N Arthur Solis loved kids and the great game of baseball. He and his wife Lupe were committed to getting as many kids involved in baseball as possible. Arthur also worked tirelessly to improve the condition of Palm Field. This policy shall apply to City owned parks, facilities, or amenities, or other recreational facilities, hereby referred to as "facility or facilities". The intent LL of this policy is to provide an exclusive process by which naming public facilities will be adhered to. o w DEFINITION OF TERMS: Facility classifications in order of significance: 0 Park - an officially recognized parcel of land dedicated to the City or owned and managed by the City and used for public recreation purposes. LL E Public Facility - a City owned structure within a park used for public recreation a purposes. Examples include, but are not limited to: community centers, aquatic centers, d E or amphitheaters. r c d K Amenity- a smaller, support facility that is located within a City owned building or park or is pan of a City recreation facility. Examples include but are not limited to: picnic pavilions,ball fields,playgrounds, monuments, walkways,or gardens. cc POLICY: 1. Recommendations may be submitted by community groups,individuals,City staff or Elected Officials by submitting a Nomination Form(Attachment A)to the City Manager's Office. 2. Recommendations shall be submitted in writing, and shall be given equal consideration without regard to the source of the nomination. 3. To show substantial community support, the recommendation shall be accompanied by a m petition with a minimum of 100 signatures of support. '0 4. The Nomination Form shall first be considered at a publicly noticed meeting of an identified a City Commission. The Commission shall refer its recommendation to the Mayor and A Common Council,who shall exercise final authority in regard to the naming. U) 5. The naming of any City facility is intended to be an act in perpetuity. Facilities which already a bear the name of an individual shall not be considered for re-naming, in order to uphold the original intent of honor and respect,unless substantial evidence supports the findings that the individual was falsely credited with the honor for which the facility was named, or that the E name now tarnishes the good name of the City. Any such cause for renaming shall be referred by the City Manager's Office to the Legislative Review Committee where such evidence shall be evaluated before the request is referred to the Mayor and Common Council. Currently named facilities are listed in Attachment B. 6. The name of an identifiable geographic location or a name that provides a link to City, County,State,or National heritage or development shall be used whenever possible. 2. The name of an individual may be used, living or dead, provided that individual has contributed significantly to the quality of life for San Bernardino residents through 20 years or more of community service. The individual must be identified as a City of San U. Bernardino resident,a member of a San Bernardino service organization,or employed within n the City during his/her community or public service. y 3. The name of an individual, organization or business may be used if there has been a significant contribution towards the cost of providing the facility. "Significant"is defined as r T= providing funding for the total cost of the facility to be named,or providing funding for that ¢ 0 portion of the total cost which would not have been available from any other source (such as federal/state loans or appropriations, bond issues, etc.). in such circumstances, the d contribution and the naming of the facility may be recognized through a formal agreement U. Renaming of Palm Field to Arthur Solis Memorial Park a m Mr. Edward Naredo of Inland Empire Pony League spoke on behalf of the group, The rou E group P c requested the renaming of Palm Field to Arthur Solis Memorial Field. Discussion ensued between the Commissioners and a motion was made as follows: N d 7 On Motion by Vice-Chairperson Aldasoro and seconded by D'Amico, the Commission supports the renaming of Palm Field to Arthur Solis Memorial Field, pending further investigation into the field's ownership by Tait Ecklund, Management Analyst, of the City Manager's Office. After ownership is determined, the item could be sent to Council for approval. Upon being put to a v vote,the motion passed 5-1. Commissioner Vega abstained from the vote.
