TAKING ACTION AGAINST GRAFFITI
OCTOBER 2009 GRAFFITI UPDATE TO THE MAYOR AND COMMON COUNCIL
Eradication—FROM JANUARY 2009—SEPTEMBER 2009
■ 13,230 Work orders have been closed this year:
2445 in the month of October
■ 3,083,189 Square Feet of graffiti removed:
402,685 sq. ft in October
■ Average time to close out a work order is still at 24 hours
■ Graffiti Team met with San Bernardino High School to discuss the creation of a graffiti abatement and
beautification program with the school's faculty and students. This program will be used as a prototype for
future programs with other City schools.
■ Scheduled a recurring Graffiti Roundtable meeting with all of the S13 TAAG partner agencies who are
involved with graffiti eradication and enforcement to maintain an open line of communication with all of
the agencies.
■ In October, 271 surveys were submitted by residents via SB Access Online. Results show that 98% of the
time, expectation were met or exceeded. (CRM customer service survey results are attached)
Education
■ Meeting this week with the Chamber of Commerce to discuss partnership.
■ Working with Probation to create a diversion program for first time, youth offenders through the Youth
Justice Program.
■ Utilizing new program with SBHS to identify effective ways to make students aware of the cost of graffiti
and to encourage student involvement.
■ Design community outreach program with Communications Manager
Enforcement
• Sergeant Dwight Waldo, an expert in the field of graffiti and graffiti related crimes has been reassigned to
the SBPD GTF. From 2000 to 2008, when Sergeant Waldo was reassigned out of graffiti, the SBPD GTF
had the highest arrest rate, per officer, of its type in the country, with a 100% conviction rate. Sergeant
Waldo's reassignment to the GTF is a crucial addition to the SB TAAG initiative and they City is lucky to
have his expertise on our side.
• In September, the SBPD Graffiti Task Force (GTF) had 25 arrests issued 5 search warrants. The GTF open
21 new cases for graffiti related crimes.
• GTF taught a session of the Community Police Academy as well as attended the Valley College
Neighborhood Association to teach the City's residents about graffiti vandalism and their involvement in
the SB TAAG initiative.
■ GTF Participates in monthly Graffiti/Gang meeting with the SBCUSD PD to share information about
taggers and gang affiliations.
Next Steps
• Assist Probation with developing the curriculum for the Youth Diversion Program
• Continue to work with City Departments to develop a restitution fee and enforcement ordinance
