(Explanation of need for position)
This position is critical in the sense that the Integrated Waste Division Manger a
oversees the Integrated Waste Division of the Public Works Department. At this time the
operation is being managed by a supervisor in a higher acting position.New California z
regulations mandating increased diversion went into effect in 2012, and San Bernardino
must comply with these regulations.

How long has the position been vacant?
Todd Housley vacated the IWM Division Manager position on February 28,2013 a
Why is it critical to fill this position?
This position oversees the entire refuse operation for the City of San Bernardino. The
IWM fund generates approximately$24 million a year. The position will be responsible
for implementing operational efficiencies and maximizing revenue from recyclables.
What options were considered?
A route supervisor has been utilized in an acting role to continue day to day operations
while balancing responsibilities of his current position. This position is critical within the
Public Works Department and requires a full-time and permanent employee in place to
run the operation and maximize operational efficiencies.
What is the potential impact of keeping the position vacant in terms or
A division manager is needed to lead this division considering the services provided to
the residents and businesses, personnel, and responsibilities. State laws increasing
diversion rates are already in place, so the division needs a manager that will implement
and expand on diversion programs or fail to meet the guidelines set by the State.

Hiring at step 14 at an annual salary of$89,400.00. Mr. Alanis has a Bachelor Degree in
Environmental Science from Arizona State University and seventeen(17)years of solid
waste and environmental experience. As a consultant he worked with the City of San
Bernardino on the Waterman Landfill, which is a large expense for the city, and route g
scheduling. He has operations and landfill management experience in Orange County. a

Mr. Alanis is current on the rules and regulations governing integrated waste. He will be o
able to start with a very short learning curve. Mr. Alanis currently earns more than the
City's top step. I was able to identify advantages to working at the City, such as a
retirement benefits and no travel out of town on business. He agreed more time with the 00
family is an intangible benefit he is interested in.
