Motion: Reject all bids for Energy Efficiency Lighting Upgrade at the Norman Feldheym
Central Library.
Synopsis of Previous Council Action:
5/12/2009 - The Grants Ad Hoc Committee recommended approval of grant funding for this
project and others.
6/15/2009 - Resolution of the Mayor and Common Council of the City of San Bernardino
authorizing the submittal of the Energy Efficiency and Conservation Block Grant application to
develop an Energy Efficiency& Conservation Strategy.
Background:
The Public Works Department, Operations & Maintenance Division, is responsible for
maintaining the Norman Feldheym Central Library located at 555 W. 6th Street. The Operations
&Maintenance Division received Energy Efficiency & Conservation Block Grant(EECBG) No.
DE-SCO001924 as part of the American Recovery & Reinvestment Act (ARRA) of 2009. The
Block Grant provides funding to install energy efficient lighting in City buildings.
On September 27, 2011, a notice inviting sealed bids was initiated to solicit bids for energy
efficient lighting upgrades at the Norman Feldheym Central Library building. The bid includes a
fixed fee for all labor, materials, and equipment. Notices of bids were e-mailed to the Chamber
of Commerce and posted on the City's website.

A total of three bids were received and are listed below. One bid was determined to be invalid
L+' because it was incomplete.

After opening and reviewing the sealed bids, staff determined that all valid bids were
substantially over the projected cost. The specifications for this Request for Proposal were
written using one of the top energy efficiency lighting control products available. Unfortunately,
the bids came in far above the estimate and were in excess of the amount which may be funded
by the grant. A new Request for Proposal will be issued using less expensive control devices that
will provide less granular control, yet will still allow for a fair amount of energy savings and
meet the grant requirements.
