(#2636) Current Business Registration Certificate: No Financial Impact: Account Budgeted Amount: $69,935 Account No. 001-180-0029-5502 Account Description: Professional Contractual Services Balance as o£ August 5, 2013 Balance after approval of this item: $1,965.00 Please note this balance does not indicate available funding. It does not include non-encumbered reoccurring expenses or expenses incurred, but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: June 17, 2013 The Mayor and Common Council authorized staff to go out to bid to hire a consultant to prepare the City's 2014-2021 Housing Element Update. Background: Each city and county in California in the State of California is required to prepare a Housing Element as one of the mandatory elements of its General Plan. The California Department of Housing and Community Development(HCD) set Housing Element update requirements, reviews Housing Elements and certifies compliance with Housing Element law and HCD policy. The City's current Housing Element covers the period through 2013, and was certified by HCD in 2011. Analysis The state Department of Housing and Community Development(HCD) is currently requiring that all cities and counties in California update their Housing Elements (for the Fifth Housing Element Cycle)by October 15, 2013 (with a 120-day grace period). If a city meets this deadline, the Housing Element will be in effect for the period from January 1, 2014 through September 30, 2021. However, if an agency does not meet this deadline, the Housing Element must be updated again by October 2017. To ensure this deadline is met, staff requested, and was authorized by the Mayor and Common Updated: 8/12/2013 by Telicia Lopez Aacket 5.0 2636 Council, to go out to bid for a consultant to prepare the City's Housing Element Update. Staff sent the Request for Proposals (RFP) to the following firms: the Planning Center(the consultant that prepared the current Housing Element), and to two other Southern California firms specializing in preparing Housing Elements - Castaneda&Associates and MIG/Hogle-Ireland. Of the three firms, only MIG/Hogle-Ireland submitted a proposal with a bid for a total of $69,935 (Attachment A). Upon review of the proposal, staff determined that the consultant would be using a well-known subconsultant, Veronica Tam & Associates (who had done work for the City previously) to assist with the preparation of the updated Housing Element, and that the consultant would perform the majority of the tasks, which would not encumber City staff. Therefore, staff found the proposal to be reasonable and within budget, and will ensure the City's updated Housing Element will be completed by the deadline set forth by HCD.
