There are many functions that require two signatures, or dual verification for cash and other deposits,wire transfers,etc.The office cannot operate with one employee without serious financial risk to city assets.Also, without two people, it is impossible to cover for sickness, vacation, or other absence. (Complete memo and submit to Human Resources with personnel action form. The memo will be included in the back-up information for the Council meeting) CITY OF SAN BERANRDINCI OFFICE OF THE CITY CLERK INTEROFFICE MEMORANDUM To: Mayor and Common Council From: Gig[Hanna,City Clerk Re: Part-time Temporary Hire of Linda Hartzel as Deputy City Clerk Date: August 2,2012 1. Have you looked at alternatives to filling this position? Yes. However,the increased volume of public records and other requests being fielded by the City Clerk's office since the declaration of fiscal emergency has stretched an already small staff to its limit.Additionally,the specialized nature of the work done by a Deputy City Clerk requires a level of expertise and knowledge of city processes that is rare,making this particular hire a better choice than others. A veteran of the San Bernardino City Clerk's office, Linda Hartzel is intimately aware of the requirements of the Fair Political Practices Commission,the Maddy Act and other local,state and federal laws that govern the City Clerk's Office processes. Hiring Hartzel,or any other prospective employee, under a temporary agency contract rather than via Council Action adds a 40 percent agency fee to the Step 1 hourly cost of this hire (increasing the hourly cost for the same work from$26.69 to$37.37).In an effort to avoid this unnecessary additional cost,the City Clerk is requesting council approve this temporary hire. 2. Would it be possible to delay the filling of this position?Explain No.With the increase in volume of claims, requests for records,and a municipal election to prepare for in 2013,coupled with loss of two key veteran full time employees in the department —and no plans to fill these positions to realize even greater salary and benefit savings—it is imperative that this temporary part-time position be filled in order for the full-time staff to take on the additional duties of the vacant positions. 3. Please explain the reasons why this position must be filled at this time. The reasons explained in the previous paragraphs justify why this position must be filled at this time.The loss of another veteran employee leaves the office with only one staff member with experience in elections,minutes/agenda,and political reporting processes.Without the experience and knowledge of this part-time temporary hire,the office would be unable to meet the needs of the Council,staff and city residents in a timely manner. 4. Would another position in your department be able to assume these duties(without reclassification)? No. S. Have you considered reorganizing work assignments so this position does not have to be filled? Yes.Work assignments have been reorganized so that the Administrative staff of three full-time employees and are currently doing the work that was being done by five full-time employees. Given the reality of increased requests for information,increase in special meetings related to the bankruptcy filing,and an election in 2013,it is essential that we have an experienced person on board to ensure that operations continue in a seamless fashion.
