FELDHEYM CENTRAL LIBRARY AS THE PUBLIC LIBRARY TO RECEIVE A COPY OF THE LOCAL APPOINTMENTS LIST 5 (THE MADDY ACT). 6 WHEREAS, The Maddy Act takes into consideration a vast and largely untapped 7 reservoir of talent which exists among citizenry that all too frequently is unaware if the 8 9 opportunities for participation on local regulatory and advisory boards and commissions; and 10 WHEREAS, in accordance with this provision, on or before December 31St of each 11 year, the Common Council shall cause to be prepared a list of appointments of all ongoing 12 boards, commissions and committee which are appointed by the Common Council; and 13 WHEREAS, California Government Code Section 54973 requires the City Council to 14 15 designate the public library with the largest service population within its jurisdiction to receive 16 a copy of the list; and 17 WHEREAS, on a per-capita basis, the Norman F. Feldheym Central Library is the most 18 heavily used public library in the San Bernardino Public Library system and is the public library 19 20 with the largest service population within the jurisdiction of the City of San Bernardino; 21 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 22 23 SECTION 1: The Local Appointments List of all regular, ongoing boards, bureaus, 24 25 commissions, and committees, attached hereto as Attachment"A," is hereby approved. 26 SECTION 2: The Norman F. Members are nominated by members of the Common Council and appointed by the Mayor, with approval of the Common Council. In accordance with the provisions of Government Code Section 54972, on or before December 31 of each year, the legislative body or Common Council must post a list of all ongoing boards, bureaus, committees, and commissions which are appointed by the Mayor and Common Council. This list must include which terms will expire during the next calendar year with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the positions. Necessary Qualifications: Each member of any board, bureau, committee, or commission appointed by the Mayor and Common Council shall be and remain a registered voter within the City and each member nominated by a Council Member shall be and remain a resident of the ward of such Council member during the term of appointment, unless otherwise provided. Except for the Board of Water Commissioners, members shall serve without compensation, at the pleasure of the Mayor and Common Council.
