Speed Limit on Northpark Boulevard Between Campus Parkway and Electric Avenue. (FIRST READING) Financial Imuact: Account Budgeted Amount for FY 12/13: $230,100.00 Account No. 001-400-0026-5111 Account Description: Materials and Supplies Please note that this balance is the requested amount for FY 2012/13. The Traffic Engineering budget will be adjusted accordingly, once the FY 2012/13 budget is approved by the Mayor and Common Council. Motion: Lay over Ordinance for final adoption. — Synopsis of Previous Council Action: 02/18/85 Municipal Code 438 was adopted, establishing a 50 m.p.h. speed zone on Northpark Boulevard between University Parkway and Little Mountain Drive and a 40 m.p.h. speed zone on Northpark Boulevard between Little Mountain Drive and Electric Avenue. Background: The City received a request from California State University San Bernardino (CSUSB) to lower the speed limit on Northpark Boulevard in front of the University. The speed limit is currently posted at 50 m.p.h. in this area of Northpark Boulevard and the University requested that it be reduced to 40 m.p.h. The Traffic Engineering Section completed an evaluation of Northpark Boulevard to determine the appropriate speed limit for this section of Northpark Boulevard. The area of study was expanded to include the entire length of Northpark Boulevard between Campus Parkway and Electric Avenue. The following are the existing posted speed limits on Northpark Boulevard in this area: • Campus Parkway to University Parkway-No posted speed limit • University Parkway to Little Mountain Drive- 50 m.p.h. • Little Mountain Drive to Electric Avenue-40 m.p.h. State law requires that an engineering and traffic survey be completed(see attached) and that the speed limit be posted at or near the measured critical (85th percentile) speed. The study found Updated: 10/29/2012 by Linda Sutherland Packet Pg. 148 2029 that the average of the critical speeds throughout this section of Northpark Boulevard is 42 m.p.h. Staff, therefore, recommends that a 40 m.p.h. speed limit be established on Northpark Boulevard between Campus Parkway and Electric Avenue. This action will authorize the installation of signs and markings to reflect a 40 m.p.h. speed limit along the subject roadway. This is estimated to cost approximately $2,500. This action may need to be deferred until the City's financial condition improves. Measurements were made by means of a radar device under conditions designed to determine the actual speed of unimpeded traffic. Such conditions included, without limitation, the absence of concentrated law enforcement or other activity just prior to or while taldng the speed measurements that might alter the speed of traffic; the selection of location(s) is/are representative of the entire speed zone; the absence of inclement or unusual weather conditions; and the inconspicuous placement of the surveyor and his/her equipment to enable traffic to be accurately surveyed in both directions. Z N For some time I've advocated reducing the speed limit to 40 mph to ensure the safety of our N studcttis and the campus community. When the City of San Bernardino established the speed > limit for Northpark many years ago, it couldn't have contemplated the steady growth of our campus, student housing, and the development of the adjacent University Park residential comrrianity. With the resulting increase in traffic flow and pedestrians crossing at the Northpark and University intersection, I believe these changing conditions warrant a review and reversal of o the posted 50 mph speed limit. v With your support,I'm confident that the common council will approve your recommendation to lower the speed limit to 40 mph.
