2"d Reading of an Ordinance authorizing the establishment of a 50 m.p.h. speed limit on
Alabama Street between 3`d Street and the southern City Limits.
Backeround•
The City of Highland recently completed a study to establish a speed zone on Palm
Avenue/Alabama Street between Base Line Street and the southern Highland City limits. The
City of San Bernardino shares jurisdiction with the City of Highland over Alabama Street
between 3`d Street and approximately %z mile south of 3`d Street. Consequently they have asked
for our concurrence to establish a speed zone within this section of Alabama Street.
The City of Highland's study found that the speed limit within this section of Alabama Street
should be posted at 50 miles per hour. Engineering staff concurs with the findings and
recommendations of the study conducted by the City of Highland and; therefore, recommends
that a 50 miles per hour speed limit be established on Alabama Street between 3`d Street and the
southern City limits located approximately % mile south of 3 d Street.
Financial Impact:
The estimated cost of$ 300.00 for installing a new speed limit sign and pavement marking will
come from the Street Maintenance Account No. 001-400-5111-0000-0093.
Account: 001-400-5111-0000-0093 Budgeted Amount: $_255,000
Balance as of 10/25/10: $ 60,503 Balance after the approval of this item: $ 60,203
Please note this balance does not indicate available funding. It does not include non-encumbered
reoccurring expenses or expenses incurred, but not yet processed.
Recommendation:
Lay the Ordinance over for final approval.

Speed Survey Evaluation Report
Speed survey conducted on Alabama Street
Between 3rd Street and Redlands City Limit South of Santa Ana River,
approximately 1.2 miles south of V Street
Speed Limit during survey Statutory 55 MPH
Proposed posted speed 50 MPH
Evaluation:
The section of Alabama Street to the Redlands city Limit is partly on a rolling grade and a
light grade. It traverses industrial uses, Airport land and vacant land. The section is
improved with two travel lanes. It has one lane in each direction, beyond the transition
south of 3`d Street.
There have been 4 accidents (collisions) on this segment in the past three years.
The critical speed (85th percentile) for northbound and southbound is 51 mph.
The median speed (50th percentile) for northbound and southbound is 48 mph.
In accord with the California Supplement to the MUTCD, the speed limit is rounded to the
nearest 5 miles per hour and the speed limit must be the same for each direction on an
undivided roadway. The collision rate is 0.27 accidents (collisions) per million vehicle
miles, which is below the Caltrans base rate for two lane roadways which is 1.30 per million
vehicle miles. The speed data provides for an adjusted speed limit of 50 mph.
The City has conducted an Engineering and Traffic Survey on Alabama Street in the above
area, in accordance with the requirements of the City of Highland. The Engineering and
Traffic Survey show that the posted speed should be 50 miles per hour.
Therefore, the posted speed limit is recommended to be 50 miles per hour.

STREET BETWEEN THIRD STREET AND THE SOUTHERN CITY LIMITS
4 APPROXIMATELY% MILE SOUTH OF 3RD STREET.
5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
6 DO ORDAIN AS FOLLOWS:
7 SECTION 1: Section 10.52.050 of the San Bernardino Municipal Code is
8 amended to add the following street to those currently listed in Section 10.52.050:
9 " 10.52.050 FIFTY MILES PER HOUR

In accordance with and pursuant to the authority of Sections 22357,

12 22358, and 22360, of the California Vehicle Code, the Mayor and Common Council do
13 hereby determine and declare upon the basis of an engineering and traffic survey that a
14 speed limit of fifty miles per hour shall be established upon the following streets or
15 portions thereof in the City:
16 Alabama Street: Between Third Street and the Southern City Limits
17 (approximately '/2 mile south of Third Street)."
