It does not include non-encumbered reccurring expenses or expenses incurred,but not yet processed. Motion: Adopt the Resolution. Synopsis of Previous Council Action: None. Background: The City received a request from the Valley College Neighborhood Association to consider establishing a residential parking permit program on streets in the vicinity of San Bernardino Valley College. The neighborhood group believes that this action will help alleviate several concerns associated with San Bernardino Valley College Students parking in this area such as: long term parking, littering and confrontations with students. It was explained to the group that in order for this type of program to be successful an overwhelming amount of support is required from the adjacent residents. To gauge support for the requested program, staff prepared petitions that the neighborhood group circulated. A signature on the petition indicates support for "Residential Parking Permit" program. Petitions were circulated for the following streets: Updated: 5/1/2013 by Olivia Wolff " ? 2343 • Eureka Avenue between Esperanza Street and Mill Street. • Mission Drive between Grant Avenue and the south end of Mission Drive (south of Grant Avenue). • "K" Street between Hillcrest Avenue and Mill Street. • Bunker Hill Drive between Hillcrest Avenue and Mill Street. • Grant Avenue between Mission Drive and "I" Street. • Hazel Avenue between "K" Street and "J" Street. • Esperanza Street between Eureka Avenue and "J" Street. • Huff Street between Mt. Vernon Avenue and the easterly end of Huff Street (east of Eureka Avenue). After circulation, the petitions were returned to Traffic Engineering staff. No petitions were returned for Bunker Hill Drive, Grant Avenue and Huff Street. Presumably, not enough interest was shown by the residents to establish a "Residential Parking Permit" program on these streets. Input was also requested and received from San Bernardino Valley College (see attached letter). Basically, the college has no objection to the proposed program as long as the areas that directly front the college remain unrestricted. Updated: 5/1/2013 by Olivia Wolff � - 2343 In view of the demonstrated support for the "Residential Parking Permit" program, staff recommends that the program be established on the following streets: • Esperanza Street between Eureka Avenue and "Y' Street, except for the south side between Eureka Avenue and"K" Street. • Eureka Avenue between Esperanza Street and Mill Street, except for the west side between Esperanza Street and Huff Street. • Hazel Avenue between "K" Street and "Y' Street. • "K" Street between Hillcrest Avenue and Mill Street, except for the west side between Grant Avenue and Esperanza Street and the east side between Mill Street and the alley located approximately 150 feet south of Mill Street. • Mission Drive between Grant Avenue and the end of Mission Drive approximately 850 feet south of Grant Avenue. It is further recommended that the west side of Eureka Avenue between Esperanza Street and Huff Street remain unrestricted as this is the area fronting the Middle College/High School that is now under construction. If approved, the program will take approximately two months to fully implement. This will allow Public Works to order and install the appropriate signs and will also allow the Police Department to order and issue parking permits to the residents of these areas before enforcement begins. Paul Williams. a Concern over the robberies prompted the college to hold an open forum last week, said college spokesman Craig Petinak. College and police officials gathered on Tuesday to talk to around 50 staff and faculty members,as well as about 50 students. The victim was talking on her cell phone. When the victim began to get in her car,one of the men pointed a handgun at her and demanded E her property. They are both black,in their 20s and wore red baseball hats and dark clothing.
