Description: None Finance: Council Notes: Agenda Item No. 28 to-�- rd CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Naming of Parks in the 5"' Ward Backeround: At the April 5, 2010 Mayor and Common Council Meeting, Item#25, "Policy for Naming Public Facilities", Council Member McCammack made a substitute motion, seconded by Council Member Kelley, that no action shall be taken to name any public facility or amenity until a formal policy is adopted by the Mayor and Common Council, except for those parks that have been previously been named in the Fifth Ward by Councilman Kelley. The motion passed. The North End of our city is experiencing an expansion of housing development and as a result, Council Member Kelley has negotiated parkland space with the developers in these new neighborhoods. As has been the past practice, the newest parks have been named for some of the most distinguished citizens in our city and nation whose contributions have made a lasting impact for all. In naming the newest parks this tradition will be continued by recognizing individuals in our community who have been pioneers in the founding of our city and who have been among the first to make significant contributions in their respective fields serving the common good of all. Financial Impact: None. Recommendation: That the following parks be named in the Fifth Ward: Dirk Kempthorne Jack Hill Evlyn Wilcox Allen Gresham Lyman/Rich(Amasa M. Lyman/Charles C. Rich) 2 ACTION TAKEN BY COUNCIL TO APPROVE NAMING OF PARKS IN 5TH WARD: 12/19/05: Tom Minor Park approved 8/21/06: Norm Johnson Memorial Park approved 1/22/07: Naming of Freddie Spellacy, President Ronald Reagan, and Jack Reilly parks approved 6/18/07: Veterans Park approved 3/15/10: Council Member Kelley stated that he would like the name of Dick Kempthorne to be considered for one of the parks. Motion approved that the matter of developing a formal policy for naming public facilities be referred to the Legislative Review Committee to work with staff to develop a formal policy for Mayor and Common Council Approval 4/6/10: Motion approved that no action shall be taken to name any public facility or amenity until a formal policy is adopted by the Mayor and Common Council, except for those parks that have previously been named in the Fifth Ward by Councilman Kelley. (Brinker, Shorett and Johnson voted no) According to James Funk, former Director of Development Services, under the City's Specific Plan of Development, all parks and streets around the university were to have a theme relative to the university. One park was supposed to be named Regency Park; however, it was renamed by Council member Kelley in honor of Freddie Spellacy. Mr. Funk stated that he wasn't aware of the name change until he received an invitation to attend the dedication. Mr. Funk also stated that there was supposed to be a Chancellor's Park but he doesn't know if Mr. Kelley has another name for that park since he knows that Mr. Kelley has renamed parks for various people. 0�8
