Catholic Charities of San Bemardino/Riverside assists families of in the community who are low
income or suffering crisis. Catholic Charities provides services that increase the health, safety and
stability of families by offering counseling programs, housing services, immigration assistance, and
emergency assistance during times of tragedy. The 5016 also networks with community based
organizations to refer those in need to the appropriate agencies.
Catholic Charities is "Celebrating 30 Years of Service" to families in San Bernardino County by
hosting a Block Party and Community Health Fair on March 200i, 2010. This event will be held on
D Street between 130' and 160' Streets from 10:00am to 3:00pm, and will include a children's play
area, live entertainment and information booths.
On January 250i, Catholic Charities requested a waiver of City fees for this event, which includes:

Financial Impact
A waiver of fees for City personnel and equipment in the amount of$3600.61 from the Civic and
Promotion Fund to various City Accounts.
Recommendation
That the Ways and Means Committee recommend approval of this fee request to the Mayor and
Common Council.

Dear Ways & Means Committee:
For 30 years, Catholic Charities has been "Providing Help, Creating Hope" for families in
San Bernardino County. Our March 20th Block Party/Community Health Fair
"Celebrating 30 Years of Service" will celebrate these 30 years by benefiting children
and families in the community we serve. In the backdrop of a festive atmosphere of
music, food and celebration, and in partnership with agencies we have worked with
through the years, we will provide important health information and services that will
increase the health and welfare of children of every age and provide their parents with
resources to support their healthy development.
Our event is planned for Saturday, March 201h from l Oam to 3:00pm. This event will span
three blocks of D Street (north of Baseline between 13th and D to 16th and D Street) in
"neighborhood block party" fashion. The children's area will fill the parking lot of
Catholic Charities' Administrative Office located at 1450 North D Street, with the
stage/entertainment area located in the parking lot of our offices at 1441 North D Street
(directly across the street).
"Celebrating 30 Years of Service" occurs one year after our very successful "Hearts of
Neighbors Helping Neighbors" event, where we welcomed over 2,500 registered guests
who benefited from our first major community health fair-- a multi-agency event which
was held on the grounds of Community Hospital of San Bernardino. In the current
economic downturn, we find that families seeking tangible services attend events of
this nature to receive information and help, indicating that this event is beneficial to
children and families in our community. In our experience, we find there is more of a
need for events of this kind than there was in the past.
Attached is a brief history of Catholic Charities. We respectfully request a waiver of the
necessary city fees which are required to provide the residents of San Bernardino with
this beneficial event.

ACTION STATEMENT
Catholic Charities provides compassionate social services that respond to
the suffering of the vulnerable and those in crisis in our local communities.
Established in 1980, Catholic Charities San Bernardino/Riverside has been providing necessary
social services throughout the Inland Counties for nearly 30 years. It is the mission of the agency
"to provide services that impact family, neighborhood, and society so that people's lives are
filled with hope". Catholic Charities San Bernardino/Riverside is well known throughout the two-
county area for its experience, funded programs, and collaborative networks available to serve
the community.
Catholic Charities is committed to making a real difference in the lives of the poor and those in
crisis by providing services that increase the health, safety, and stability of families. Services are
provided in a culturally relevant manner and are based on individual/family needs and vary
from prevention-based to crisis-based. It is our experience that by alleviating the immediate
suffering of others, families are then empowered to move toward a more hopeful future for
themselves and their children. As a 501(c)3 public benefit corporation, Catholic Charities assists
families in need with competent and compassionate social services regardless of religious
affiliation.
The agency is committed to enhancing the functioning of individuals and families who often
have limited resources and may be facing multiple issues or problems. Thousands of families
benefit from the work of Catholic Charities each year. In FY 2007-2008, Catholic Charities
provided necessary social services to nearly 20,000 low-income households throughout San
Bernardino & Riverside counties.
The programs of Catholic Charities cover an enormous geographic area (27,000 sq. miles) with
numerous service sites throughout San Bernardino and Riverside counties.
PROGRAMS AND SERVICES
A wide range of services are provided by Catholic Charities staff and volunteers throughout our
local communities. Major programs of the agency include:

(2) Counseling Programs
(3) Immigration & Citizenship Programs
(4) Volunteer Outreach Programs
Special Programs of the agency include:

THAT I, Patricia Franks, Assistant Secretary of Catholic Charities San
Bemardino/Riverside, a non-profit corporation in the state of California, do certify that the
following resolution was passed by a vote of the Board of Directors of said Corporation,
and that all members were requested to vote to accept the following resolution:
WHEREAS:
1. Proposals and applications for grant funding that are submitted by staff
working at the various Catholic Charities offices in both San Bernardino and
Riverside Counties require a Board resolution authorizing the signer of the
proposal or grant application to act on behalf of the Board of Directors;
2. Such authorization frequently can be obtained only by a telephone poll of the
Board of Directors; and
3. Simplification of this authorization process would help expedite the
submission of proposals and grant applications.
NOW THEREFORE BE IT RESorv6 THAT:
1. The Board of Directors of Catholic Charities San Bemardino/Riverside hereby
authorizes the Chief Executive Officer of Catholic Charities San
Bernardino/Riverside to submit proposals and apply for grants on behalf of the
Board of Directors of Catholic Charities San Bemardino/Riverside for the benefit
of Catholic Charities San Bemardino/Riverside.
2. The Board of Directors of Catholic Charities San Bernardino/Riverside hereby
authorizes the Chief Executive Officer of Catholic Charities San
Bernardino/Riverside to sign proposals and grant applications on its behalf.
3. This authorization supersedes and cancels any authorization previously given to
any staff person to submit and/or sign proposals and grant applications.
4. If the grant applications authorized by this resolution are approved, the Chief
Executive Officer of Catholic Charities San Bernardino/Riverside is authorized to
sign the Standard Agreements and any subsequent amendments for the
purposes of these grants.
5. All proposals that are submitted, all grant applications, all Standard Agreements
and any subsequent amendments for the purposes of these grants that are
signed by the Chief Executive Officer shall be presented to the Board of Directors
at the next Regular Meeting for their information.
