Synopsis of Previous Council Action: On April 18, 2013, the Personnel Committee Chairman recommended that the job description revision for Fire Chief(U) move forward to the Mayor and Common Council for adoption. Background: In an effort to expand the candidate pool for the position of Fire Chief, the requirement that the candidate have prior service as a Fire Captain with the San Bernardino City Fire Department is being eliminated. This action will allow any candidate with six (6) years of experience as a Fire Captain or above to qualify for consideration for the position of Fire Chief. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. 1. Provides courteous and expeditious customer service to the general public and City department staff. 2. Assumes full management responsibility for all department services and activities LO including fire inspection, prevention, suppression, emergency medical service, training o and community relations programs; determines policy matters for operation of the Fire Department; initiates and advises on the development of municipal codes and ordinances. d 3. Manages the development and implementation of goals, objectives, policies and U procedures for each assigned service area. 4. Establishes, within City policy, appropriate service and staffing levels; monitors and `c evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly. E 5. Plans, directs and coordinates, through subordinate level staff, the Fire Department's work plan; assigns projects and programmatic areas of responsibility; reviews and .2 evaluates work methods and procedures; meets with key staff to identify and resolve a problems. 6. Assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements change. 7. Supervises firefighting apparatus and equipment tests; directs fire prevention educational and inspection programs, fire detection and reporting methods; responds to fire alarms or emergency calls when his/her services are required, and may assume role Aaphk Fire Chief(U) Page 1 Packet Pg. 21 of Incident Commander; directs firefighting procedures by use of the Incident Command System. 8. Observes the nature of and appraises the propensities of each fire to determine and direct the most effective combative method and agent; directs forcible entry or rescue actions, the establishment of adequate protective cordons around hazardous areas, and the evacuation of personnel; orders the shutdown of utilities; ensures that the scene of the fire is protected, and that any suspected arson evidence is not removed prior to evaluation by fire investigators. 9. Attends conventions, advisory boards, conferences, and educational courses relating to new firefighting procedures such as radiological and chemical hazards in firefighting; prepares articles and delivers speeches; prepares reports, manuals, studies, bulletins and reviews; coordinates and implements familiarization and training procedures with CL other communities to foster and develop reciprocal commitments in obtaining firefighting o assistance and support in the event of emergency situations; serves as a member of a board of investigation. Arranges for training demonstrations in firefighting techniques; coordinates Fire o Department activities with the City Water Department on fire protection and a extinguishment problems; develops and directs community relations programs. 11. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates d I staff training; reviews performance ratings of employees and provides employee counseling; works with employees to correct deficiencies; implements discipline and 0 termination procedures. 12. Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials and c supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. 13. Explains, justifies and defends department programs, policies and activities; negotiates c and resolves sensitive and controversial issues. ?; 14.
