SUBJECT: Filling of a Bilingual SB Direct Call Taker Position DATE: May 1,2013 We are requesting to fill a bilingual SB Direct Call Taker vacancy. This is a replacement and not a new position. The selected candidate is a highly qualified individual with extensive customer service experience. The position details are as follows: w N Title: Bilingual SB Direct Call Taker' a Class Number: 30721 0. Step Requested: Step I r Budget Account#: 119-100-0013 N u7 0 Since opening in mid-June 2011, the Call Center has continued to experience increased call volume. While fluctuations occur from month to month depending upon the number of service N days, the overall trend is up. During the third quarter of FY2012-13 (January 1, 2013 through March 31, 2013) the Call Center handled 36,891 calls and submitted 3,252 community service o requests through the City's Customer Relationship Management (CRM) system. During this period 48% of calls were in-bound and 52% were out-bound (return/follow-up). In order to have the Call Center open 5 days a week,7 a.m.to 6 p.m. Monday-Thursday and 7:30 a.m.to 4:30 p.m. on Friday the Call Center operates on a 9/80 schedule. The Call Center is also responsible for initiating a Code Enforcement cases and scheduling inspections by phone for both Public Works and Community Development. The Call Center processes Animal Control requests for barking dogs N and files lost and found dog reports in addition to taking cable service access complaints. The c Call Center continues to provide support to all departments when phone service is interrupted or there are staffing shortages. N During the third quarter of FY2012-13 (January-March 2013), 5,430 community services o requests were submitted(excluding internal operations requests such as facilities and information technology). Of these requests, 2,021 (37%) were entered by residents through the web or a mobile device and 3,252 (60%) were entered by SB Direct. The remaining 157 (3%) requests were issued by staff in other City departments. In addition to handling in-bound calls, Call Center staff monitors requests submitted through the web or mobile devises to ensure that they are directed to the correct staff/department. a w In order to maximize resource utilization,we have combined community relations and a neighborhood services with the SB Direct Supervisor position. These job responsibilities make it impossible for the Supervisor to also function as a full-time Call Taker. If the Call Taker vacancy goes unfilled,we will have to consider reducing service days. It is for these reasons that I have asked that the candidate for the open SB Direct Call Taker vacancy be brought forward for your consideration. Please feel free to contact me at 909-384- 7272 x3979 or Kramer re@sbcity.org should you have any questions regarding this position. 'Five percent of callers are Spanish speaking. M ti Building Inspector II 0 Classification Number c a F: #30073 . N RS Step# Requested z w Step 21 is requested, as this is the rate Mr. Neivas was paid in this position prior to being d bumped as a result of the Pendency Plan. 0 r Budget Account Number a #001 180 0000 5011 Justification for the Request How long has the position been vacant? On May 2, 2013, Mike Hansen, Building Inspector II for the Community Development Department retired from service with the City. This is a budgeted position. Why is it critical to fill this position? What options were considered? Paekef-,lc:9 i 1 The Department has three full-time Building Inspector II positions. Prior to the Pendency Plan, the Department had these three positions plus a Building Inspector III and a Building Inspector Supervisor. The primary function of these positions is inspecting all construction projects requiring a building permit in the City. It is critical that this position be filled, as building activity has not slowed down in the City. In fact, currently, the City is experiencing a large amount of building activity, ranging from room additions at single-family residences, to tenant improvements for new businesses to occupy vacant spaces in existing buildings, to several new retail stores, a new VW auto dealership and several large industrial buildings (including Amazon's second facility in the City), with more activity on the way. Staff is requesting that this position be filled with Fernando Nievas, who was previously a Building Inspector 11, but was bumped down to the position of Customer Service Technician due to the Pendency Plan. By allowing Mr. Nievas to fill the position he N formerly held, staff will have a Spanish-speaking inspector in the field, as well as Mr. Nievas does not require any training with the City's computer and inspection systems a needed for this position. If staff were to use one of the building inspectors potentially r available through the City's contract with Transtech, training in the City's computer- N based inspection system as well as with the City in general, would be required, thus c causing delays in an already impacted system. M ti M What is the potential impact of keeping the position vacant in terms of City/Community services? M Currently, there is up to a three-day wait for a building inspection. Keeping this position 0 vacant has a great potential to extend the waiting period, which could result more U. Ui complaints about customer service and could result in a reduction in development in the City, and thus, a loss in revenues.
