This is the time and place designated for a joint adjourned regular meeting of the Mayor
and Common Council and Community Development Commission of the City of San
Bernardino from the joint adjourned regular meeting of the Mayor and Common Council
and Community Development Commission held at 5 p.m., Thursday, April 22, 2010, in
the Economic Development Agency Boardroom, 201 North "E" Street, San Bernardino,
California.
The City Clerk has caused to be posted the order of adjournment of said meeting held on
Thursday, April 22, 2010, and has on file in the office of the City Clerk an affidavit of
said posting together with a copy of said order which was posted at 11: 30 a.m., Monday,
April 26, 2010, on the City Hall breezeway bulletin board.
The joint adjourned regular meeting of the Mayor and Common Council and Community
Development Commission of the City of San Bernardino was called to order by
Mayor/Chairman Morris at 5:14 p.m., Tuesday, April 27, 2010, in the Economic
Development Agency Boardroom, 201 North "E" Street, San Bernardino, California.

Senior Assistant City Attorney Wilson announced that the following additional
case would be discussed in closed session under Agenda Item No. lA, existing
litigation:
San Bernardino City Professional FirefiRhters, Local 891; Nathan Lopez v.
City of San Bernardino, San Bernardino Fire Department, Michael Conrad,
Mat Fratus, Denis Moon - United States District Court, Central District of
California, Case No. CV 10-01779 PSG (DTBx).
2. Budget workshop to discuss and provide direction to staff regarding budget
strategies for the FY 2010/2011 budget and the 5-year forecast
The following documents were distributed to the Mayor and Common Council at
the budget meeting held on April 22, 2010, and Charles E. McNeely, City
Manager, and Barbara Pachon, Director of Finance, provided a detailed overview
of the information contained therein:
An interoffice memorandum from Charles E. McNeely, City Manager, to the
Mayor and Common Council entitled, "Budget Balancing Strategy Options,"
dated April 19, 2010; and
"The Budget Challenge: City of San Bernardino, Fiscal Year 2010-2011
through Fiscal Year 2014-2015 Budget Strategies, Charles E. McNeely, City
Manager, and Barbara Pachon, Director of Finance, April 22, 2010"

Following substantial discussion, it was the consensus of the Council that staff be
directed to provide them with additional information relative to the: Efficiency
Strategies contained in Exhibit 2, except for No. 15 (Outsource Maintenance and
Management of LMD/Special Districts); the Revenue Enhancing Strategies
contained in Exhibit 3, except for No. 2 (Reduce UUT % and/or broaden the base
and charge UUT on Refuse, Sewer, and Water), No.8 (Establish Downtown
Parking Tax), No.9 (Establish Airport Parking Tax), and No. 10 (Establish 911
Tax); and the Joint Power Authorities, Consolidations and Enterprise Strategies
contained in Exhibit 4, except for No. 5 (Storage Facility for trucks, RV's and
Other Large Vehicles), and No.6 (Impound Yard); and that NO.7 (Privatize
Utilities) be deferred pending the outcome of Proposition 16.

At 9:30 p.m., the meeting adjourned. The next joint regular meeting of the
