Synopsis of Previous Council Action: 04/19/10 Resolution No 2010-076 adopted approving a Consultant Services Agreement with Willdan in the amount of$46,500 for design of a Traffic Signal at Route 210 westbound Waterman Avenue off-ramp at 30th Street(TC08-09). 06/15/11 Allocated $325,145 in the 242 account for CIP Project No. TC08-009 "Westbound SR-210 Waterman Avenue Exit Ramp & 30th Street - New Traffic Signal (LSP). Background: This project consists of installation of a new 3-leg, fully actuated, traffic signal at the intersection of the westbound 210 Freeway exit ramp and 30th Street. This ramp is the exit for Waterman Avenue (State Route 18). The signal will replace an existing inefficient one-way stop for traffic exiting the freeway via the ramp. It will smooth traffic flow and improve safety. It will also help reduce the volume of traffic making U-turns at 30th Street/Parkside Drive as well as the volume of left-turn traffic using Parkside Drive as a cut-through route to State Route 18. Caltrans has approved the plans and the City portion of the dual permit that is required. The contractor will be required to obtain the second half of the permit from Caltrans prior to beginning construction. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area Chamber of Commerce. La Puente 236,326.45 Engineer's Estimate 225,620.00 Based on review of the sealed competitive bids received, staff has determined Siemens Industry, Inc. Of Anaheim, to be the apparent low bidder, having met the minimum requirements of the specifications and bid guidelines. It is therefore recommended that the Mayor and Common Council award the referenced contract to Siemens Industry, Inc. The estimated project costs are as follows: Construction Cost(Basic Bid) $ 159,995.00 Contract Management and Inspection(Approx. 15%) $ 24,000.00 Contingencies (Approx. 15%) $ 24,005.00 Estimated Total Project Cost $ 208,000.00 The cost of this traffic signal will be reimbursed by SANBAG under the Local Stimulus Program (LSP). A total of $350,000 had been allocated for the design and installation of this traffic signal. This amount will be sufficient to complete the project. The deadline for the SANBAG funding is December 31, 2013. If approved, this project is expected to begin construction in June of 2013 and be completed by December of 2013. Siemens Industry, Inc., 1266 N.
