Synopsis of Previous Council Action: March 26, 2013 This item was scheduled but not heard by the Grants Ad Hoc Committee; the Chair recommended it move forward to the full Council. Background: The HOOFS Fund is a private non-profit organization that provides grants for the purchase of specific items needed by police equestrian units (mounted units). This organization supports police mounted units throughout the United States with the purchase of equipment related to the training and care of mounted unit horses. The grant application process consists of the submission of an application and supporting documentation. The application was submitted prior to the grant deadline date. The San Bernardino Police Department Mounted Unit is scheduled to receive a grant in the amount of $3000 to purchase materials to construct a mounted training arena. No matching funds are required. The San Bernardino Police Mounted Enforcement Unit was started in 1999 with three officers and a sergeant. There are currently 12 officers, two corporals, and two sergeants in the unit who provide their own mounts and tack. Officers attend POST certified training and are members of the California Mounted Officer's Association. The unit is very active and provides law enforcement services at large music concerts, car shows, search and rescue, as well as routine police patrol on horseback. Reserve officer members routinely take horses to area schools to promote positive interaction between law enforcement and school age children. The unit trains a minimum of once monthly in addition to deployments. C Updated:4/9/2013 by Linda Sutherland Packet Pg. 60 6.B 2341 The San Bernardino Police Mounted Enforcement Unit has a stable facility located on five acres in the downtown area of the City that is utilized for training and staging for deployments. The facility has pipe corrals and shade for horses,but no training arena. The Mounted Enforcement Unit has three POST certified mounted instructors who can teach our riders, and/or riders from other agencies, in all aspects of mounted police work; however,the mounted unit facility does not have an arena or other proper training area where training can be held. Unit members have researched the cost of erecting an arena,which is approximately$2,925. Upon approval of this resolution, the Unit will solicit competitive bids for the training arena material. The training arena would consist of a 168 foot by 108 foot 16 GA galvanized steel tubing panels that are five foot high and 12 foot long with three rails. The arena will be large enough to accommodate the unit and additional arena panels can be added to increase the size as the needs of the mounted unit grow. The arena would be portable and could be moved by unit personnel if the unit were relocated to another facility. Erecting this arena will enable the San Bernardino Police Mounted Unit to perform training for unit personnel and other agencies in the area that have mounted units, including the San Bernardino Sheriff's Department, Riverside Police and Sheriff's Departments,Anaheim Police Department, and the Los Angeles Police and Sheriff s Departments. Mutual agency training enables these groups to work together more efficiently during major incident response, and improve training techniques. The Project Proposal The San Bernardino Police Mounted Enforcement Unit has a stable facility located on five acres in the downtown area of the City. The Mounted Enforcement Unit has three POST certified mounted instructors(Police Officer Standards and Training certified)that can teach our riders and riders from other agencies in all aspects of mounted police work; however,the mounted unit facility does not have an arena or other proper 0 training area where training can be held. 0 The San Bernardino Police Department Mounted Unit requests a grant in the amount of$3000 to purchase materials to construct a mounted training arena. We have researched the cost of this N project and enlisted the cooperation of the entire unit to save on labor costs. They do not receive compensation for the cost of c purchasing or caring for their horses or tack. The San Bernardino Police Department can raise funds by charging entry fees for training,which will pay for the upkeep and continued Improvement of the training facility. 5. Budget and Timeline for use of funds: Budget will be used entirely for the training arena. All labor will be provided free of charge by unit personnel. Work will commence immediately upon reception of grant funds. 7. The San Bernardino Police Department has received no other grants in support of the mounted enforcement unit. We have received donations from private individuals that enabled us to erect portable corrals and purchase a storage container for equipment. 8. If we receive the grant funds the Mounted Enforcement Unit will erect a sign acknowledging that the arena was purchased with funds provided by the HOOFS Fund grant. The arena will be clearly visible to all visiting agencies,and is visible from a large baseball stadium to the immediate south of the arena training area. The baseball games are often attended by over 4000 spectators who will be able to view the sign. The grant information would be included in L a newsletter put out by the San Bernardino Police Department called "The Star." This is 4- available to all of the citizens of San Bernardino. 0 0 9. Q Q. The HOOFS Fund will consider grant requests of up to $3,000. Q .r c R L Grant proposals need to directly relate to one of the three objectives stated above in the U) HOOFS Fund's mission. Examples include requests for specialty saddle pads that protect the U_ backs of horses that are ridden all day in officer-training programs, or requests to bring in a o speaker on a topic related to care or management of police horses, or requests that supplement projects financed by another government unit—for example,the National Park E s Service—for the benefit of police horses. w a The HOOFS Fund will consider all project proposals, but preference will be given to high impact ideas with the potential to make a substantial difference in the quality of life for police horses. Entrepreneurial ideas that promote an efficient use of public and private resources are encouraged. Grant Application Procedure Applications will be reviewed at meetings of The HOOFS Fund Board of Directors.
