HomeMy WebLinkAbout19- City Manager's Office CITY OF SAN BERNARDINO Presented by: Catherine Pritchett City Manager's Office �S Date: October 19, 2009 TARING AMON AGAINST GRAFFITI SEPTEMBER 2009 GRAFFITI UPDATE TO THE MAYOR AND COMMON COUNCIL Eradication • Work orders closed from 1/1 —9/30: 10,316 (1042 in the month of September) • Square Feet of graffiti removed 1/1 —9/30: 2,680,504 (Almost 464,000 square feet more than the last report) • Average time to close out a work order is still at 1 day • Graffiti Hotline at 384-5250 is now answered by a Customer Service Rep to ensure the crews are getting all of the information they need to address the report. • Police Chief and City Manager's Office met with Graffiti Crews to get a better understanding of what they need from staff and residents to do their job. • Requested a contact list for other departments involved with graffiti abatement • Crews have a great working relationship, team work and sense of pride • A now City Employee,who worked with former contractor,praised the work the City has done and is proud to be part of the team Education • Finishing touches to the SB TAAG brochure that will be available through all City facilities, parks,rec centers, local businesses and partner agencies. • Planning on making a presentation to the Chamber of Commerce ✓ Staff recognizes the value of partnering with local business owners, and having an open line of communication Enforcement • In September,the SBPD Graffiti Task Force (GTF) issued 7 search warrants and had 16 arrests • SBPD GTF hosted the So Cal Graffiti Task Force at the SBPD • Agencies from around So Cal—Oxnard, LAPD, High Desert • Shared information regarding costs analysis for cleanup • Staff is working with the City of Oxnard to develop a restitution amount to be adopted by M/CC • GTF had a ride-a-long with SB SUN and has received favorable reviews over the past month • GTF conducted plain clothes enforcement at the Orange Show Rave, resulting in two graffiti related arrests Accomplishments • Staff met with DA, Juvenile Court and Probation to discuss an process to ID graffiti offenders, and to have them placed by probation into City parks for graffiti abatement and beautification • Staff working with County to lease a van to transport youth convicted of graffiti related offenses to area of the city in need of beautification Next Steps • Researching possible diversion programs for first time offenders • Making contact with San Bernardino City School District to bring graffiti education to schools • Work with City Departments to develop a restitution fee and enforcement ordinance • Design community outreach program Next update will be provided by Chief Kilmer on November 16rfi, 2009 1ok 0r pa
