Synopsis of Previous Council Action:
On April 25, 2013, the Personnel Committee Chairman recommended that the job description
revision for Construction/Survey Manager move forward to the Mayor and Common Council for
adoption.
Background:
Since the City no longer employs a survey team, this position primarily supervises Public Works
construction inspectors, represents the City with construction coordination and occasionally
conducts inspections.
The current "Education, Training and Experience" qualifications for this position require
graduation from an accredited four-year college or university and five years of progressively
responsible experience, at least two of which in a supervisory or program/project management
capacity, or an equivalent combination of training and experience.
The Department of Public Works has requested that the job title be revised to more accurately
reflect the duties of the position, and that the respective section of the job description be revised
to allow an Associate's Degree in a related engineering field along with an additional two years
of progressively responsible engineering and construction project management experience to be
substituted for the four-year degree requirement in order to allow consideration of field
experience to better reflect the related experience of prospective candidates.
On April 11, 2013, the Human Resources Department received approval from the San
Bernardino Public Employees' Association (SBPEA), who represents Middle Management
employees, to proceed with the proposed revisions to the job description.
The Human Resources Department is requesting approval of this recommendation.

JOB PURPOSE Y
Under general direction, plans, organizes, integrates, evaluates and manages the activities of o
staff performing capital projects construction management; and construction/public works 3:
inspection and land survey in the City's Public Works Department; schedules, directs and
coordinates the work site inspection of both CIP construction projects and development projects a
throughout the City;

DISTINGUISHING CHARACTERISTICS d
This single-incumbent class manages a variety of capital improvement construction projects,
ensuring a low change-order and time extension rate and the avoidance of construction claims.
The incumbent plans, schedules and directs the work of construction inspection staff in both o
capital improvement and development construction projects and supervise and .direGt the to
work of the City's survey party perforrniRg land for a variety of purposes. The work e
requires strong construction management competencies to ensure projects are completed in
accordance with contract specifications and accepted standards, as well as a detailed
understanding of the professional principles, practices and equipment/software used in
performing field survey.

ESSENTIAL DUTIES AND RESPONSIBILITIES o

1. Plans, organizes, controls, oversees and integrates the work of the construction o
management/inspection and land suFvey units; participates in establishing operational 3
plans and initiatives to meet the Public Works Department goals and objectives; N
implements department plans, work programs, processes, procedures and policies c
required to achieve department performance expectations; coordinates and integrates
construction inspection functions and responsibilities to achieve optimal efficiency and
effectiveness; participates in developing and monitoring performance against the annual E
E
Public Works Department Engineering Division budget and the City's capital
improvement budget.
2. Plans and evaluates the performance of assigned staff; establishes performance a
requirements and personal development targets; monitors performance and provides
coaching for performance improvement and development; recommends compensation
and other rewards to recognize performance; takes disciplinary action, up to and
including termination, to address performance deficiencies, subject to management

concurrence, in accordance with the City's human resources policies, Civil Service rules
and labor contract provisions.
3. Provides day-to-day leadership and works with staff to ensure a high-performance,
customer service-oriented work environment that supports achieving City objectives and
service expectations; provides leadership that promotes a positive employee relations
environment.
4. Assigns work to construction inspection staff for time-sensitive CIP and private
development projects including review of engineering design and construction plans, CD
materials, equipment specifications and schedules; monitors contractors for compliance E
with contractual requirements and meets with staff to identify and resolve n
problems/discrepancies identified through inspection; evaluates and negotiates o
construction contract change orders; assesses construction claims; calculates and Y
processes contractor progress and final payments in accordance with contract terms and c
deadlines; ensures record drawings are accurate and complete.
5. Prepares specifications and recommends the award of contracts; conducts pre- .2
construction meetings and recommends issuance of notices to proceed; meets with
contractors, consultants, developers' engineers and others to evaluate and resolve a

Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation E
from an accredited four-year college or university with major course work in civil
engineering, construction management or a closely related field; and five years of
progressively responsible engineering and construction project management experience, at a
least two of which were in a supervisory or program/project management capacity; or an
equivalent combination of training and experience.

Alternatively, an Associate's Degree in a related engineering field with an additional two {2)
years of progressively responsible engineering and construction project management
experience as required above may be substituted for the four-year degree requirement.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
