Motion: Approve the job description as proposed; establish the position of Crime Data Technician (Part-time), at a flat hourly rate of $15.42/hour - $18.75/hour; authorize the Director of Finance to incorporate the changes into the FY 2012-13 and FY 2013-14 budgets; and authorize the Human Resources Division Manager to update Resolution Nos. 97-244 and 2008-20 to reflect these actions. Synopsis of Previous Council Action: On April 25, 2013, the Personnel Committee Chairman recommended that the job description and request to establish the position of Crime Data Technician, Part-time, move forward to the Mayor and Common Council for adoption. Background: The California Board of State and Community Corrections are distributing $24 million to local police departments to mitigate budget reductions to local agencies and, in particular, the crime impact of public safety realignment (AB 109). The San Bernardino County Police Chief's and Sheriff's Association has determined local allocation amounts, and the San Bernardino Police Department will be receiving $816,140; this amount is based on the number of state prisoners released back into the community and the potential impact of realignment. The funding should be used in a manner that addresses the impact of realignment; it should be used collaboratively with County Probation efforts to manage the probationer population, and should focus on best and promising practices that address serious violent crime and habitually non-compliant offenders. Due to the potential impact of the realignment, there is a current need to establish a part-time position to assist Crime Analysts in collecting, analyzing and reporting on crime information. Incumbents assist in conducting research and analysis on c moderate to complex statistical projects. The work requires independence in developing studies o and reports and making presentations on projects. Under direction of a Crime Analyst, conducts surveys, analyses and research. 2. Collects, compiles, computes, analyzes and summarizes crime, offender, demographic N and other law enforcement related data from a variety of sources, including crime reports, census data, economic data and information from other agencies; identifies ° trends and patterns of criminal behavior to assist in criminal investigations. 3. Prepares state and local source documents; operates a computer and applicable business and statistical software; performs research into files and evidence; maintains �o the integrity of the automated criminal records system. °- 4. Assists in coordinating meetings and acts as a liaison with other law enforcement and criminal justice agencies; assists in development and maintains Police Department's •2 policies and procedures for identifying repeat criminal offenders. 5. Generates monthly and quarterly reports; prepares graphic displays and makes oral and written presentations; identifies and provides advice on the patterns and characteristics of criminal activity. o 6.
