Establishment of Salaries for Police Department Ranges P4, P-5, P-6, and P-7, Effective August
1,2012 (Police Management Bargaining Unit).

Financial Impact:
The City's FY 2012-13 Charter 186 salary increases for Police Management total $137,997.
Motion 1: Establish salaries for Police Department Ranges P-4 (Lieutenant), P-5 (Captain),
P-6 (Assistant Chief), and P-7 (Chief), effective August 1, 2012; and
Motion 2: Authorize the Human Resources Division Manager to amend Resolution No.
6429 to reflect the above action; and
Motion 3: Authorize the Director of Finance to amend the FY 2012-13 budget.
Synopsis of Previous Council Action:
v On January 9, 2012, Mayor and Common Council approved the established salaries for Police
Department Ranges P-1 (Police Officer), P-2 (Detective/Corporal), P-3 (Sergeant), P-4
(Lieutenant), P-5 (Captain), P-6 (Assistant Chief), P-7 (Chief) and Law Enforcement Trainee,
effective August 1, 2011, and authorized the Director of Human Resources to amend Resolution
No. 6429 to reflect this action.
Backeround:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached for the 10 cities to be used
for this year's calculations. The salaries of those 10 cities have been averaged to determine 2012
salaries for Police Management classifications.
The ten cities agreed upon for the above classifications are:
Costa Mesa Pomona
Fullerton Roseville
Hayward San Buena Ventura
Huntington Beach Sunnyvale
Murrieta Thousand Oaks

Adding annual fringe benefits and other salary-driven costs (CalPERS, Unemployment,
Medicare), which rise with salary increases, the projected increased General Fund cost for
salaries and benefits for the Police Management Unit for FY 2012/13 is $137,997.
