STAFF REPORT
Subject:
Authorization to establish a 3-way stop at the intersection of Mayfield Avenue and 59`h Street.
Background:
Development Services Staff received a re Vest from area residents to install a 3-way stop at the
intersection of Mayfield Avenue and 59 Street. The requestors felt that installation of the
requested 3-way stop would improve the intersection's operation.
Both Mayfield Avenue and 59a' Street are classified as local residential streets within this area
and both streets have low traffic volumes. Consequently, the request was evaluated in
accordance with the City's Administrative Policy for Stop Sign Installation. A petition was
prepared by staff, and signed by the residents in the vicinity of the intersection.
Traffic Engineering section staff evaluated the request in accordance with the City's
Administrative Policy, the California Vehicle Code and the California Manual on Uniform
Traffic Control Devices. The evaluation included a field inspection of the intersection. Pursuant
to the evaluation, staff has determined that this intersection meets Warrant `B" of the
Administrative Policy (see attachment). This warrant is satisfied when sixty (60%) percent of
the residents located within six-hundred (600) feet of the proposed stop sign, sign a petition
agreeing to its installation and that at least two other criteria are met. At this intersection,
criteria B-3 and B-9 are met. Part B-3 of the warrant is met when one or more streets leading to
the intersection is at a grade greater than five percent. In this case, the grade of Mayfield Avenue
as it approaches 59`h Street was measured at nine and one-half(9.5 1/6) percent. Part B-9 of the
warrant is met when one approach to the intersection is a driveway servicing a residential
property. In this case there is a residential driveway on the north side of the intersection.
Since this intersection meets warrant `B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 3-way stop at the intersection of Mayfield Avenue
and 59`h Street.
Financial Impact:
The estimated cost of $1,000.00 for installing the new stop signs and pavement markings will
come from Account No. 001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

8 thereof, as through highways, Section One is amended by amending Subsection (5.2) FIFTY-
9 NINTH STREET to read as follows:
