Synopsis of Previous Council Action: On September 4, 2007, the Mayor and Common Council authorized the execution of an agreement with Mercer Health and Benefits LLC to provide broker and administration services for the City's Health Care Program for a period of three years (Resolution No. 2007-369). On August 16, 2010, the Mayor and Common Council authorized the execution of an agreement with Mercer Health and Benefits LLC to provide broker and administration services for the City's employee health care program beginning July 1, 2010 (Resolution No. 2010-277). Background: The City originally entered into a three (3) year service agreement for Employee Benefits Broker Consultant Services with Mercer Health and Benefits LLC (Mercer) for broker and administration services on September 4, 2007. On July 1, 2010, after a competitive bid process, Mercer's contract was renewed for a period of one (1) year, with the option of two (2), one (1) year extensions, which the City exercised. Mercer's current contract is set to expire on June 30, 2013. As such, staff is recommending authorization to execute a Request for Proposal for health benefits consulting/broker and administrative services, including the marketing of the City's employee benefits. Of particular interest will be employee benefits brokers/consultants who have experience with municipalities with diverse employee populations, who can demonstrate outstanding service, and who can offer creative ideas and innovative approaches to the group benefit plans.
