Financial Impact:
The proposed position has no financial impact to the General Fund. The cost will be paid from
SBETA grant allocations.
Motion: Approve the job description as proposed; establish the position of SBETA
Business Services Representative, Range 1370, $2,810 - $3,416/monthly;
authorize the Director of Finance to incorporate the changes into the FY 2012-13
and FY 2013-14 budgets; and authorize the Human Resources Division Manager
to update Resolution Nos. 97-244 and 2011-218 to reflect these actions.
Synopsis of Previous Council Action:
On April 25, 2013, the Personnel Committee Chairman recommended that the job description
I and request for the position of SBETA Business Services Representative move forward to the
Mayor and Common Council for adoption.
Background:
The San Bernardino Employment and Training Agency (SBETA) operates under the Workforce
Investment Act (WIA) of 1998. The Workforce Investment Act provides the framework for a
unique national workforce preparation and employment system designed to meet both the needs
of the nation's businesses and the needs of job seekers and those who want to further their
careers.
The City of San Bernardino Workforce Investment Board (WIB) was established in accordance
with WIA law to oversee the activities of SBETA. The Board composition is made up of 51%
business representatives. Title I of the legislation states "Businesses will provide information,
leadership, and play an active role in ensuring that the system prepares people for current and
future jobs."
According to Social Policy Research Associates, "The most innovative Local Areas have
dedicated business services staff who provide services only to businesses." Historically
businesses were viewed more as a partner under the Act; however, the delivery of services has
evolved to include businesses as a customer. The State Board and SBETA WIB has placed more
of an emphasis on supporting businesses in an effort to retain businesses, avert employee layoffs,
and to strengthen the businesses community in the local area. The need for strong, healthy
businesses is essential to the workforce system to put individuals back into the labor force.

SBETA does not have a classification that supports the business services activities. The majority
of one-stop centers throughout the United States have created business service positions that
allow its agencies to hire individuals with the skills necessary to work with the business
community. In an effort to align SBETA with the goals of the State and SBETA WIB, the
Business Services Representative position is needed. This position will focus on ensuring the
business community is aware of SBETA business services, alerting the rapid response team of
retention concerns, disseminating enterprise zone information, and marketing of the on-the-job
training programs as well as other customized training programs.
On April 11, 2013, the Human Resources Department received approval from the International
Union of Operating Engineers (IUOE), who represents General Unit employees, to proceed with
implementation of the proposed actions.
The Human Resources Department is requesting approval of this recommendation.

JOB SUMMARY a.
Under general supervision, the SBETA Business Services Representative performs difficult and d
highly responsible workforce business services and job development duties in the San z
Bernardino Employment and Training Agency (SBETA). Through site visits and cold contacts, c
SBETA Business Services Representatives sell applicant screening, recruitment services, and a
other business service programs to the business community. SBETA Business Services U
Representatives are also responsible for promoting Workforce Investment Act (WIA) o
participants to employers as individuals and/or as a larger applicant pool. In addition, SBETA
Business Services Representatives are responsible for participating in business organization
meetings and business attraction meetings in an effort to promote SBETA business services.

DISTINGUISHING CHARACTERISTICS
The SBETA Business Services Representative performs a variety of difficult and highly N
responsible duties in the development and administration of SBETA business programs and �-
services. Incumbents work to develop relationships with local businesses, business
organizations, and partner agencies in an effort to secure employment opportunities for SBETA
participants, promote business services, and administer business programs. Incumbents work
with assigned clients to assist with the development of their work readiness skills and assist and
encourage them to achieve their goals despite personal and family obstacles. Work requires
excellent interpersonal skills, sales ability, and the ability to work with a significant degree of CL
independence. Work is evaluated on the basis of results achieved within the framework of
funding-agency requirements and SBETA policy and procedures.

1. Provides job development and placement activities by identifying potential employment a
opportunities for WIA participants. This is often done through making site visits and cold w
calling employers. M
2. Develops extensive collaborative relationships with local employers to provide
occupational skills training for job seekers.
3. Qualifies employers for the On-the-Job Training (OJT) program by performing the
necessary checks to ensure the employer is legitimate, stable, and a viable worksite for
a job seeker. Provides an analysis of training site for necessary approvals.
4. Demonstrates to employers the effectiveness and profitability of utilizing SBETA
business services
5. Provides labor market information and hiring tax credit information to employers.

6. Evaluates the strengths, skills, and abilities of job seekers as they relate to OJT and job
placement.
7. Participates in Chamber of Commerce functions, economic development partnership
meetings, and other networking activities.
8. Makes presentations to employer groups and other community-based organizations.
9. Maintains a comprehensive online job board of local employment opportunities. a
10. Reports and tracks employment placement, OJT, and business services utilized. W
