Background: The California Board of State and Community Corrections is distributing $24 million to local police departments to mitigate the crime impact of public safety realignment (AB 109). San Bernardino County is receiving $2.4 million that will be distributed to the ten police departments in the county, as well as the Sheriffs office that manages several contract cities. Funding is being distributed through the San Bernardino County Police Chiefs' and Sheriff Association with the City of Fontana receiving and distributing funds. The San Bernardino County Police Chiefs' and Sheriff Association has determined local allocation amounts and the San Bernardino Police Department (SBPD) will be receiving $816,140. The distribution amount to SBPD, as well as other local police departments, is based on the number of state prisoners released back into the community and the potential impact of realignment. Specifically, funding should be used in a manner that addresses the impact of realignment; it should be used collaboratively with County Probation efforts to manage the probationer population, and should focus on best and promising practices that address serious violent crime and habitually non-complaint offenders. Funding cannot be used to supplant existing programs. The San Bernardino Police Department plans to utilize funding to address the issue of crime from several different angles. The department plans on investing approximately $15,000 to upgrade software used by our Crime Analysis Unit; software that will better integrate data supplied by San Bernardino County Probation into existing SBPD systems. Approximately $25,000 will be used to upgrade some internal network and computer systems so field and investigative personnel can better access data. The department plans to create and hire a part- time Crime Data Technician position that will focus on data and crime trends related to probationers living within our community. The approximate cost of funding this position through FY 2013-2014 is $30,000. Remaining funds will be used to directly impact crime through enforcement programs targeting habitual non-compliant offenders, investigative efforts on non-compliant offenders, and technology that will assist in making communities safer and improving the ability of the Police Department to prevent, address, and investigate crime such as Automated License Plate Readers and Crime Cameras. It is anticipated there will be additional funding allocated to the San Bernardino Police Department over the next two to three years under this program. However, it is believed future funding may be based on performance and use of initial funding. As such, a detailed report on the use of these funds will be submitted to ensure consistency with the stated objectives. There is no defined timeline for the expenditure of the funds, however, the Police Department will prepare a detailed report for Council on the expenditure, or planned expenditure, of funds during the second quarter of FY 2013-2014.
