Morris and Members of the Common Council From: Robert Handy, Chief of Police Subject: Police Department Reorganization Report Date: January 8,2013 A a Copies: Andrea Travis-Miller, Interim City Manager M 0 0 Introduction 0 m This report is prepared for the Mayor and Common Council and is intended to outline the N organizational changes to the Police Department following the force reductions implemented as part of the City's Pendency Plan. We have lost more than 65 employees without replacements in ° the last year through layoffs and attrition. At the time the cuts started, Department staffing r included 299 sworn officer positions and 180 civilian positions. Currently the Police Department a has approximately 260 officers and 136 civilian employees. The Police Department has already 0f gone through a number of reorganizations since 2009 when sworn staffing levels were o authorized at 356 officers. The following changes to the organization have occurred since the ; most recent force reductions or are now being implemented. Personnel Summary d c Sworn Positions: Current Authorized Strength—260 d E r Authorized Positions: 1-Chief, 1-Assistant Chief, 3-Captains, 9-Lieutenants, 39-Sergeants, 44- d Detectives and 163-Police Officers. The authorized number of 260 is anticipated to be reached ° d through attrition in the next 30-45 days. As of the time of this report (1-5-13) the actual number ° is 264. ° a c Positions lost: 1-Captain, 1-Lieutenant, 5-Sergeants, and 32-Police Officers (these numbers E include 19 vacancies that the Department was holding when the plan was submitted to Council). m Civilian Positions: Current Authorized Strength— 141** a Positions lost: 1-Animal Control Supervisor, 1-Executive Assistant, 1-Evidence Technician, 4- Forensic Technicians, 1-Dispatch Manager, 1-Administrative Analyst I, 2-CSO Supervisors, 4- CSO II's, 17-CSO I's, 1-P&T Manager, 1-P&T Coordinator, 1-P&T Technician, 1-Records Manager, and 3-Records Technicians. This position manages a number of functions including Community Affairs and Community Policing efforts in addition to Animal Control, the newly acquired Code Compliance and Police Department volunteers. This position has not yet been eliminated due to an agreement with the Water Department to provide funding for the position until July of 2013. When the position is eliminated the division (Patrol Support) will be divided up between the Administrative Services Commander and Patrol Operations Commander. h J Q Patrol Operations Division a M The most visible change to the Patrol Operations Division is what appears to be the elimination ° of the District Command structure that addresses a majority of the area-specific problems that arise. However, the structural change to the division will continue to employ community policing, a district structure, and a strong management presence with lieutenant watch commanders. n 0 The four districts remain with the teams of police officers assigned to each of the districts on o each shift. Additionally,there are four watch commanders managing the patrol shifts but they are c also managing a district and serve as a management point of contact for problems that arise. The d assigned lieutenants are as follows for contact purposes: o • Lieutenant Dario Robinson—Southeast District(Swing shift Watch Commander) N • Lieutenant Rod Topping—Southwest District(Swing shift Watch Commander) • Lieutenant Rich Lawhead—Northeast District+Traffic Unit(Day shift Watch Commander) o • Lieutenant Mike Madden—Northwest District(Day shift Watch Commander) c Clearly, this structure will impact service levels as the previous structure had separate lieutenants r managing the shifts and districts. With the cuts to both sworn and civilian management, we were o forced to decide on eliminating the district concept or accepting a different way to adapt the o geographical concept. We chose to remove some of the day-to-day district operations but maintain the management assignment of a lieutenant to each district. These lieutenants will o continue to oversee district communication between residents, businesses, and elected officials. °' They will continue to participate in the monthly "Coffee with a Cop" program as well as other community programs related to their areas of responsibility. L U t9 Prior to the cuts, the four district teams included four officers, a detective, and a sergeant. Three a of these teams have been eliminated and the personnel have been reassigned to patrol to fill holes behind attrition. We kept one four-officer team and a sergeant who are assigned to the Patrol Support Division and managed by Lieutenant Paul Williams. This team will address district- specific issues while dividing their time between the districts based on priority needs. Many of the other short-term problem solving efforts in the districts will become the responsibility of the patrol officers during their available time. The four detectives who were assigned to the pre- Packet Pg. 159 Page 3 existing district teams will be returned to the patrol division where they will assist with training, supervision, and field investigations. The Traffic unit and Front Desk operations fall under the Patrol Operations Division. Both units experienced personnel cuts. The Traffic unit lost a civilian supervisor position but was able to fill the vacant Parking Enforcement Officer positions. The Front Desk was especially hard hit by personnel cuts (the supervisor position and 2 CSO's). This will likely create the need for some calls that used to be handled over the phone to now be assigned to a patrol officer working a field beat. All field CSO positions,those who worked in the field handling report calls, have also been lost. J Q Investigations Division a. M The structure of the Investigations Division remains very similar in that it is managed by a ° captain and two lieutenants. There has been a shuffling of personnel to account for some changes that occurred. Several CSO's that had previously been assigned to Investigations have been lost due to the cuts. One of the two narcotics teams has been eliminated. Some of the officers were N sent to task force positions and the others along with the sergeant returned to patrol. The M reductions also allowed us to cancel our month to month off site lease and move everybody back o to the main station for a savings of more than $100,000 annually. The narcotics activity in the o City will continue to be addressed through a combination of efforts between our one remaining o a_ team and regional task forces with SBPD members. ,a, Within the past year a new team had been assembled to work with investigators on violent crime issues occurring in the City (Violent Crimes Task Force). The team was assembled using N personnel from various other units (including the gang units). Due to the success of the team, the rn unit is now part of the permanent organizational chart. However, you will notice that the Gang/ o MET team are smaller by 2 officers each to account for this team. c Administrative Services Division E 1= m The Administrative Services Division absorbed a majority of the organizational changes to e o th Department. Most of the civilian managers and supervisors lost came from this division. The dispatch center manager and records manager were eliminated and replaced with a police o lieutenant. This lieutenant also oversees emergency management and special events with the a assistance of a sergeant. The Personnel and Training manager and a majority of the P&T staff d have been eliminated with the functions being assumed by an administrative sergeant in the L division. m The Forensics unit lost four of its twelve technicians. As a result the overnight shift of forensic technicians is no longer in place. To account for the loss of the shift, we have created an "on call"system for a forensic tech to respond from home in the event of a major crime scene such as a homicide or a fatal traffic collision. Basic crime scene processing (photos and fingerprinting) will be a function assumed by the police officer investigating the case during these overnight hours. Packet Pg. 160 Page 4 The Administrative Services division also lost personnel in the Financial unit, the Records unit and in the Property/Evidence unit. Patrol Sunnort Division In December 2012, the Department began the transition of Code Enforcement from Community Development to the Police Department. Code Enforcement will physically remain at City Hall and is now assigned to the Patrol Support Division. Requests for service will be handled as before; however, will now be routed to Code Enforcement supervisors through the City's CRM network. Existing telephone numbers for Code Enforcement personnel have not changed. It is y anticipated that there will be a future change in how Code Enforcement Officers respond to a requests for service that mirrors the Police Departments four-district model. a M With the addition of Code Enforcement, we are adopting the community based policing concepts and partnerships from part of Operation Phoenix and developing a concept called The Crime Intervention Partnership Program. This will be is a multidisciplinary team of partners to include law enforcement representatives, Code Enforcement Officers, Fire Prevention Officers, social workers, mental health clinicians, and nonprofit agencies assisting at-risk youth. The Crime M Intervention Partnership enhances communication and collaboration amongst the partners to 0 prevent crime, improve the quality of life for our residents, and reduce calls for service. Police o officer staffing will be in the form of district officers attending meetings and coordinating multi o agency responses to neighborhood problems causing crime, d c One of the Police Department's goals for 2013 is to increase volunteer groups. In early 2013, a ° new volunteer program will be created called "Neighbors Patrolling Neighborhoods". City N residents may participate after submitting an application and going through a simplified m rn background check. Volunteers will attend ahalf--day training session before being officially o accepted into the program and allowed to volunteer. Once trained, these volunteers will be tr provided magnetic signage to be placed on their vehicles while they patrol neighborhoods. Volunteers will not take any enforcement action, but will serve as a deterrent and eyes and ears E for the police department. a d Another addition to our efforts in 2013 will be the San Bernardino Police Foundation. A Police Foundation was created many years ago but never materialized. Recently, members of the Police o Department revived the Foundation and merged it with the a ep g Operation Phoenix Foundation, which was dissolving. The Foundation is currently seating an all-new board of directors and d recently submitted revised bylaws to the state of California. The Foundation will provide E financial and other support to programs and efforts of the San Bernardino Police Department N related to enhancing public safety, and community based policing in an effort to reduce crime, a and improve the quality of life in San Bernardino. Packet Pg. 161 Page 5 Conclusion The San Bernardino Police Department is currently facing an array of unprecedented challenges. Severe budget reductions necessitated many changes in order to maintain our core police services. The most significant impact will be on our ability to respond to lower level crimes and continue proactive problem solving efforts. The changes we have made are designed to maintain similar levels of patrol officers to respond to high priority calls for service. Although patrol officer numbers will remain relatively constant, the loss of field Community Service Officers will be noticed in lower priority call response times.
