November 5, 2009: Mayor and Common Council authorized the execution of a contract with AECOM for the development of an Energy Efficiency&Conservation Strategy(EECS)as well as the development of a larger Climate Action Plan. February 1,2010: Mayor and Common Council authorized the submittal of the Energy Efficiency and Conservation Strategy and application for the remaining$1,704,600 for programs and projects to be funded through the Energy Efficiency and Conservation Block Grant Program. Backaround• On February 17, 2009 President Barack Obama signed into law the American Recovery and Reinvestment Act (ARRA) of 2009. The ARRA allocates funding to many programs, including health care, energy, infrastructure, education, and public safety. The total funding allocation of $828 billion consists of: $396 billion for upgrades to transportation, infrastructure, construction, health care programs, education and housing assistance, and energy efficiency projects, $288 billion in personal and business tax credits, and $144 billion in state and local fiscal relief. One of the new programs receiving funding from ARRA is the Energy Efficiency & Conservation Block Grant (EECBG) Program. The EECBG Program received $3.2 billion in nationwide funding; of that, $2.8 billion was made available as direct allocation grants to cities, counties, states and Indian tribes; the remaining $400 million will be made available through a competitive grant process. The City of San Bernardino received a direct allocation of$1,954,600. On November 5, 2009, the Mayor and Common Council authorized the execution of an agreement with AECOM for the development of an Energy Efficiency & Conservation Strategy, along with the development of a Sustainability Master Plan (SMP). The Energy Efficiency & Conservation Strategy has been developed and is currently being implemented using the City's EECBG funding. The development and implementation of the City's SMP serves a critical role in the attainment and implementation of the regulations outlined in AB 32 as well as SB 375. AB 32 called for a decrease of overall greenhouse gas emission levels to 1990 levels by 2020. In order to do this there are many companion efforts occurring such as greenhouse gas (GHG) emission inventory being conducted by the San Bernardino Associated Governments and to which the City of San Bernardino is participating in. To develop the City's Sustainability Master Plan, AECOM has recommended it include six primary areas: Energy, Water, Land Use, Waste, Green Infrastructure and Transportation. In an effort to obtain expert input, local knowledge and community support, and based on recognized local best practices and advice from AECOM, a Sustainability Advisory Task Force is being formed. The Task Force will consist of representatives from a variety of industry and community sectors to provide a comprehensive and balanced approach in the development of goals, strategies and measures to reduce the overall carbon footprint of the City. Based on research of other cities, local best practices and their professional experience, AECOM recommends the Task Force consist of representatives from the following industries and community sectors: Building Industry, Green Building Council, Utilities, Local Business, Community-Based Organizations, Environmental Organization, Labor & Management Organization, Regional Planning Agency, Local Planning Agency, and Education. The Task Force will provide quarterly updates to the Mayor and Common Council as to the progress of the effort. Fiscal Impact: There is no fiscal impact associated with the creation of the Task Force. Recommendation: Adopt Resolution Authorizing the Formation of an Advisory Task Force to Assist in the Preparation of a Sustainability Master Plan for the City of San Bernardino. cc I RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 3 BERNARDINO AUTHORIZING THE FORMATION OF AN ADVISORY TASK FORCE TO ASSIST IN THE PREPARATION OF A SUSTAINABILTY MASTER PLAN 4 FOR THE CITY OF SAN BERNARDINO 5 WHEREAS,pursuant to the American Recovery and Reinvestment Act of 2009,the Cit 6 of San Bernardino received a direct allocation of $1,954,600 under the Energy Efficiency 7 Conservation Block Grant Program (EECBG); 8 9 WHEREAS, consistent with authorized uses of EECBG funds, on November 5, 2009 10 the Mayor and Common Council authorized the execution of an agreement with AECOM for th 11 development of a Sustainability Master Plan (SMP) for the City of San Bernardino; 12 WHEREAS, based on their professional experience in developing sustainability 13 programs in other communities, AECOM has recommended the City of San Bernardino form an 14 advisory task force to assist in the preparation of the SMP, comprised of representatives from 15 diverse group of industry and community sectors; 16 17 NOW THERFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 18 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 19 SECTION 1. The City Manager is hereby authorized to form the Sustainability Mastei 20 Plan Advisory Task Force to assist the City in preparing the SMP. At a minimum, the Task 21 Force shall consist of representatives from the following industry and community sectors: 22 Building Industry, Green Building Council, Utilities, Local Business, Community-Based 23 24 Organizations, Environmental Organization, Labor & Management Organization, Regional 25 Planning Agency, Local Planning Agency, and Education. 26 SECTION 2.
