CITY OF SAN BERNARDINO TO: Andrea Travis-Miller Acting City Manager FROM: Kevin Hawkins Director SUBJECT: Parks,Recreation and Community Services Justification for Personnel Actions COUNCIL AGENDA: July 02, 2012 Classification Recreation Aide ¢ n N Justification The position of Recreation Aide needs to be filled in order to keep up with demand for programs services and maintain a safe environment for current staff and clients at Lytle Creek Community Center. rn How long has the position been vacant? N This position has been vacant for about 4 years. 0 Why is it critical to rill this position? c It is difficult to supervise and provide structured activities and services with the current staff levels. Also,3 out staff at Lytle Creek are college students therefore their schedules very often cannot meet the Centers schedule demands. r What options were considered? Volunteers were an option for some time but reliability was an issue. Staff from other Centers was also considered, but the hours could not meet the Center's needs. What is the potential impact of keeping the position vacant in terms of City/Community services? The potential impact could be an increase possibility of incidents due to improper supervision and not been able to develop new ideas for structured programs and services for our clients. Is this the result of Personnel Committee action? No. If hiring at a salary above step 1,why? N/A, hiring at first step. Paclie� pg. 14
