Background: In 1991, the U.S. Department of Justice established Operation Weed and Seed-a community based multi-agency approach to law enforcement, crime prevention, and neighborhood restoration. The goals of Weed and Seed are to control violent crime, drug trafficking, and drug related crime in designated high crime neighborhoods; and, to provide a safe environment free of crime and drug use for residents. The Weed and Seed strategy brings together Federal, State, and local crime fighting agencies, social service providers, representatives of the public and private sectors,prosecutors,business owners, and neighborhood residents under the shared goal of weeding out violent crime and gang activity while seeding in social services and economic revitalization. The Weed and Seed strategy is a two-pronged approach to crime control and prevention: ❖ Law Enforcement agencies "weeding out" criminals from a designated area. ❖ "Seeding"brings prevention, intervention, treatment, and neighborhood revitalization services to the area. At the Grants Ad Hoc Committee meeting on October 27, 2009, committee members asked for additional information regarding the process for Weed and Seed grant applications. An application for a community to become a Weed and Seed Community(WSC) involves following the application process created by the Department of Justice and the formation and participation in several key partnerships. Communities or neighborhoods interested in becoming a WSC must contact the United States Attorney's Office (USAO) to begin the process. If the USAO determines the site is a potentially good location for Weed and Seed, the USAO then takes the lead in organizing local officials, community representatives, and other key stakeholders to form a steering committee to develop the WSC application. The USAO also facilitates the coordination of federal, state, and local law enforcement efforts so the WSC application effectively uses federal law enforcement partners in weeding strategies. For San Bernardino's application, community leaders from the Date Street/Del Rosa area, including Faith Temple Church, contacted the USAO in Los Angeles about the potential for a WSC site around the Date Street/Del Rosa area in San Bernardino. The Los Angeles USAO reviewed this potential site and then, under the leadership of Ted Marquez (Law Enforcement Coordinating Committee Coordinator for the USAO),began the process of organizing local officials, community representatives, and other key stakeholders to form a steering committee to explore a WSC application for the Date Street/Del Rosa area. The Mayor's Office received a phone call from USAO on August 6, 2009, asking the Mayor's Office to attend a steering committee organizing meeting at Faith Tempe Church on August 7, 2009. The organizing meeting was attended by representatives from numerous community organizations and law enforcement agencies, and by local neighborhood residents. Ted Marquez of the USAO went over the requirements of the WSC grant application, and a series of four meetings were set-up to develop the information needed for the WSC grant application. On August 28th, the San Bernardino Police Department presented Part I crime data for the Date Street/Del Rosa area. The target area meets the Part I crime criteria for the WSC grant. Specifically, policing areas C-4 (23`d Street to 35t" Street and Del Rosa to Golden Ave.), and C-6 (Pacific to Highland/Arden to Sterling and Highland to Lynwood/Sterling to Del Rosa)were identified as the qualifying target areas. As required by the WSC application process, three additional meetings were held with neighborhood residents to help design the WSC grant application. Over 250 residents attended the meetings to discuss neighborhood concerns and how they could be addressed by a WSC grant. Also, 178 community surveys were done by Cal-State San Bernardino in the target neighborhoods, with the assistance of neighborhood residents who attend Faith Temple Church; programming for children and youth was a priority of survey respondents, as was concerns over gang activity, drug sales, and graffiti. During the steering committee process, discussions were held as to who should be the applicant for the WSC grant. Both local governments and community nonprofits are eligible to apply for a WSC grant in qualifying target areas. After discussions with the USAO, the steering committee felt the WSC grant application for the Date Street/Del Rosa site would be strongest coming from the City of San Bernardino. The concept of WSC grant for the Date Street/Del Rosa area was discussed with the Grant's Ad Hoc Committee on September 29, 2009, as an information item; no concerns were raised by the committee at that time. The WSC grant application was presented to the Grants Committee again on October 27, 2009; the committee forwarded the grant application to the Common Council action without a recommendation pending the information about the WSC grant application process described above. Fiscal Impact: The Weed and Seed grant provides up to $1 million dollars in funding over the course of a five year period. There is no local match; however, in-kind services are encouraged. Those in-kind services will come from Operation Phoenix partner agencies as well as other public and non-profit agencies involved in the Weed and Seed process. The annual budget(s) for Weed and Seed activities to be funded by the WSC grant are as follows: • $100,817.86 per year for the SBPD for overtime reimbursement for narcotic and direct enforcement programs; funds cannot be used to hire law enforcement staff. • $48,400 per year for Faith Temple Church to hire staff for after school programming; • $32,100 per year for tutorial services for children and youth; • $3,500 per year for a music program for children and youth; • $15,000 per year for California State University San Bernardino for program evaluation. EXECUTIVE SUMMARY: Statement of the Problem: With an 18.5% unemployment rate, the City of San Bernardino, CA is second only to Detroit, MI with a 27.8% rate in cities above 25,000 people.I In 2004, the City of San Bernardino was the 11 t" most dangerous city in the United States.2 Due to efforts from the leadership of the City of San Bernardino through Operation Phoenix, crime has been decreasing over the last four years; however, San Bernardino is still in the top 50 most dangerous cities at number 42. San Bernardino continues to feel the effects of a high unemployment and foreclosure rates as well as frequent drug use and gang activity. The targeted Weed and Seed area, a 2.5 mil region in the northern quadrant of the City of San Bernardino is a region with a high rate of property and narcotics crimes, however; has a resident population of individuals committed to improving the quality of life for their children through the City of San Bernardino Weed and Seed Program. The City of San Bernardino targeted Weed and Seed area has been challenged by an increasing level of gang-related crime and activity that impacted the city for decades. A multitude of factors influence the situation including lack of employment, poverty, low levels of education, higher than average school dropout and delinquency rates. These factors create an environment ripe for gang activity and crime, which prompted the City of San Bernardino to form Operation Phoenix (OP). OP is a multi jurisdictional neighborhood-based approach to reducing crime and violence. The purpose of OP is to provide a data-driven, coordinated response to crime and related family and youth issues in targeted areas in the City of San Bernardino. Via OP the City of San Bernardino has experienced a decrease in gang-related violence and residents are feeling more comfortable in their neighborhoods (California State University San Bernardino Survey, 2007). The success achieved by OP in just over three years represents the collective efforts of many agencies and organizations. The City of San Bernardino remains in an at-risk situation for gang crime and violence; however, continued support and resources are vital to sustain and further improve life within the city. After the completion of 178, area-wide surveys completed by the California State University San Bernardino, Center for the Study of Correctional Education, and several community meetings in the targeted region the City of San Bernardino Weed and Seed Steering Committee has grouped and prioritized needs as identified by the community. The most serious and unmet needs as identified by community stakeholder surveys are the lack of available programs for children and youth, a lack of policing and the need for neighborhood beautification. The Steering Committee, in consultation with the current OP Task Force, evaluated the existing services to residents and concluded that while OP provides comprehensive services to children and families in current OP sites, the resources in the San Bernardino Weed and Seed target area are lacking coordination, tracking of data, and evaluation for effectiveness. Through use of the existing OP Collaborative (San Bernardino City Police Department, San 1 Bureau of Labor Statistic z Morgan Quinto Press, 2005 2111 la g City of San Bernardino, CA (Weed and Seed Proposal, 20091 Bernardino County Probation Department, San Bernardino County Sheriff's Department, San Bernardino County Department of Public Health, San Bernardino City School District and District Police Department, other government departments and nonprofit organizations), Faith l Temple Church, Mustard Seed Tutorial Center, Music is the Key of Life Community Family Orchestra Program, California State University San Bernardino-Center for the Study of Correctional Education, the San Bernardino City Weed and Seed area residents, and the City of San Bernardino will address these serious and unmet needs resulting in a reduction of area crime by 3%per year, resulting in a 15% overall reduction in the five-year grant period. Demographics: The population for the proposed City of San Bernardino Weed and Seed Target Area is 11,303—approximately 5.5% of the total population of the City of San Bernardino at 204,403.3 The target area consists primarily of single-family homes; however, there are several low-income, large apartment complexes. People of color make up almost 62.8% of the population.4 Black persons make up 16.4%, American Indian and Asians persons comprise 4.2%. Persons of Hispanic or Latino origin constitute 47% of the total population. The target area includes three elementary schools, one middle school, one comprehensive high school and one preparatory academy high school. 86% of the students in the target area are considered "economically disadvantaged". A recent truancy sweep by the San Bernardino City Police Department resulted in 52 children and youth being cited for truancy. According to the San Bernardino City Police Department there are over 13 documented gangs in Weed and Seed target area. The County of San Bernardino is home to second highest number of parolees in the state and the third highest in the nation with over 10,000 parolees and approximately 2,000 parolees plus over 400 parolees at large are living in the City of San Bernardino. The Weed and Seed target area is home to over 112 parolees. From 2006 to 2008, the area accounted for 7.6% of the Part 1 crimes and 5.62% of the Part 2 crimes in the City of San Bernardino. 3 Strategy Plan/Design: The City of San Bernardino Weed and Seed Program presents a collaborative approach to the weeding out of negative elements and seeding the community with a wealth of resources addressing the community-identified serious and unmet needs. The Program will utilized the OP model of coordination on the following: Law Enforcement Strategy: Through coordination with the City of San Bernardino Weed and Seed Steering Committee, the San Bernardino Police Department will proactively address truancy,juvenile crime, gang activity, drug crime, property crime, and violent crime through strategic enforcement initiatives. Community Policing Strategy: The San Bernardino City Police Department (SBPD) will lead the community policing effort in partnership with the San Bernardino City Unified School District Police (SBUSD PD), the San Bernardino County Sheriff's (SBSD) and Probation Departments (S13 Probation). Community Enrichment through Prevention, Intervention and Treatment Strategy: Through a partnership with Faith Temple Church, the City of San Bernardino Weed and Seed Program will provide a safe haven and programming for children, youth and adults. Children and youth will be provided with a comprehensive afterschool program which includes recreational activities, California State Teaching Standards-based tutoring through Mustard Seed Tutorial Center, life skills programs, vocational education experiences, visual arts and performing arts programs. Adults will be provided with parenting classes and a comprehensive employment program through the San Bernardino Employment Training Agency (a Workforce Investment Board). The Music is the Key of Life Community Family Orchestra Program will provide an intergenerational orchestra, thus exposing the community to performing arts. Through the San Bernardino County Department of Public Health, the San Bernardino City Weed and Seed program will address the key components of a healthy community and safe routes to school. Neighborhood Restoration Strategy: As identified by the community, the improvement of the physical environment and streetscape is important to the success of the City of San Bernardino Weed and Seed Program. The City of San Bernardino will focus efforts in graffiti removal and streetscape repair. Through a joint concerted effort by the City of San Bernardino Weed and Seed community and the Operation Phoenix Collaborative, dilapidated homes and areas in the targeted area will be addressed through community-based projects. Outcomes and Performance Measures: • Three (3)percent annual reduction, resulting in fifteen (15) percent reduction in Part 1 and Part 2 crimes in the target area. • Formation of multi-agency task force which will meet quarterly to discuss operational strategies and program progress. • Increase overtime hours for SBPD officers in target area. • Develop safe haven at Faith Temple Church. • Implement afterschool program and increase the number of children and youth receiving tutoring and other programming by five (5) percent annually. • Implement evening adult program and increase the number of adults receiving parenting and employment services by five (5) percent annually. These factors create an environment ripe for criminal and gang activity, which prompted the City of San Bernardino to form Operation Phoenix. Operation Phoenix (OP) is a multi jurisdictional neighborhood-based approach to reducing crime and violence. The purpose of OP is to provide a data-driven, coordinated response to crime and related family and youth issues in targeted areas in the City of San Bernardino. The proposed Weed and Seed Target Area is under the auspices of OP and was chosen due to the higher level of Part 1 and Part 2 crimes occurring within the sector. The City of San Bernardino's crime rate, particularly those categorized as Class 1 Violent Crimes, has historically been one of the highest in California. Comparisons with other neighboring cities, with similar demographics, and county and state indices clearly indicate the need for sustained support and resources directed within the City of San Bernardino 5. Likewise Part 2 crimes such as DUI Alcohol or Drugs, Drunkenness in Public and Vagrancy show increasing numbers during the same 3 year period. At present poor economy within the region is not projected to rebound in the immediate future. Over the past decade, the City of San Bernardino experienced a large increase in gang-related criminal activity, memberships and associations. The city has been heavily impacted by this trend resulting in a decreased quality of life and a flight of middle class residents to neighboring cities. The city continues to experience a high level of gang activity and gang-related crimes arising from traditional home-grown gangs, as well as gangs that migrated from Los Angeles and other larger metropolitan areas. Gang activity occurs throughout the city but is heavily concentrated in the Arden and Guthrie neighborhoods which are contained within the Weed and Seed Target Area. According to the San Bernardino City Police Department there are over 13 documented gangs in Weed and Seed target area. There are 3,798 known gang members in the City of San Bernardino (City of San Bernardino Police)10. The County of San Bernardino estimates the countywide gang population to range between 11,000 to 13,000, which makes the City of San Bernardino home to nearly a quarter of the entire county gang population11. The County of San Bernardino is home to second highest number of parolees in the State and the third highest in the U.S., with over 10,000 parolees. Approximately 2,000 parolees reside in the City plus over 420 at large parolees. Within the Weed and Seed Target area there are 112 parolees There are currently no parolee re-entry support programs or services in the City. This results in a high rate of recidivism, most likely higher than the State rate of 70%. There is a clear need for parolee services, however the State budget crisis resulted in a withdrawal of proposed funding for an innovative, comprehensive program. A recent report by city and county officials highlighted OP's success and cost effectiveness. The report found that violent crime fell 21% citywide and 38% in the target neighborhood in the last six months of 2006 compared with the same time period in 2005. Since the initiative began, there have been no homicides in the target area. The city's violent crime rate is now at its lowest point in a decade, translating to 2,100 fewer victims12. Robberies and theft in the target neighborhood were cut by more than half. The report also found that after factoring in county contributions and city resources that would have been spent regardless of OP, the city spent $197,400 solely on the new initiative. In addition, a January 2007 survey by criminal justice professors at California State University-San Bernardino found that residents felt safer and were less worried about being victims of crime. Although the crime rate is still intolerably high, the statistics indicate a downward trend. CA [Weed and Seed Proposal, 2009; since 2000 (See Table 6).13 Due in large part to the collaborative efforts of OP,the total number of murders and gang-related murders has dropped since the inception of the initiative. Social Problems and Needs The City of San Bernardino continues to experience economic challenges resulting from the loss of its three largest employers during the late 1990's. The current unemployment rate for the City is 18.5%,the County rate is 14.1% and the state is 12%14. Property values and rents continue to be depressed and lower than surrounding cities within the county 15. The entire city is part of an Enterprise Zone pursuant to Government Code Section 7082. The designated enterprise zone is the San Bernardino Valley Enterprise Zone (SBVE Zone), this is a shared zone, which includes sections of three cities: Colton, Rialto, and San Bernardino. A high level of gang activity in the City of San Bernardino is identified as one as well as poverty level. According to U.S. Census data, 94% of the census tract/block populations live below the poverty level. The median household income in the city is $38,084/year as compared to the county median at $49,026/year. Within the OP Target Area the median income hovers around $21,500/year. 86.6% of the children live at or below the federal poverty level. As the county seat, the City of San Bernardino is the center of county social services and serves as a magnet, attracting unemployed and homeless individuals in need of assistance. According to the San Bernardino County Human Services 2008 Report, county residents receiving aid by cities, the City of San Bernardino has 20.2% of its residence receiving some sort of public assistance amounting to over$364,000,000 per year,the most in San Bernardino County. The population of the City of San Bernardino has a low level of educational/academic achievement. "Inland Empire Quarterly Economic Report". 111Pagc City of San Berril-irdino, CA (Weed and Seed Proposal, 20091 degree, 3% graduate level degrees.16 Over 40% of the population, 25 years or older, do not have a high school diploma or GED. These educational and economic demographics illustrate the vulnerability this population has to criminal and gang activity. The lower educational attainment can be directly correlated to the lower than average household incomes and the propensity to require government aid. According to U.S. Census Bureau tabulations, adults age 18 and older with a Bachelor's Degree earned an average of$51,554, while those with a high school diploma earned $28,645, those without a high school diploma earned an average of$19,169.1 7 The situation within the city schools is tenuous, and includes a significant gang influence. The City of San Bernardino Unified School District suffers from a relatively high school dropout rate of 34.5% compared to the state average of 24.2%.18 During the 2006-2007 school year, the district had over 80 expulsions and over 5,700 suspensions that were violence- or drug-related19. More than 1,000 students are enrolled in continuation classes and 255 students are in pregnant or parenting school programs. The problems associated with gang members in schools are becoming more of an issue for school administrators and police. A 2004 Gangs and Drug Taskforce Preliminary Report, which surveyed schools in San Bernardino County, indicated that approximately 72% of schools responding indicated that there were indicators of gang presence on their campuses. Approximately 50% of the responding middle and high schools said that the gang presence increased problems on school grounds. The San Bernardino City Unified School District Police report that there are over 1,000 identified gang members within the school system. During the 2007-8 school year the San Bernardino City Unified School District Police reported over 2,500 documented gang related incidents. School officials thus are required to focus more of their resources to combating gang-related problems and less on student learning. High school and middle school students expressed anxiety about coming to campus due to the intimidating presence of gangs in and around school. The need for continued support of intervention, prevention and suppression of criminal activity within San Bernardino and especially the Weed and Seed Target Area is evident. The combined effects of the economic recession, low educational achievement, gang influence, drug and alcohol use necessitate the implementation of a comprehensive program such as the 2009 San Bernardino City Weed and Seed Program. D. Assessment Analysis Identify the criminal activity and social problems that will be a primary focus of the Weed and Seed site efforts: Understanding the Part I and Part lI crime data as well as community- identified needs,the City of San Bernardino Weed and Seed Program will focus on the following: • The San Bernardino Police Department will proactively address truancy,juvenile crime, gang activity, drug crime, property crime, and violent crime through strategic enforcement initiatives. • Through activities/programs such as the SBPD Citizen's Police Academy, the SB Probation Department's Gang Resistance Education and Training Middle School and Families program, and the School Attendance Review Board process, the City of San Bernardino City Weed and Seed Program will proactively address the community- identified needs. • Through a partnership with Faith Temple Church, the City of San Bernardino Weed and Seed Program will provide a safe haven and programming for children, youth and adults. Children and youth will be provided with a comprehensive afterschool program which includes recreational activities, California State Teaching Standards-based tutoring through Mustard Seed Tutorial Center, life skills programs, vocational education experiences, visual arts and performing arts programs. Adults will be provided with parenting classes and a comprehensive employment program through the San Bernardino Employment Training Agency (a Workforce Investment Board). • As identified by the community, the improvement of the physical environment and streetscape is important to the success of the City of San Bernardino Weed and Seed Program. The City of San Bernardino will focus efforts in graffiti removal and streetscape repair. Through a joint concerted effort by the City of San Bernardino Weed and Seed community and the Operation Phoenix Collaborative, dilapidated homes and areas in the targeted area will be addressed through community-based projects. Describe and prioritize the top 4 most pressing community needs, and discuss the methods or process used to gain community input in identifying and prioritizing these needs: The California State University San Bernardino, Center for the Study of Correctional Education (CSCE) developed a Weed and Seed Neighborhood Survey to determine the community- identified needs of the Target Area. After distributing approximately 200 neighborhood surveys, and receiving 178 back, 140 were deemed as valid. The Neighborhood Surveys resulting in the following top four most pressing and unmet needs: 1. Graffiti 2. Homes needing repair/vandalism 3. Broken sidewalks/trash 4. Activities for children/youth When questioned what the top three need or services that residents would like in their community,the residents replied: • Programs for children/youth 1311) age City of San Bernardino, A JWeed and Seed Proposal, 20091 • More police patrols/presence/faster response • Neighborhood beautification • Gang/drug removal Provide a comprehensive description of existing public/private resources that are operational in the designated area: While the City of San Bernardino and San Bernardino County both provide basic service, the City of San Bernardino Weed and Seed Target Area has a low number of social service providers. The majority of social service providers are located near the San Bernardino Civic Center, which is approximately four miles away. The primary social service provider in the Target Area is the Faith Temple Church, which is the proposed Weed and Seed Safe Haven site. The area is predominately residential with many large apartment complexes. There is a retail presence in the Target Area. Define existing or new resources that will be (re)-deployed and/or dedicated through partnerships in support of the community: With implementation of the City of San Bernardino Weed and Seed, a plethora of resources will be deployed into the Target Area. Due to County budget cuts, behavioral health treatment (substance abuse and mental health treatment) is difficult, if not impossible, to obtain. There are few positive recreational afterschool programs for children and youth. While the Del Rosa Neighborhood Association provides neighborhood beautification, they do not provide any other programs for residents. There is little cultural or artistic opportunities for residents in the Target Area. The nearest employment/job readiness organization is over four miles away near the San Bernardino Civic Center. Explain why existing public resources do not adequately address the crime or social problems: While there are many public and community resources within five miles of the Target Area, many residents do not have public transportation and rarely travel to the San Bernardino Civic Center. Unfortunately, due to the State of California budget crisis and the resulting San Bernardino County budget crisis, many organizations which traditionally address crime and/or social issues (Department of Behavioral Health, Foster Family Services, etc.) have had their budgets cut significantly. Most community-based organizations focus their resources on the Civic Center area as that area has the highest density of homeless and disadvantaged individuals. IV. PRE-AWARD DEVELOPMENT Pre-Award Development Process: The City of San Bernardino Weed and Seed Program began as the Operation Phoenix Program. The Operation Phoenix Program was established in 2006 by Mayor Patrick J. Morris to implement a multi jurisdictional neighborhood attack on crime and violence. The purpose of Operation Phoenix is to provide a data driven, coordinated response to crime and related family and youth issues in areas with high Part I and Part II crime in the City of San Bernardino. The targeted area was once an Operation Phoenix site; however, due to budget cuts,the center was closed in 2007. The SBPD joined with the Operation Phoenix Steering Committee in 2007 to develop a proposal to become a designated Weed and Seed Site. Under the leadership of the SBPD, the community submitted a Weed and Seed proposal in 2008. Unfortunately, they were not awarded. Understanding the time and dedication it takes to form a long-term, well-developed collaborative, the Operation Phoenix Steering Committee continued to meet monthly to discuss the submission of another Weed and Seed proposal. The Operation Phoenix Steering Committee currently consists of 16 members and meets monthly, or more frequently as needed,to plan activities and monitor results. Committee meetings are documented by meeting notes. This committee as well as new community partners from the Target Area serves as the foundation of the Steering Committee for the Weed and Seed area. In late August, 2009,the first City of San Bernardino Weed and Seed community meeting was held at Faith Temple Church. Community members, representatives from nonprofit service providers, a representative from the City of San Bernardino Mayor's Office and a representative from the U.S. Attorney's Office met to clearly define the requirements of the Weed and Seed Program. 151" J _ c City of Saii Beniardiiio, CA [Weed and Seed Proposal, 20091 Day time Steering Committee meetings continued throughout September. The CSUSB-CSCE developed a community needs survey to be distributed to the Target Area. Approximately 178 surveys were distributed and 140 were deemed valid. Understanding the lack of availability of the community in attending day meetings, the Steering Committee decided to host evening meetings to identify community needs and subcommittees. Our first community meeting was held in early September. Showing their dedication and commitment, the meeting was held despite a lack of electricity at Faith Temple. Approximately 50 individuals were in attendance, with over 40 being residents of the Target Area. The survey results were presented and the attendees openly discussed the types of services/activities that could be used to "seed"the community with resources. By the end of the meeting, activities were divided into the following categories: Law Enforcement Strategy: The Law Enforcement Strategy will work to reduce Type I and II crimes focusing on juvenile crime, gang activity, gun crimes, property crimes through special initiative programs (curfew and truancy sweeps, drug buys/busts, extra patrols, parolee/probationer sweeps) and through increased engagement with the community. Community Policing Strategy: The Community Policing Strategy will utilize the existing Gang Resistance Education And Training Middle School and Families program through the San Bernardino County Probation Department, the Safe Routes to School Program through the San Bernardino County Department of Public Health, increased coordination with the San Bernardino City Unified School District Police Department and Citizen's Police Academy by the SBPD. Prevention,Intervention and Treatment Strategy: The Prevention, Intervention and Treatment Strategy is to make available to residents the services that evidence has shown to reduce crime, substance abuse and to increase education attainment and employment. The following represent the five focus areas for the City of San Bernardino Weed and Seed Program: o Academic Support/Tutoring o Life Skills/Character Development o Employment Training/Preparation o Activities/Arts o Parent Support/Employment Services (Family Resource Center) • Neighborhood Restoration/Beautification Strategy: The Neighborhood Restoration/Beautification Strategy will address the top four needs as identified in the community survey by improving the physical environment and streetscape in the Target Area. Resources from various departments of the City of San Bernardino, County of San Bernardino, State of California, faith-based organizations and non-profit groups will collaborate to enhance services in the Weed and Seed community. Public Works and Code Enforcement will work with community members to reduce blight and improve neighborhoods. The Police Department will work with allied agencies and the justice system to reduce crime and fear of crime. All stakeholders are committed to improving the quality of life for residents and businesses in the Target Area. Performing a key role in the Weed and Seed the SBPD provided comprehensive crime date on the Target Area to the City of San Bernardino Weed and Seed Steering Committee. In addition to providing information, the SBPD has begun and will continue to implement several initiatives including truancy and curfew sweeps, drug buys/busts and in conjunction with law enforcement partners, parolee/probation sweeps. The City of San Bernardino Mayor's Office, Police Department, other justice system representatives, residents, faith-based organizations, non-profits, community groups and service providers will improve coordination and work towards providing existing services for the target population and to develop new services to address identified service gaps and needs. Year 1 and 2 efforts will build upon the pilot Operation Phoenix project by increasing membership and capabilities of the Steering Committee, empowering residents to take an active role in neighborhood events and activities, reducing crime, increasing programs for residents, reducing blighted conditions, improving collaborative efforts, and developing trust in the community. The Community Policing Strategy will utilize the existing Gang Resistance Education And Training Middle School and Families program through the San Bernardino County Probation Department, the Safe Routes to School Program through the San Bernardino County Department of Public Health, increased coordination with the San Bernardino City Unified School District Police Department and Citizen's Police Academy through the SBPD. The Prevention, Intervention and Treatment Strategy is to make available to residents the services that evidence has shown to reduce crime, substance abuse and to increase education attainment and employment. The following represent the five focus areas for the City of San Bernardino Weed and Seed Program: • Academic Support/Tutoring • Life Skills/Character Development • Employment Training/Preparation o Activities/Arts o Parent Support/Employment Services (Family Resource Center) The Neighborhood Restoration/Beautification Strategy will address the top four needs as identified in the community survey by improving the physical environment and streetscape in the Target Area. Resources from various departments of the City of San Bernardino, County of San Bernardino, State of California, faith-based organizations and non-profit groups will collaborate to enhance services in the Weed and Seed community. Public Works and Code Enforcement will work with community members to reduce blight and improve neighborhoods. The Police Department will work with allied agencies and the justice system to reduce crime and fear of crime. These efforts will produce a synergetic effort to improve the quality of life in the Weed and Seed Community. Plan for periodic review, progress measurement and any necessary adjustment: Key components of the City of San Bernardino Weed and Seed Program are outcomes tracking, data management and data reporting. Under Dr. Carolyn Eggleston of the Center for the Study of Correctional Education at California State University at San Bernardino (CSCE), research protocol will be created for the Program. While general expected outcomes have already been determined, appropriate, individualized outcomes for each partner will be determined post-award by the CSCE and partnering agencies. Qualitative and quantitative data will be tracked and reported. Table 9 represents expected outcomes, plan for tracking outcomes, reporting, and frequency of reporting. The Steering Committee will have oversight over the entire project. The CSCE will work with each partner to determine appropriate expectations for outcomes. The Program/Site Coordinator will work with the CSCE to ensure that each partnering agency provides timely reports on services rendered. The CSCE will work with each partner to determine appropriate expectations for outcomes. Monthly reports will be emailed to the Program/Site Coordinator by the 10th of each month. This annual re-evaluation will include a review of Part I and Part II crime data, analysis of Neighborhood Surveys that have been collected and input received from the community and the Weed and Seed partners and service providers. Our goal is to maintain a Strategic Plan that is dynamic and fluid to address emerging trends and issues and that will produce meaningful improvements within the Weed and Seed community. V. B. Strategic Plan City of San Bernardino,Weed and Seed Grant, 5 Year Strategic Plan The City of San Bernardino Weed and Seed Grant proposes to utilize the successful Operation Phoenix model of crime prevention, utilizing a number of public and private partnerships for services in the targeted Weed and Seed areas. Year 1 • The San Bernardino Police Department will reduce Part I crime by 3% during the first year of the grant period. • After School programming will begin at Faith Temple Church in the targeted Weed and Seed areas. • A minimum of 200 children/youth per month will be served through the after school program. • Regular monthly meetings will occur at Faith Temple Church with community members and Weed and Seed partners to oversee the rollout of services in the target areas. • The Weed and Seed Steering Committee will be expanded in membership to provide oversight of program activities. • The Weed and Seed Steering Committee will create a sustainability plan for Weed and seed activities in anticipation of federal funds ending in year 5; including after school funding through a contract with the San Bernardino Unified School District. Year 2 • The SBPD will reduce Part I crime by another 3% during the second year of the grant period. • After School programming at Faith Temple will provide services to a minimum of 250 children/youth per month. • The Weed and Seed Steering Committee will begin to engage other partners to expand services at Faith Temple Church to provide Family Resource Center services at the site based upon the input of community members and other stakeholders. • A second community survey will be administered to collect feedback on the success of Weed and Seed initiatives. MANAGEMENT STRUCTURE Organizational Structure: The City of San Bernardino Mayor's Office, Office for Community Safety and Violence Prevention will serve as the lead agency for the City of San Bernardino Weed and Seed Program. The department has extensive experience with multi-agency collaborations with state, local and city departments as well as schools, faith-based and 251Page City of San Bet nardino, CA JWeed and Seed Proposal, 20091 community-based organizations. The City of San Bernardino has received grant awards from the California Office of Emergency Services for the California Gang Reduction, Intervention and Prevention Program (Cal GRIP), a COPS Office Distressed Neighborhoods Grant designed to utilize the Community Oriented Policing and Problem Solving (COPPS) philosophy to address community problems in a target neighborhood. The City of San Bernardino has also received funding for the Gang Resistance Education And Training Middle School and Families program (G.R.E.A.T program). These collaborative efforts, along with the efforts of Operation Phoenix, have caused crime and police calls in the target areas to significantly lower over the course of grant periods. The City of San Bernardino Mayor's Office has the ability, experience and desire to address social issues using a holistic approach within the Target Area. Office of Community Safety and Violence Prevention will coordinate the delivery of service to children, youth and adult residents and businesses over the course of the grant. Mr. Kent Paxton, the Director of the Office of Community Safety and Violence Prevention will perform the duties of the "lead" on this program. The City Manager's Office will oversee the fiscal aspect of the Program, while Kent Paxton, Community Safety and Violence Prevention will oversee the programmatic aspects of the Program. Mr. Paxton came to the Mayor's Office after retiring from the position of Executive Director of the Children's Network of San Bernardino County. He has vast experience in working in the development, implementation and monitoring of community collaboratives through experiences as an educator, as a staff member with the Department of Mental Health and with Child Protective Services. He sits on many committees in addition to his full-time job, including the Countywide Gangs and Drugs Task Force, the Children's Assessment Center Advisory Board, and the San Bernardino County Workforce Investment Board Youth Council. Mr. Paxton is a founding member of OP. He is currently the Mayor's staff member who oversees the OP Street Team and the Cal GRIP program. Steering Committee: The City of San Bernardino Weed and Seed Steering Committee is the governing body for the Program. The Steering Committee is responsible for the Program implementation, establishment of outcomes, and budget. The existing Operation Phoenix Steering Committee has been expanded to include residents and business owners in the Target Area. SBPD officers will employ Community Oriented Policing and Problem Solving (COPPS) techniques as well as proven suppression and arrest tactics to reduce crime and fear of crime. Probation and Parole members will supervise parolees and probationers to hold them accountable to the terms of their release. Government agencies and community-based partners will coordinate children and youth programming, employment, behavioral health treatment, community service projects and other activities. The City of San Bernardino will provide graffiti removal, streetscape repair and assistance in the restoration of blighted homes. The City of San Bernardino Weed and Seed Steering Committee was built upon the existing OP Steering Committee; however, the first formal Weed and Seed Steering Committee meeting was held in mid-September, 2009. The Strategic Plan was developed over a series of three meetings; two Steering Committee meetings and one Community Stakeholder Group meeting. In late August, 2009, the first City of San Bernardino Weed and Seed community meeting was held at Faith Temple Church. Community members, representatives from nonprofit service providers, a representative from the City of San Bernardino Mayor's Office and a representative from the U.S. Attorney's Office met to clearly define the requirements of the Weed and Seed Program. Steering Committee meetings continued throughout September. The CSUSB-CSCE developed a community needs survey to be distributed to the Target Area. Approximately 178 surveys were distributed and 140 were deemed valid. Understanding the lack of availability of the community in attending day meetings, the Steering Committee decided to host evening meetings to identify community needs and subcommittees. Our first community meeting was held in early September. Showing their dedication and commitment, the meeting 28111 ,1ge City of Bernardino, [Weed and Seed Proposal, 20091 was held despite a lack of electricity at Faith Temple. Approximately 50 individuals were in attendance, with over 40 being residents of the Target Area. The survey results were presented and the attendees openly discussed the types of services/activities that could be used to "seed" the community with resources. The most serious and unmet needs as identified by community stakeholder surveys are the lack of available programs for children and youth, a lack of policing and the need for neighborhood beautification. The Steering Committee, in consultation with the current OP Task Force, evaluated the existing services to residents and concluded that while OP provides comprehensive services to children and families in current OP sites, the resources in the San Bernardino Weed and Seed target area are lacking coordination, tracking of data, and evaluation for effectiveness. VI. B. Weed and Seed Subcommittees In the pilot Operation Phoenix project, a single subcommittee entitled the Operation Phoenix Street Team was formed to coordinate the completion of objectives and tasks. The Street Team is chaired by Kent Paxton, Director Community Safety and Violence Prevention in the City of San Bernardino Mayor's Office, and is made up on representatives from the following agencies: • San Bernardino Police Department • San Bernardino City Code Enforcement • San Bernardino City Fire Department • San Bernardino County Probation • San Bernardino County Department of Children's Services • San Bernardino County Department of Public Health • San Bernardino County Children's Network • San Bernardino City Unified School District Police • State of California Division of Adult Parole Operations • Community Stakeholders/Representation • Community-Based Organizations The structure of the Street Team has been effective in the completion of objectives and tasks and has fostered inter-agency sharing of information. This concept will be used for the expanded Weed and Seed area. The Street Team will share information within the statutory parameters of their various agencies. A priority will be given to sharing information that is relevant to the safety of Street Team members in the field. The San Bernardino Police Department will provide a weekly list of calls for service to Street Team members to assist in the coordination of services to at-risk residents. Street Team members will meet monthly to coordinate services to at-risk children and youth. Confidential information may be shared by the Street Team members through the standing order pursuant to Sections 827 and 830 of the California Welfare and Institutions Code regarding San Bernardino County Children's Network Regional Case Management Councils. The Street Team will also meet monthly with the Steering Committee to discuss and resolve any operational issues and report progress on completing objectives and tasks. VI. C. Weed and Seed Site Director The Weed and Seed Site Director will oversee the development of programs detailed in the application, monitor compliance and oversee the Program Coordinator who ensures completion, 29111a ().e City of 1,1M Bernarditio, CA (Weed and Seed Proposal, 20091 tracks progress and prepares required grant program reports. Keith Tolbert, Pastor Faith Temple Church will report grant progress at Steering Committee meetings. He will oversee the coordination and the delivery of services with contributing agencies and the community. VI. D. Fiscal Agent Mr. Kent Paxton, the City of San Bernardino's Mayor's Office will act as Fiscal Agent for the Program. Mr. Paxton will perform the liaison duties regarding all fiscal matters. Mr. Paxton, a 33-year employee of the County of San Bernardino, is now with the City of San Bernardino Mayor's Office. He has vast experience in managing state, federal, county and private foundation contracts and in facilitating numerous collaborative programs. Mr. Paxton was the Children's Network Officer for the County of San Bernardino, which became a model throughout California to improve communication, coordination, and collaboration among agencies serving at-risk children. He has received numerous awards and has served as Chairman of the Countywide Gangs and Drugs Task Force and many other committees. Mr. Paxton has his M.A. in Public Administration. Qualifications/Record of Experience: The City of San Bernardino's Finance Department will perform the fiscal duties for the Weed and Seed program. The City's Purchasing Code will be followed for the purchase of all materials, supplies and equipment purchased with grant funding. Accounting Technician Mary Alvord will be responsible for processing Requests for Purchase, completing requests for reimbursement and preparing required grant financial reports. VII. Law Enforcement Coordination Within and Amona W & S Elements: Police Lieutenant Ray King will coordinate all aspects of the "weeding" strategies. The Police Department will provide and coordinate all suppression activities by providing, as necessary, 301 Page City of Sdi� Bernardino, CA JWeed and Seed Proposal, 2009E directed patrols, gang enforcement, narcotics enforcement, traffic enforcement and general police responses to citizens calls for services. Additionally, the Police Department will coordinate all aspects of their community Oriented Policing& Problem Solving programs using the SARA methodology to identify, analyze and address community identified problems. Further, the Police Department will oversee Neighborhood Watch, Business Watch, Crime Free Rental Housing and other crime education, and awareness and prevention programs. Community Policing Linkages: The San Bernardino Police Department has been dedicated to the community policing philosophy since 1982. The City has been divided into five geographical Area district commands each lead by a police lieutenant. The commander and complement of police officers and civilian staff operate out of a"store front" District Community Services Office located in each Area district. Police officers receive community-policing training in the basic police academy and the subsequent field—training program. They work hand-in-hand with community members to identify and address crime problems through partnerships with allied police agencies, other criminal justice departments, city and county government agencies, schools, faith-based organizations and non-profit organizations. Prevention, Intervention and Treatment Linkages: Through a partnership with Faith Temple Church, the City of San Bernardino Weed and Seed Program will provide a safe haven and programming for children, youth and adults. Children and youth will be provided with a comprehensive afterschool program which includes recreational activities, California State Teaching Standards-based tutoring through Mustard Seed Tutorial Center, life skills programs, vocational education experiences, visual arts and performing arts programs. Adults will be provided with parenting classes and a comprehensive employment program through the San Bernardino Employment Training Agency (a Workforce Investment Board). The Music is the Key of Life Community Family Orchestra Program will provide an intergenerational orchestra, thus exposing the community to performing arts. Through the San Bernardino County Department of Public Health, the San Bernardino City Weed and Seed program will address the key components of a healthy community and safe routes to school. Mustard Seed Tutorial Center, a 501(c)(3), will provide California State Content Standards- based tutoring services to kindergarten through grade twelve students participating in the Weed and Seed Program. After completion of a robust battery of assessment tests, and individualized plan for remediation will be developed. Students will participate in small group instruction, one- on-one tutoring, and/or ongoing support depending upon their own individual needs. It is projected that children referred to Mustard Seed Tutorial Center who maintain attendance records of 80% or better will improve academically at a rate equal to 150% of the rate expected by the California Department of Education. The San Bernardino Adult School is located near the Weed and Seed Program area. The San Bernardino City Adult School mission states, "The Adult School shall provide quality, lifelong educational opportunities and support services that address the unique and changing needs of 3111' age City of San Berna rdino, CA [Weed and Seed Proposal, 2009'1 individuals in our diverse multicultural community." The Adult School offers High School Diploma course, GED preparation, Adult Basic Education, ESL, Career and Technical Training Programs as well parenting and other valuable classes. Classes/programs are currently held at 50+ locations citywide. These include churches, community centers, senior centers, hospitals, doctor's offices, and numerous locations. The flexibility the Adult School offers makes the programs appealing to many adults. Most of the programs are open entry/open exit which means a student is able to start when they are ready and not have to wait until the beginning of the semester/quarter. The San Bernardino Adult School has the ability to open new sites during the school year. The proposed facility must guarantee a minimum of 18 participants in each session and the Adult School will provide a credentialed teacher to teach the class free of charge. If the class requires a fee (GED, computers, etc.) the student enrolls at the Adult School and pays the fees and purchases any books that may be required at the main campus then attends class at the off-site facility. The San Bernardino Adult School has been an active member of this community for 87 years and at this site for approximately 15 years. The Adult School has a vested interest in helping this community recover and become a vibrant area in the city once again where people are not afraid to live, work and shop. Safe Haven Management: Faith Temple will be the site for the City of San Bernardino Weed and Seed Program Safe Haven. Pastor Keith Tolbert will oversee the facility use and ensure that all permits, licenses and insurance is up to date. All Faith Temple staff members will have a Department of Justice clearance. Neillhborhood Restoration Linkages: As identified by the community, the improvement of the physical environment and streetscape is important to the success of the City of San Bernardino Weed and Seed Program. The City of San Bernardino will focus efforts in graffiti removal and streetscape repair. Through a joint concerted effort by the City of San Bernardino Weed and Seed community and the Operation Phoenix Collaborative, dilapidated homes and areas in the targeted area will be addressed through community-based projects. The Director of Code Enforcement will coordinate code enforcement sweeps within the Target Area to remove blighted conditions and educate owners/renters. He has coordinated with the Economic Development Agency to offer owners incentives to revitalize their property. He will continue these efforts in the enlarged Weed and Seed area. Economic Revitalization: The entire city is part of an Enterprise Zone pursuant to Government Code Section 7082. The designated enterprise zone is the San Bernardino Valley Enterprise Zone (SBVE Zone), this is a shared zone, which includes sections of three cities: Colton, Rialto, and San Bernardino. C. Role of Residents in Strategy Implementation Role of residents in the implementation of the community policing element of the strategy: The role of residents in strategy implementation is essential for the successful completion of Weed and Seed strategies, goals, objectives and activities. The neighborhood survey has demonstrated that residents are fearful of crime, gangs, blight and juvenile delinquency. This fear causes residents to withdraw to the relative safety of their homes and avoid becoming involved in neighborhood problems. They are reluctant to become involved in community groups such as Neighborhood Watch. They lack a comprehensive understanding of the role of government and the justice system. To overcome these obstacles, the SBPD will commence an intense public education program within the Weed and Seed Target Area. The primary programs that will be offered are Neighborhood Watch and the Citizen's Police Academy. The focus will be on identifying strong leadership to serve as Neighborhood Watch block captains and to sustain and revitalize neighborhood watch by providing training about gangs, narcotics, blight abatement, community policing, parolees, probationers and the justice system. These programs will be offered in English and Spanish. These group meetings will foster trust in government and open lines of communication. Quality of life offenses such as vandalism, graffiti, blight, prostitution, truancy, and loitering increase resident fear and deters community investment and participation in neighborhood revitalization. Through Neighborhood Watch meetings, resident contacts and surveys will be encouraged to report and prioritize quality of life offenses. Their prioritization will be included in the Weed and Seed Program goals and objectives and tracked to determine if conditions have improved over the course of the grant. Effective leadership by informed residents must be put in place to direct problem solving and community action. Once this transition is firmly established, the neighborhood will be considered to have achieved maintenance status. The ultimate objective of the plan is the empowerment of the residents to take control of events in their neighborhood, thus lessening their dependence on supportive and government services. Role residents in the implementation of the prevention/intervention/treatment element of 33111a <., c City of San Bernardino, [Weed and Seed Proposal, 2009[ the strategy: Analysis of demographics and neighborhood surveys show that a large percentage of the residents are undereducated, underemployed, have low0incomes and are unaware or unwilling to use social services. To overcome these obstacles, the City of San Bernardino Weed and Seed Program will collaborate with schools, social services, faith- and community-based organizations to build trust and willingness to use services that are available to residents. Of critical importance in our success will be group meetings with residents to discuss available services and the development of a Neighborhood Services Pamphlet that identifies the services available and methods to request them. Safe Haven operations involvement of residents: Volunteers from the Target Area will be encouraged, and selected to participate in the Safe Haven operations. Residents on the Steering Committee have provided input on the programs and services that will be operated at the Safe Haven. Role of residents in the Implementation of the neighborhood restoration element of the strategy: Residents will become involved in neighborhood restoration efforts to ensure lasting improvements are achieved. The Weed and Seed Program will educate residents on the importance of maintaining their neighborhood, and the influence that blighted conditions have on crime and the City resources that are available to them. VII. D. Communication Plan How resident leadership will be developed and maintained within the site: Through the leadership at Faith Temple Church and through local school site administration, residents will be sought to serve on the Steering Committee. Additional sources for Steer Committee members will include Neighborhood Watch participants, crime victims and parents that participate in after-school education and recreation programs. Residents will be encouraged to attend the Citizen's Academy classes. Group training will be provided to Neighborhood Watch groups on pertinent tops. Two residents will attend at least on national Weed and Seed conference with the goal of providing a newsletter/public relations piece for the community. Communication tools and applications: The City of San Bernardino Weed and Seed Program and activities will be publicized in local newspapers to generate support and participation in the program Printed materials will be used to inform residents of programs and training that is available as well as Weed and Seed activities and outcomes. They will be distributed at Neighborhood Watch meetings, schools, and the Weed and Seed Safe Haven at Faith Temple Church. Important announcements will be aired on San Bernardino's Channel 3, a public access channel carried by local cable companies serving the Weed and Seed Target Area. Quarterly Weed and Seed Newsletters will be prepared and distributed electronically over the internet and in print format. The newsletter will be incorporated on the City of San Bernardino's webpage (www.sbcitY org). Focused/Continued outreach strategies: Through partnerships with the San Bernardino Unified School District and other government entities, there will be continuous outreach for the 3411) age City of [Weed and Seed Proposal, 20091 Weed and Seed Program. School site administrators as well as service provider will be informed as to available programming and results. Other communications and Public Relations Elements: Residents will be encouraged to attend Open Houses and Community Stakeholder Group Meetings at the Safe Haven where services will be offered. VIII. The Operation Phoenix Foundation, a registered 501 (c)(3) nonprofit organization, was established to secure funding for continuance of the Operation Phoenix Program. To date, over $350,000 in cash donations have been received or pledged. Through the Operation Phoenix Program, the City has demonstrated the ability to leverage federal, state, local government resources as well as resources from community- and faith-based organizations. These efforts are summarized below: • The City and participating agencies have applied for many grants to offset the costs of Operation Phoenix. Potential funders include, the Wellness Foundation, James Irvine Foundation, Weingart Foundation, Union Bank of California, etc. • Funding from the California Office of Emergency Services for Cal GRIP program. • State agencies participating in programs include the California Department of Corrections and Rehabilitation and Division of Adult Parole Operations • City agencies include Code Enforcement, Public Works, Public Services and the Economic Development Agency • Local agencies include, the San Bernardino City Unified School District, Children's Network, San Bernardino County Probation Department, Department of Public Health, Department of Children's Services, San Bernardino County Food Bank • Community-Based organizations include Mustard Seed Tutorial Center,Neighborhood Housing Services, Children's Network/Children's Fund, San Manuel Band of Mission Indians • Faith-based organizations include Faith Temple Church • Numerous local businesses who contribute in-kind time, money and materials These efforts have led to the success of the pilot Operation Phoenix Program and will serve as a foundation for the expanded Weed and Seed Target Area. In a little over two years, City resources have been leveraged by over $1 million. The Operation Phoenix Foundation will continue to seek funding for Operation Phoenix and Weed and Seed activities. Project funding will be derived from a variety of sources: Weed and Seed grant funds, grant match, and in-kind services by Weed and Seed partners. Additional funding will come from fundraising efforts of the Operation Phoenix Foundation. In 2006, Dr. Carolyn Eggleston was asked to provide research and evaluation for a grant award from the California Department of Corrections and Rehabilitation Intergovernmental Planning Grant. Dr. Eggleston's Center for the Study of Correctional Education provided excellent research and evaluation. Upon completion of the Intergovernmental Planning Grant, the CSCE was brought on as the external evaluator for the City of San Bernardino Cal GRIP program. Director of the Center, Dr. Eggleston's scholarly emphasis is on correctional/special education. She has served as President of the Correctional Education Association. In addition to editing the Journal of Correctional Education for several years, Dr. Eggleston has authored numerous articles and chapters related to correctional education. Dr. Eggleston is a professor of education for the College of Education. LEVERAGESAN-KIND SUPPORT: The Operation Phoenix Collaborative-a collaborative of city and county agencies will provide leveraged resources for the following: • The City of San Bernardino (City) Police Department: $62,000 in staff time. • City Public Services Department: $79,300 in materials, $21,500 in services. • City Code Enforcement: $53,800 in staff time and $3,800 in materials. • County Department of Public Health: $30,033 in staff time • County Department of Children's Services: $28,800 • County Children's Network/Children's Fund/First 5-San Bernardino: $51,000 • San Bernardino City Unified School District: 63 hours of staff time • San Bernardino County Food Bank: Donated food for celebrations, holiday dinners and snacks for children attending Weed and Seed activities • Faith Temple Church-will provide the site for the City of San Bernardino Weed and Seed program as well as administrative oversight will provide $21,000 in leverages. • Neighborhood Housing Services: Provides volunteers to perform neighborhood restoration projects and outreach • Numerous private companies have donated money, food, prized for raffles, services and entertainment for project activities • Music is the Key of Life Community Family Orchestra Program-will provide $15,000 in in-kind services • Mustard Seed Tutorial Center: $42,900 481Page I 1 RESOLUTION NO. 2009-357 COPY 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 3 BERNARDINO AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE U.S. DEPARTMENT OF JUSTICE FOR WEED AND SEED 4 GRANT FUNDING AND ACCEPT GRANT AWARD FOR THE WEED AND SEED GRANT 5 6 WHEREAS, the U.S. Department of Justice will provide $1 million over a five year period to 7 establish Operation Weed and Seed-a community based multi-agency approach to law enforcement, crime prevention, drug trafficking, and drug related crime in designated high crime 8 neighborhoods; and, to provide a safe environment free of crime and drug use for residents, and 9 WHEREAS, the Weed and Seed strategy brings together Federal, State, and local crime fighting 10 agencies, social service providers, representatives of the public and private sectors, prosecutors, business owners, and neighborhood residents under the shared goal of weeding out violent crime 11 and gang activity while seeding in social services and economic revitalization, and, 12 WHEREAS,the application by the City of San Bernardino proposes to fund community oriented policing activities in the targeted Weed and Seed neighborhoods, and partner with the San 13 Bernardino Police Department, Mustard Seed Tutorial Services, and the Faith Temple Church, to 14 provide enhanced law enforcement and after school programming in the targeted neighborhoods. 15 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 16 17 SECTION 1.
