RESOLUTION NO, 2013-80 1 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 3985 ENTITLED, IN 3 PART, "A RESOLUTION...PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF..." TO ESTABLISH 4 A NO PARKING EXCEPT BY PERMIT AT ANY TIME ZONE ON "K" STREET 5 BETWEEN HILLCREST AVENUE AND MILL STREET, ESPERANZA STREET BETWEEN EUREKA AVENUE AND "J" STREET, HAZEL AVENUE BETWEEN 6 "K" STREET AND "J" STREET, MISSION DRIVE BETWEEN GRANT AVENUE AND THE END OF MISSION DRIVE NAND EUREKA AVENUE BETWEENESPE 7 SOUTH OF GRANT AVENUE, RANZA 8 STREET AND MILL STREET. 9 NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 10 11 SECTION 1. For the purpose of establishing a Residential Parking Permit Program 12 pursuant to San Bernardino Municipal Code Section 10.16.180, Resolution No. 3985,which 13 prohibits parking upon certain designated streets or portions thereof, Section 2-3/4 is amended 14 by adding the following subsections: 15 (6.22)ESPERANZA STREET 16 (A)Between Eureka Avenue and"J" Street, except for the south side 17 Between Eureka Avenue and "K" Street. 18 (6.24) EUREKA AVENUE 19 (A)Between Esperanza Street and Mill Street, except for the west side 20 between Esperanza Street and Huff Street. 21 (8.13) HAZEL AVENUE 22 (A)Between"K" Street and"J" Street. 23 24 (11) "K" STREET 25 (A)Between Hillcrest Avenue and Mill Street, except for the west side between Grant Avenue and Esperanza Street, and except for the east 26 side between Mill Street and the alley located approximately 150 feet 27 south of Mill Street. 28 /// 1 2013-8.0 RESOLUTION . . . The college deeply desires to continue acting as a good neighbor to our surrounding community—as evidenced by: • Our continuing work with the San Bernardino Valley College neighborhood cluster/association to address issues related to lighting,campus police presence in the neighborhood,and more • Securing and publicizing the right for gll students to ride Omnit ens buses for free through 2016 thereby easing parking challenges within the neighborhood • Continuing the long-standing memorandum of understanding to providing more than sufficient free overflow parking at the Pro Swap Meet(632 S.Mt.Vernon Avenue) It is the college's position that SBVC should be allowed to maintain the right to allow non-permit parking along the sides of the streets that border our college--those that are directly connected to the school's property on Esperanaa Street and"K"Street. Posted: 04/29/2013 08:14:00 PM PDT A (LaFonzo Carter/Staff Photographer) SAN BERNARDINO-- San Berardino Valley College has 'ncreased private security patrols_.__.........._._._..._____________ and requested help from city police following a string of robberies targeting students near the campus since January. Similar circumstances surrounded the four most recent incidents,which occurred between March 12 and April 17. The victims were all sitting in cars,or waiting for a bus. "They were all idle in what they were doing," said San Bernardino police Lt. Paul Williams. Concern over the robberies prompted the college to hold an open forum last week,said college spokesman Craig Petinak.College and police officials gathered on Tuesday to talk to around 50 staff and faculty members,as well as about 50 students. "We've secured some additional private security to be on and around the campus every weekday from the early morning through the late evening to maintain the safety of our students,staff and faculty," Petinak said. 2013-80 Extra patrols will continue through the end of the semester. Police continue to investigate all of the incidents,but there have been no arrests. Williams said officers have been patrolling the school between other calls. A man was robbed at gunpoint Jan. 17 at 6:10 p.m.on K Street, south of College Drive, according to the college.Two robbers were involved,but no further information was available. Another robbery occurred March 12 in the 700 block of South Mount Vernon Avenue at 9:36 p.m. Police said an 18-year-old man and a 17-year-old boy approached a woman who was sitting at a bus stop.The victim was talking on her cell phone. The younger teen grabbed the woman's phone and struck her face with the back of his hand, Williams said. A woman was also struck in another incident March 28. The woman and her boyfriend were sitting in a car at the corner of 4 2a ,M' (LaFonzo Carter/Staff Photographer) K Street and College Drive at 8:54 a.m. listening to music on an iPad when a man armed with a gun approached them. "He opened up the passenger door where the female was sitting,demanded property,struck her in the face with the butt of the handgun and then took the iPad and fled," Williams said. Two robbers approached a woman in a business parking lot across the street from the college April 4 at 7:39 p.m. Students often park their cars in the lot. When the victim began to get in her car,one of the men pointed a handgun at her and demanded her property. She complied,although it was unclear what she gave them. Police said both men are 25 years old and about 170 pounds. One has short hair and wore a black hooded sweatshirt. 2013-80 Less than two weeks later,two robbers approached a woman who was sitting in her car in the 1200 block of West Esperanza Street. Police said one of the robbers struck the woman with a gun and ordered her to get in the back seat. She jumped out of the car instead,but the men grabbed her and one slammed her against the car. The robbers got into the car and drove away.They are both black,in their 20s and wore red baseball hats and dark clothing. One is heavy set and the other was armed with a silver handgun. Police found the woman's car abandoned nearby the following day. Security guards could be seen walking around campus and on streets surrounding the school on Friday.It was a welcome sight for students. "I've been really paranoid about leaving my car," said Sahira Robles, 19,who is a general education student. Robles says she avoids parking where there aren't a lot of other people around,out of fear that she might be targeted. Lalanie Ruiz, 30,a child development student at Valley College,said she's been trying to park and walk with friends to and from campus.But since the robbers approached pairs of people in some cases, she says even that's not a guarantee of safety. My Husband and I are admittedly opposed to permft parking. The entrance of our home faces Eureka,and yes many students park in front of our home. Valley College as nice as it looks with Its new buildings and upgrades has failed to provide adequate parking for its student's; therefore causliirtheWto park as far as 2 blocks-away-on-residential streetsiirtaffeet-causing safety risks, no security,or safe lighting for their students. We are opposed to permit parking because the street in front of our home Is PUBLIC parking; open to the public whether it Is a resident,student,or any other person. We are an elderly couple and are very fortunate to have our adult children,friends and family check in on us,and visit with us. It is highly inconvenient and unfair to dictate who can park in front of your home. To place permits on certain or all persons is wrong,and a violation of the law. Please take into consideration that we are talking about public property not private property. And the lack of poor planning on the part of San Bernardino Valley College should not be placed on the public. PUBLIC PARKING IS FOR EVERYONE.
