Synopsis of Previous Council Action: 11/07/11 Motion: That the City Attorney draft a resolution in support of keeping the South Coast Regional Transportation Office in San Bernardino. Background: At the November 7, 2011 Council meeting, the Mayor and Common Council added an item regarding the impending closure of the CalTrans Transportation Permit Branch in the City of San Bernardino that arose after the posting of the agenda and that needed immediate action to be taken. At that time,the Mayor and Councilmembers heard from the public and received documents regarding CalTrans' decision to consolidate the South and North branches of the Transportation Permit Offices into one office in Northern California resulting in the closure of the San Bernardino Branch. In response,the Council unanimously approved having the City Attorney prepare a resolution opposing the closure of the Transportation Permit Branch in the City of San Bernardino. The City Attorney's Office has prepared the requested resolution and presents it to the Mayor and Common Council for consideration and recommended approval. City Attorney Review: Approved as to Form. U w ' WHEREAS, the Department of Transportation has notified the employees of the 0 N 5 C A San Bernardino Transportation Permit Branch that the South and North branches are to be w 6 � U 7 consolidated into one office in Sacramento, thereby closing the South Branch in the City of m e San Bernardino; o U rn 9 WHEREAS, the City of San Bernardino's location to the Cajon and San N O 10 CL Gorgonio Passes, and at the junctions of the I-10, I-215 and SR-210 freeways, as well as °- 0 11 w being home to the Burlington Northern and Santa Fe Railway's Intermodal freight 12 M 13 transport yard, positions the City as an intermodal logistics hub; however, intermodal 14 transportation will be critically impacted if the South Transportation Permit Branch in the �✓' is City of San Bernardino is closed; d 16 WHEREAS, the Department of Transportation's decision to close the South m 17 U Transportation Permit Branch in the City of San Bernardino will severely impact the 0 1e 19 economy of the City and surrounding regions due to the relocation of local heavy haul a N C 20 trucking companies, pilot car companies and heavy equipment rental companies and its m 21 impact on related businesses; y 22 m WHEREAS, many local permit companies may close or relocate, further injuring 23 tyj za the fragile local economy; and w c 25 WHEREAS, the inability for local walk-in customers to get permits in San E t U 26 Bernardino will negatively impact local small trucking companies and local truckers, a 27 © ze SDE.ed.Reso.CaITr P=itOlrices.doc 2 Packet Pg. 13 WE RESOLUTION NO. 1 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CIT OF SAN BERNARDINO OPPOSING THE CLOSURE OF THE CALTRAN 3 TRANSPORTATION PERMIT OFFICE IN THE CITY OF SAN BERNARDINO. d v w 4 further impacting the local and regional economy already devastated by the recession, all o a 5 m to the detriment of the City of San Bernardino and the surrounding region. 6 U r- 7 NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND 0 e COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: o U 9 SECTION 1. The City of San Bernardino urges the California Department of S 0 0 10 Transportation, and all state officials interested in the economic welfare of the City of San C CL 11 0 N Bernardino to support the retention of the Transportation Permit Branch (South) currently 12 M 13 located in the City of San Bernardino. The City also urges State Senators Gloria Negrete 14 McLeod and Robert Dutton and State Assemblypersons Wilmer Amina Carter and Mike o 15 Morrell to lend their support and encouragement in retaining this vital transportation m 16 0: service in the City of San Bernardino. m 17 u SECTION 2.
