Synopsis of Previous Council Action:
April 6, 2009: Resolution 2009-74 authorizing the obligation and expenditure of the allocated
FY 2009/10 Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) Funds;
and authorization for the Chief of Police or his designee to apply for the COPS Hiring
Recovery Program (CHRP) to fund the restoration of up to 22 sworn police officer positions.
On December 29, 2009, the Personnel Committee recommended this item for approval.
Recommended Motion:
1. Establish the classification of Community Relations Assistant, Range 440, $22.98 -
$27.94 per hour.
2. Establish the classification of Police Cadet, Range PIT, $13.50 - $15.50 per hour.
3. Approve Job Descriptions for Community Relations Assistant and Police Cadet.

Subiect:
Establish part-time classifications of Community Relations Assistant and Police Cadet in the Police
Department.
Background:
The San Bernardino Police Department is in need of personnel resources to strengthen the
organization's ability to communicate with the diverse San Bernardino community and to compliment
the Neighborhood Watch Program. On April 6, 2009 the Mayor and Common Council approved grant
funding to establish the classifications of Communications Relations Assistant and Police Cadet which
will facilitate increased communications and a better partnership between the San Bernardino
community and the Police Department.
The Community Relations Assistant will provide customer service and promote activities designed to
open avenues of communication, assist with the planning and execution of various community events
and meetings, and recommend solutions to problem areas being raised by citizens in the community
(see attached job description for a complete list of duties and responsibilities). The hourly salary range
recommended is $22.98 - $27.94 which is comparable to a similar position in the Fire Department.
The Community Relations Assistant is a part-time classification, and employees hired into this position
cannot exceed 1,000 hours worked in a fiscal year.
The Police Department is also recommending the establishment of a Police Cadet classification. A
Cadet program has been designed for adults between the ages of 18-24. The Cadet program is
intended to better qualify Cadets for their eventual transition into the position of Police Officer and/or
other career positions within the department. The position may assist the public; file reports, answer
telephones, and assist with fleet transportation and maintenance on a part-time basis (see attached job
description for a complete list of duties and responsibilities).

Police Cadets will work approximately 20 hours per week, with a starting hourly wage of $13.50.
Based on the survey, the recommended hourly salary steps are as follows: Step 1.) $13.50 Step 2.)
$14.50 Step 3.) $15.50. Employees hired into this position cannot exceed 1,000 hours worked per
fiscal year.
Financial Impact
There is no impact to the General Fund from these actions. The intent of this report is only to establish
the classifications and pay ranges for the positions of"Community Relations Assistant'and"Police
Cadet." The Police Department anticipates that there will be savings in JAG grant monies to fund
some or all of these positions. Once staff has identified the amount of JAG funding or other funding
available they will seek approval to fill a specific number of positions.

JOBSUMMARY
Under general supervision, the Police Cadet performs a wide variety of tasks such as filing of reports;
assisting the public; answering telephones; handling counter traffic at the front desk, records, and traffic
windows; completes assigned police reports; provides assistance as needed in all divisions of the police
department; and performs related work as required.
The general purpose of the police cadet program is to regimen young, well-qualified men and women to
participate in an organized on-the-job training, which includes instructions in the duties, responsibilities,
methods, and techniques of the department. The programs are designed to better qualify the Police
j Cadets for the position of police officer or other positions inside the police department.The Police Cadets
y perform a wide variety of tasks that would otherwise be provided by sworn or professional staff
employees.
DISTINGUISHING CHARACTERISTICS
Police Cadet is a part-time single level class in the police department.Incumbents are assigned in various
divisions and receive supervision from department sworn and professional staff personnel. Most
assignments involve regular interaction with citizens and require the ability to remain calm and courteous
in dealing in person and by telephone with members of the public who may be very upset or hostile. Has
knowledge of police functions, procedures and rules. Police cadets are expected to handle increasingly
more difficult assignments under general supervision.Police Cadets will be part-time employees nonnally
scheduled to work 20 hours a week. Police Cadets work a varied work shift, including nights, weekends
and holidays. This is a non-career position and does not qualify for benefits.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be
performed. The omission of specific statements of duties does not exclude them from the position if the
work is similar,related or a logical assignment to this class. The Police Cadets perform a wide variety
of tasks under the direct supervision of the unit to which they are assigned. Tasks include, but
are not limited to,the following:
1. Filing of records in the Records unit. j

2. Answering telephones and handling counter traffic in the Records Unit.
3. Taking fingerprints of citizens.
4. Operates a variety of office equipment including telephones, copiers, typewriters, facsimile
machines and computers;operates two-way radios.
5. Drives a vehicle on City business and assists with vehicle transportation.
6. Order and stocks office supplies and forms; receives and distributes mail; distributes fliers,
notices and announcements.
7. Assisting with the telephones and radios in the Dispatch Unit.
8. Preparing miscellaneous counter police reports for the Patrol Division.
9. Assisting with crime prevention and safety programs with the Crime Prevention Unit.
10. Assisting with property and evidence control tasks.
11. Special projects/special events.
QUALIFICATIONS
Knowledge of:
1. Operations,services, activities and terminology of a police department.
2. Standard record keeping methods and procedures including methods and techniques for receiving,
creating and processing crime, missing person,traffic accident and related reports.
3. Operational characteristics and legal requirements regarding the use of law enforcement
computerized and telecommunications equipment and programs.
4. Department policies, procedures, standards and codes applicable to areas of assigned
responsibility.
5. Office practices and procedures,including filing.

Education,Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high
school or G.E.D. equivalent, and law enforcement-related experience which provided familiarity with
departmental training requirements; or an equivalent combination of training and experience. The
minimum requirements to qualify are listed below:
1. High school graduate or G.E.D. equivalent.
2. Must be 18-24 years of age.
3. Willingness to work a minimum of 20 hours per week (up to 40 hours during
summer/breaks).
4. A valid California driver's license.
5. Have not been convicted of a felony or other disqualifying crimes.
6. Ability to successfully complete a background investigation. Which includes fingerprinting;
complete criminal history,record check,polygraph and a medical history.
7. Proper English usage, spelling, grammar and punctuation as used in written and oral
presentation.
8. Ability to interact effectively with the public using problem solving skills and sound
judgment.
9. Ability to perform basic mathematical functions.
10. Ability to read and comprehend difficult written materials.
11. Ability to testify credibly in court.
12. Willingness to work weekends and holidays.
13. Maintain confidentiality of privileged information.

DESIREABLE QUALIFICATIONS
1. Enrollment in an accredited college or university with a minimum of 9 units.
2. Maintain a 2.0 grade point average(GPA).
3. Excellent organizational skills and the ability to manage multiple projects.

5. Department policies, procedures, standards and codes applicable to areas of assigned
responsibility.

DISTINGUISHING CHARACTERISTICS
The Community Relations Assistant is a part-time, single level class in community relations.
Incumbents will develop, administer, coordinate and perform community outreach activities and
programs; maintain a liaison with community members; organize and carry out a variety of
administrative support functions; attend meetings on behalf of the Chief of Police.
They are expected to be knowledgeable and carry out assignments with minimal supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
