Financial Impact: None. Petitioner will pay the cost of proceedings in the amount of$1,372.15 for the proposed street name change, as well as the actual costs for replacing the street name signs(cost unknown at this time). Please note this balance does not indicate available funding. It does not include non-encumbered reoccurring expenses or expenses incurred,but not yet processed. Motion: Adopt the Resolution; and authorize the Director of Public Works to initiate proceedings to rename Palm Meadows Drive, east of Tippecanoe Avenue, to r^ Central Avenue and set a public hearing for November 19, 2012, at the hour of 4:00 p.m. to consider said renaming of Palm Meadows Drive. Synopsis of Previous Council Action: 07/20/1992 Resolution No. 92-264 was adopted, temporarily closing Central Avenue, east of Tippecanoe Avenue to vehicular access. 08/07/1995 Resolution No. 95-273 was adopted changing the names of certain streets within the former Norton Air Force Base, including the changing of Central Avenue to Palm Meadows Drive. Background: On July 20, 1992, Resolution 92-264 was adopted, temporarily closing Central Avenue east of Tippecanoe Avenue to vehicular traffic. This determination was based on a traffic engineering study determining that the street was not needed for vehicular access and pursuant to Vehicle Code Section 21101(a). On August 7, 1995, Resolution No. 95-273 was adopted, renaming various streets within the former Norton Air Force Base. One of the street name changes approved was the renaming of Central Avenue, east of Tippecanoe Avenue to Palm Meadows Drive. Recently, Hillwood Development as HW Southgate LP ("Hillwood") has been developing this area and portions of the development have been completed or are under construction. As a result of this development, the Inland Valley Development Agency (IVDA) and the San Bernardino Updated:9/27/2012 by Georgeann"Gigi"Hanna Packet Pg. 212 2025 International Airport Authority (SBIAA) have requested that the temporary closure to vehicle Lr.r access be repealed to allow full public access (letter attached). Staff concurs with the need for public access relative to new development in this area. The attached Resolution repeals Resolution No. 92-264 and the temporary closure. Although portions of Pahn Meadows Drive are referenced as Central Avenue on Parcel Map No. 17887 submitted by Hillwood and recorded in December, 2010, the IVDA and SBIAA have also requested a renaming of the entire street,between Tippecanoe and Central Avenue to avoid street name confusion. If authorization to proceed is given, City departments will be notified of the proposal for any potential conflicts and all adjoining property owners will be provided notice of the public hearing to be held on November 19, 2012, at 4:00 p.m. The IVDA will pay the processing fee of $1,372.15 for the name change, as well as the total cost of replacing the street name sign(s) or they will replace the signage at their cost.
