SCAG staff was directed to prepare a Southern California Economic Growth Strategy and they are proceeding with that effort. As part of the strategy, SCAG hosted a conference on December 2, 2010 called Southern California Road to Economic Recovery Summit at which they developed a unified message to the Governor-elect, State legislative leaders, the Regional Council, cities, counties and business leaders to work together in the next year to remove State-related economic impediments to economic growth. SCAG has asked all member agencies to adopt the attached resolution supporting "Business Friendly Principles"to demonstrate Southern California's commitment to this effort. The attached resolution provides the following four basic business friendly principles: Principle One—Economic Development as a Priority Principle Two—Business Partnership(as an expected outcome) Principle Three—Business Responsive Processes(as an expectation) Principle Four—Attractiveness to Business Investment(as a consequence) To date, every city and county in the Inland Empire with the exception of the Cities of Grand Terrace, Chino Hills, and San Bernardino has adopted the resolution. The Cities of Chino Hills and GrandTerrace are expected to adopt the resolution by the end of December. FISCAL IMPACT There is no anticipated negative fiscal impact from the adoption of these principles. RECOMMENDATION: Adopt the Resolution in support of "Business Friendly Principles" as part of the Southern California Association of Governments' ("SCAG's") development of a Southern California Economic Growth Strategy. Copy 2 RESOLUTION BY THE CITY OF SAN BERNARDINO IN SUPPORT OF `BUSINESS 3 FRIENDLY PRINCIPLES" AS PART OF SLAG'S DEVELOPMENT OF A 4 SOUTHERN CALIFORNIA ECONOMIC GROWTH STRATEGY 5 WHEREAS, The City of San Bernardino is a member of the Southern California Association 6 of Governments (SCAG) who is engaged in the development of a Southern California Economic 7 Growth Strategy; 8 WHEREAS, The City of San Bernardino supports working with SCAG and other key 9 economic development stakeholders to improve the Southern California economy; 10 WHEREAS, The City of San Bernardino is a business friendly municipality and seeks to 11 establish numerous practices to encourage economic growth within its community; 12 NOW, THEREFORE BE IT RESOLVED,BY THE MAYOR AND COMMON COUNCIL 13 OF THE CITY OF SAN BERNARDINO,CALIFORNIA AS FOLLOWS: 14 SECTION 1.
