Backeround: On July I, 2009, the San Bernardino Associated Governments (SANBAG) approved a $31. 4 million Local Stimulus Program (LSP) for the local agencies within the County of San Bernardino. The City of San Bernardino has been approved for an allocation of $2,898,703 by the SANBAG Board of Directors. The City has 36 months to identify eligible projects, and complete the projects from the date of the LSP allocation letter. Local Stimulus Program eligible projects mirror the eligible projects defined in the Measure I 20 I 0-2040 Strategic Plan for Local Streets Programs. To be eligible, the work must be for street and road purposes, all projects must be submitted to SANBAG for approval before becoming eligible for reimbursement. Due to the weak economy and State budget constraints, all Proposition IB funding has been frozen. Rather than waiting for the Prop IB funds to become available staff proposes to use the LSP funds to complete projects that were previously budgeted using Proposition IB funds and this will allow staff to deliver these projects in a more timely manner. In addition to substituting Proposition IB funds with LSP funds, staff also recommends using the LSP funds on projects previously budgeted with other funding sources, This will allow the savings to be used in the future for the City's share of the I-IO/Tippecanoe project. Staff has checked with the State and no amendment to the Proposition IB report is needed until the next reporting period. Financial Impact: The allocation of $2,898,703 will be paid to the City after the projects are completed and a request for reimbursement has been made to SANBAG. Requests can be made every 30 days. The list of proposed Local Stimulus Program (LSP) funded projects is attached, Recommendation: I. Approve the list of Fonnula Stimulus funded projects, 2. Amend the Capital Improvements Program to show the new funding source, 3. Authorize the Director of Finance to amend the FY 2009-2010 Capital Improvements Budget by increasing the Street Construction fund by $2,898,703 and appropriate these additional revenues to the various projects as specified in the attachment. 2 02/08/201011:43 AM Attachments: List of projects 3 02/03/20103:18 PM Attachment 1 Move out of Move out of Move out of Move out of Move into CIP Prop1B Traffic Local Regional Street Fund Circulation Circulation Number Accou nt Systems Account Accou nt Account (258) Account (250) (263) (264) (242) SS06-05 $ 141,390 $ 141,390 SS09-15 $ 160,000 $ 160,000 SS09-17 $ 91,500 $ 91,500 SS09-08 $ 100,000 $ 100,000 SS09-06 $ 42,000 $ 42,000 SS09-04 $ 119,000 $ 119,000 SS09-03 $ 125,000 $ 125,000 SS08-17 $ 234,000 $ 234,000 SS06-17 $ 65,000 $ 65,000 SS 1 0-03 $ 155,000 $ 155,000 TC04-35 $ 47,800 $ 140,000 $ 200,000 TC07-01 $ 6,200 $ 192,500 $ 200,000 TC08-09 $ 200,000 $ 350,000 Total $ 1,280,690 $ 6,200 $ 332,500 $ 200,000 $ 1 982,890 Note: The remaining $915,813.00 will remain with SAN BAG and be applied toward the acquisition of right-of-way on the 1-10/Tippecanoe interchange project.
