• The Fire Department respectfully requests approval to fill the open positions
within the Fire Captain and Fire Engineer ranks.
• The number of vacant positions within the Fire Department is at unprecedented
levels. The number of vacant positions often makes it difficult to provide
requisite daily staffing of fire stations and emergency apparatus.

• The approval of these promotions will result in decreased overtime expenditures
at those respective ranks.
Fire Captains play critically important supervisory and leadership roles in both
emergency and routine duties. The Engineers maintain all apparatus and are
highly qualified in driving and pumping. Having these positions filled provides
for safe,consistent, and efficient operations.
The approval of these promotions and subsequent hiring are obligations set forth
by the SAFER Grant conditions.
• Continuing to leave these positions vacant would be detrimental to the City, and
to the service that we provide to the community.

Klyde Layon started with the City of San Bernardino in 1993 as the CATV J
Broadcast Engineering Coordinator and has worked in this capacity since that
time. In March 2009 the CATV/IEMG Division,including Klyde in his capacity t
as CATV Broadcast Engineering Coordinator,was transferred from the City of o
San Bernardino to the Former Redevelopment Agency. Under the Former a
Redevelopment Agency, Klyde's annual salary was $68,182 ($5,681.80 per
month). Given that the position responsibilities will remain the same under the
City of San Bernardino we recommend placing Klyde at a comparable salary
level.
As the only remaining IEMG employee, Klyde will fill a critical role managing
operations of local cable programing for the City. Klyde's knowledge and
understanding of daily operations for IEMG make him an invaluable asset to the
program. Without Klyde's knowledge and skills in content production,it would
be difficult for the program to continue with a single staff member.

Justification/Reason for Request
On August 5, 2013 the Mayor and Common Council acting, as the Successor Agency to
the Former Redevelopment Agency("RDA")of the City of San Bernardino transferred
the IEMG assets, service contracts and Public, Educational and Government (PEG) fund
balances to the City of San Bernardino. In a concurrent resolution, the Mayor and
Common Council accepted the transfer of the assets, service contracts-and PEG Fund
balances to the City to be placed under the Office of the City Manager.
This transfer will require the appointment of a full-time IEMG Broadcast Engineering
Coordinator to manage program operations:
• Handle customer cable complaints as required by DIVCA statute AB2987
• Manage Public, Educational and Government (PEG)channels
• Collect franchise and PEG fees from cable service providers
• Oversee studio use and production (coverage of council meetings for various
cities, election debates, emergency operations, public service announcements, a
community programming and public access training).

The IEMG Broadcast Engineering Coordinator is the only position established with the c
City of San Bernardino to support IEMG operations. Without this position,there will be
no one on staff with the technical skills and operations knowledge required to support
cable programing.
This position will be funded in FY 2013-14 by eliminating the Assistant to the City Y
Manager position which was funded at a comparable salary range. _

Justification/Reason for Request
• The Operations and Maintenance Division of Public Works previously had a full-
time Senior Customer Service Representative/Dispatcher position,but this was
deleted and funding removed when the Call Center was established. A part-time,
limited-term position was created to assist with the transition,while Call Center
staff was trained and became proficient,first with the CRM system and then with

the work order system,iWorQ. It was expected that this transition would last no
longer than six months.
In the interim, Call Center staff has become proficient with the CRM system, but
the entry of work orders into iWorQ continues to be done in Public Works. The
part-time, limited-term Senior Customer Service Representative/Dispatcher
converts CRM's into work orders,which then get assigned to Public Works staff.
The iWorQ system tracks materials used, staff time,and is a management tool to
track work performed and associated costs. Once a work order is completed,the
part-time employee assists the Street Maintenance and Street Lighting crews by
entering information and closing the work order in iWorq and the CRM related to
the work order. He also provides assistance and support to the Call Center on a
daily basis by researching and responding to citizen complaints that Call Center
staff are unable to resolve.
Due to the ongoing large number of customer service requests,the part-time,
limited term position should be converted to a full-time, career position. Funding a
for the conversion is available in the sewer line maintenance fund from which the r
position is currently funded.

After two years,the individual currently filling the limited-term position is fully
skilled,provides outstanding customer service,and has served the equivalent of LO
the required probation for the full-time position. He is a long-term employee of N
the City, but was laid-off in 2010 when the work of the Integrated Waste
Customer Service Division was transferred to the Water Department. Pursuant to J
Civil Service Rule 502.1, Leland Angiollilo is recommended to transition from o
non-career to career status. _

established at 260 funded positions. As of today's date, actual staffing has fallen to 250 with
