcast quality; makes updates to ensure aesthetically pleasing and up-to-date look and feel for channel operations. ° 6. Sets up, operates, maintains and repairs control room equipment, including audio, o camera, lighting, special effects, input and storage media and control consoles; cleans, 0- repairs and arranges for major maintenance on equipment; provides technical production engineering support for productions; assures proper setup/breakdown of Z production equipment. Plans, sets up and performs the full range of pre-production activities for live broadcast of City Council meetings, including set up of audio, video and lighting equipment, as w necessary; creates and pre-loads titles; breaks down field broadcast arrangements. 8.
